Dominican Republic geopolitics is mostly a story about the United States. China, Russia, Europe and the Gulf compete for the space left over.

For US readers, it matters for trade, anti-drug flights and possible rare earths. This guide sets out who wants what from Santo Domingo, as of October 2026.

Where the Dominican Republic Stands in 2026

The Dominican Republic holds the eastern part of Hispaniola, an island it shares with Haiti. Foreign policy is set by President Luis Abinader of the Modern Revolutionary Party, the governing party, which says it stands for development, democracy and social justice. He has been in office since August 2020.

His foreign minister since August 2026 is Víctor “Ito” Bisonó, previously minister of housing. He replaced Roberto Álvarez, who still led the ministry at the UN Security Council in July 2026.

In our reading, the basic choice is simple. Santo Domingo lines up with Washington on security, drugs, migration and Haiti, and trades with everyone else where it can. It has recognised Beijing rather than Taipei since 2018, and Russia opened a resident embassy in 2025.

In December 2025 the foreign ministry noted a symbolic milestone. With Russia’s first resident ambassador, all five permanent members of the UN Security Council now have embassies in the country. In our assessment, that widens the address book without moving the centre of gravity, which remains Washington.

The United States Comes First

Trade sets the tone. US goods exports to the Dominican Republic reached US$12.9 billion in 2025, while US imports from it came to US$7.6 billion. That left the United States with a goods surplus of about US$5.3 billion, the US Census Bureau shows.

The pattern held in 2026. From January to August, US exports reached US$9.8 billion and imports US$5.1 billion. Both countries trade under DR-CAFTA, the free trade agreement linking the United States with the Dominican Republic and five Central American states.

From Friday 24 July 2026, the US Trade Representative imposed a 12.5 percent tariff on Dominican products. It rests on Section 301 of the Trade Act of 1974. The investigations found 60 economies actionable over imports made with forced labour.

Economies that banned such imports, or promised to in a reciprocal trade agreement, got 10 percent instead. The Federal Register notice of 28 July 2026 gives a DR-CAFTA textile and apparel carve-out only to El Salvador and Guatemala. Dominican garments get no such exemption, which matters for free-zone makers.

On Wednesday 26 August 2026 Abinader called a reciprocal tariff agreement with Washington his top priority. He wants it “in the shortest possible time”. He promised to keep free-zone tax incentives unchanged for the coming years.

Secretary of State Marco Rubio visited in February 2025. He called Bisonó on Saturday 22 August 2026 about trade, investment and strategic sectors. Leah Campos, the US ambassador, presented her credentials on 19 November 2025.

Security, Drugs and the Haiti File

Pete Hegseth, head of the Pentagon, met Abinader at the National Palace on 26 November 2025, a Wednesday. Under a temporary agreement, US Southern Command and the US Air Force would supply refuelling and transport aircraft for anti-drug operations.

The government named several KC-135 tankers and C-130 Hercules cargo planes. They support Operation Southern Spear, a US campaign against drug and arms trafficking that Hegseth announced on 13 November 2025.

Hegseth called Abinader and his country “the regional leader against drug trafficking” and said the deal fully respected Dominican sovereignty and law. Abinader said seizures over the past five years were almost ten times the yearly average of the previous decade, a government figure.

Washington also backed a Dominican, Leandro Villanueva, to lead the UN Office on Drugs and Crime, the presidency said. In our assessment, the payoff for the United States is a dependable partner on the Caribbean drug routes between South America and its own coast.

Haiti is where Dominican diplomacy works hardest. UN Security Council Resolution 2793 turned the Kenya-led security mission into a Gang Suppression Force of 5,500 soldiers and police. The foreign ministry said a US-led group drove the text, with Dominican lobbying playing a key role.

Santo Domingo offered logistics for medical evacuations and hospital care for force members who cannot be treated in Haiti. In July 2026 it backed renewing the force’s mandate and urged faster deployment, citing a shortage of strategic airlift.

Rare Earths and Critical Minerals

On Thursday 10 September 2026 Bisonó and Ambassador Campos signed a framework on critical minerals and rare earths. It aims to protect both markets, identify joint projects and help finance them. Energy and Mines Minister Joel Santos attended.

The text is a political action plan, not a treaty. It creates no legally binding rights or obligations, the presidency stated, and Washington has signed the same framework with 27 countries. Campos said it was not only about minerals but “about sovereignty, security and shared prosperity”.

On Monday 21 September 2026 in New York, Abinader said rare earth deposits had been found three years earlier. The country has studied them with the US government since 2022, and he expected reserve figures by the end of 2026.

He claimed the Dominican material was purer than ore from southern China. A new fully state-owned company, the Empresa Minera Dominicana (Emidom), will manage the process.

Abinader also conceded the hard part: refining is heavily concentrated in China. In our assessment, the US framework is meant to work around exactly that.

China: A Big Seller With a Small Footprint

The Dominican Republic switched recognition from Taiwan to the People’s Republic of China in 2018. Ambassador Chen Luning called it “a sensible and correct political decision” in an interview the Chinese embassy published on 16 September 2026.

He said Dominican exports to China rose from US$180 million in 2018 to US$532 million in 2025. He also cited COVID-19 vaccine supplies, an upgrade of the 911 emergency system and a donation of 120 ambulances.

The sore point is the trade gap, since the country buys far more from China than it sells there. Chen argued that a deficit is not “the original sin” and that China does not seek a surplus. He pointed to Dominican stands at the China International Import Expo as a route for more sales.

What Beijing asks for, in the ambassador’s words, is firm support on core interests such as “sovereignty, security and territorial integrity”. In our reading, that standard phrasing covers issues such as Taiwan, while the hard infrastructure points elsewhere. Dubai’s DP World runs the Caucedo container port, and the security and minerals deals are with Washington.

Russia, Europe and Venezuela

Russian Foreign Minister Sergei Lavrov visited in April 2025 to open Russia’s embassy in Santo Domingo, Dominican diplomats said. Moscow later named its first resident ambassador.

In our assessment, the mission gives Russia a foothold in a US-aligned Caribbean state. It also adds weight to its voice on Haiti at the Security Council, where it holds a veto.

Bisonó met Lavrov in New York during the UN General Assembly in September 2026. They discussed Haiti, trade and tourism, and Bisonó raised concern about job offers luring Dominicans to Russia, possibly into the war in Ukraine. Lavrov asked his ministry to follow up, and both sides agreed to keep a channel open.

In May 2024 the European Union launched a grant-funded budget support programme for a greener, more inclusive economy. It targets small firms, women and young people. Europe and the Dominican Republic also cooperate on sargassum, the seaweed that piles up on Caribbean beaches.

In 2025 the UN Environment Assembly adopted its first text on sargassum. The Dominican Republic proposed it, with Barbados and Jamaica as co-sponsors. It is a niche file. In our reading, it shows how Santo Domingo uses the UN for its own coastal and tourism interests.

With Venezuela, relations are thawing. Flights were suspended on 29 July 2024 on Caracas’s orders, after Venezuela’s disputed election. The Dominican Civil Aviation Board approved their return on Monday 2 February 2026 under an agreement between the two governments.

The Gulf, Turkey, India and BRICS

DP World, the Dubai-based port operator, runs the Caucedo port near Santo Domingo. It says it has invested more than US$700 million there since 2003. Capacity grew from 900,000 TEU, or twenty-foot container units, to 2.5 million TEU.

DP World has also signed a US$760 million memorandum with the government to expand the port and its free trade zone. The plan would lift capacity to about 3.1 million TEU and open 225 hectares for free-zone tenants, the company says.

In February 2026 Abinader attended the World Governments Summit in Dubai. He met Abu Dhabi Crown Prince Khaled bin Mohamed bin Zayed and UAE minister Noura Al Kaabi. They reviewed DP World’s investments and discussed UAE advice on digital technology.

India and Turkey are smaller players. India sent a new ambassador, Kishan Dan Dewal, who presented his credentials on 19 November 2025. Public figures on Turkish trade and investment with the country are thin.

The Dominican Republic is neither a member nor a partner country of BRICS, the bloc’s own list shows. Yet several of its partners are full members, including China, Russia, India and the United Arab Emirates. In practice, Santo Domingo deals with them one by one rather than as a bloc.

What It Means for US Readers

For investors, the 12.5 percent Section 301 tariff applies to most Dominican goods, including free-zone textiles and apparel. Economies that committed to a forced-labour import ban in such deals received 10 percent. In late August 2026 the government still described a deal as a goal under negotiation.

Money keeps arriving anyway. Foreign direct investment reached a record US$3.28 billion in January to June 2026, up 7.7 percent, central bank data show. Energy took 27.8 percent, tourism 20.1 percent, and real estate and mining 12.4 percent each.

Rare earths are an early-stage story. No reserve figure has been published, and the US framework is not binding. Anyone pricing Dominican mining exposure should wait for the reserve numbers and for any refining partner.

For travellers, direct flights between Santo Domingo and Venezuela resumed in February 2026. Families should note that Santo Domingo has raised with Moscow job offers in Russia that may be linked to the war.

In our assessment, the country is the anchor of Washington’s Caribbean policy on drugs and Haiti. That makes Dominican politics unusually sensitive to US decisions on tariffs, deportations and the Haiti mission.

How long the US aircraft stay. The November 2025 agreement was described as temporary, and the announcement gave no end date.

How large the rare earth deposits are. Abinader promised reserve figures by the end of 2026, yet no tonnage, grade or refining partner had been disclosed by late September 2026. The US framework creates no binding obligations, so its practical weight is still untested.

Whether a tariff deal comes. Santo Domingo wants a reciprocal agreement that would bring the 12.5 percent rate down, and it has not given a timetable.

How deep ties with Turkey and the Gulf beyond Dubai run. Public data on Turkish, Saudi and Qatari trade and investment with the country are thin.

How many Dominicans are caught up in Russia’s war. The foreign ministry has raised recruitment with Moscow, but the full number involved is not known.
