In Plain English: Santo Domingo and Its Layers

People say “Santo Domingo” for three different places, so this Santo Domingo city guide separates them. The 2022 census, run by the national statistics office (ONE), counted all three.

  • The National District (Distrito Nacional) is the city proper, run by its own mayor, with 1,029,110 residents on 91.58 square kilometres.
  • Santo Domingo Province wraps around it with 2,769,589 residents, in municipalities such as Santo Domingo Este, Norte and Oeste and Los Alcarrizos.
  • Greater Santo Domingo is the two together, about 3.8 million people, or roughly 35% of the Dominican Republic’s 10,760,028 residents.

Why Santo Domingo Matters to the Dominican Republic

Spanish settlers founded the city in 1498 at the mouth of the Ozama River. UNESCO, the United Nations cultural agency, calls it the first permanent establishment of the New World.

Its walled Colonial City covers 106 hectares and is a World Heritage Site. UNESCO lists a long run of American firsts there, including a cathedral, a university and a hospital.

The grid of straight streets around the Plaza Mayor became a model for town planners across the Americas. UNESCO also ties the city to the Laws of the Indies, the rules Spain set for its colonies.

The city is also where the national government sits, and the central bank and the ministries are based here. Our Dominican Republic hub follows the country as a whole, and our Santo Domingo expat city page covers daily-life practicalities.

How the Santo Domingo Economy Works

Any Santo Domingo city guide starts with the national economy, which the capital drives. The central bank’s monthly activity index rose 5.6% year on year in September 2026, and growth for January to September was 4.6%.

Inflation was 5.12% in the 12 months to September 2026, above the bank’s target of 4% plus or minus one point. Core inflation, which leaves out volatile items, was 4.61%.

Shop prices follow the peso, which stood at 60.16 to buy and 60.57 to sell per US dollar on 30 October 2026. A US visitor therefore gets roughly 61 pesos per dollar.

Our Dominican Republic power structure pillar explains which families and companies hold the economy.

Neighbourhoods Worth Knowing

City hall talks about its districts in terms of what it has built in them. Its 2026 reports name the places below.

Parks and Public Space

City hall says it has recovered or created more than 215 public spaces since 2020. Its annual report counts 211 parks and plazas renovated since 2021.

Villa Navidad, the city’s Christmas park, drew more than 4 million visitors from 2 December 2025 to 15 January 2026. City hall reports the figure.

  • The Colonial City (Ciudad Colonial) is the walled historic core, and the part of Santo Domingo most visitors come to see.
  • The Malecón is the seafront boulevard, where city hall opened the Malecón Deportivo sports park on 23 April 2026.
  • Paseo 30 de Mayo is a promenade that city hall inaugurated on 18 June 2026. It served as a venue for the regional games.
  • Parque Enriquillo is a city park where renovation began on 5 March 2026.
  • Villa Francisca and Don Bosco are districts that received new street lighting under a 2026 city programme.
  • Los Praditos and Barrio Chino were the targets of clean-up campaigns in 2026, with 1,400 cleaning kits handed out.

Who Governs Santo Domingo

The National District has its own mayor, called the alcaldesa, and the capital is also home to the national government. City hall’s own website and news page name Carolina Mejía as mayor as of 1 November 2026.

What City Hall Runs

City hall collects garbage, lights streets, runs parks, issues civil records and operates the fire brigade. Its annual report says the fire brigade handled 5,476 emergencies and that the registry office processed 125,403 transactions.

It also manages the public markets, where 3,140 vendors work across 9 markets and 5 plazas. The report says residents filed 5,208 complaints and that 95% were resolved to their satisfaction.

Residents Choose Some Works

City hall runs a participatory budget, in which residents vote on local works. For 2026 it held 50 community assemblies, logged 147 requests and prioritised 58 works.

A year earlier, an open town meeting on 25 February 2025 prioritised 94 works.

  • Carolina Mejía is the mayor of the National District and secretary general of the PRM (Partido Revolucionario Moderno, Modern Revolutionary Party).
  • She first won the office in 2020 and was the first woman to hold it. City hall’s development plan runs from 2024 to 2028.
  • Mejía is the daughter of Hipólito Mejía, who served as president of the Dominican Republic from 2000 to 2004.

How Safe Santo Domingo Is

A Santo Domingo city guide must be frank about crime: the United States rates the whole country Level 2, exercise increased caution. The State Department says resort areas tend to be better policed than urban areas like Santo Domingo.

The national police reported a cumulative homicide rate of 7.51 per 100,000 people for 2026 up to 21 August. The same weekly report put robberies 32.6% below the level of 2025.

The police do not publish a separate homicide rate for the capital in that report. Without it, the safety of the capital can only be judged against the national rate.

Getting Around by Cable Car, Metro and Road

Santo Domingo has a Metro and a cable car (teleférico) run by the Empresa Metropolitana de Transporte (EMT), the state transport company. Line 2 of the cable car serves Los Alcarrizos and had planned maintenance from 10 to 19 July 2026.

On 14 September 2026 the EMT took part in the national earthquake evacuation drill. Buses and shared minibuses carry the rest of the city.

Daily Life and the Games of 2026

Santo Domingo hosted the Central American and Caribbean Games from 24 July to 8 August 2026, with more than 6,000 athletes expected. City hall’s report names the Malecón and Paseo 30 de Mayo as venues.

City hall says two years of street works put 9,000 LED lights and 200 cameras into 37 districts. It also reports 94.4 kilometres of sidewalk and public space recovered between April 2025 and March 2026.

Recycling campaigns reach schools. A bottle-collection drive on 24 August 2025 gathered more than 15 million plastic bottles, and city hall counts 37 million bottles since 2021.

Garbage is the city’s hardest daily problem. Between April 2025 and March 2026, city hall sent 847,758 tonnes of waste to the Duquesa landfill, an average of 2,323 tonnes a day.

What It Means for US Readers

For US readers, this Santo Domingo city guide matters because the capital hosts business visitors and the families of many Dominican Americans. Our Dominican diaspora pillar explains who those families are and how money flows home.

US travellers should read the State Department’s Level 2 advisory before they go. At about 61 pesos to the dollar, even a large restaurant bill stays modest in US$ terms.

Ties between Washington and Santo Domingo run through trade, security and migration. Our Dominican Republic and United States relations pillar covers them in detail.

What Is Not Known

The 2022 census figures for the city are the preliminary ones released in August 2023, and no newer official count exists. A fuller city-level population estimate for 2026 has not been published.

The police do not publish a separate homicide rate for the National District in the weekly summary we checked. Without it, the safety of the capital can only be judged against the national rate.

No official ridership figure or date for new Metro lines is public. City hall has also set out no plans beyond its 2024 to 2028 development plan.
