In Plain English: Puebla and Its Layers

Mexico is the country, and Puebla is the capital of the central state that carries the same name. The city sits on a high plain south-east of Mexico City, with snow-capped volcanoes on the horizon.

Three layers are easy to mix up in this Puebla city guide. INEGI, Mexico’s national statistics institute, counts each one separately.

  • The municipality of Puebla is the core city, with 1,692,181 residents in the 2020 census.
  • The Puebla metropolitan area is the built-up city that spreads into neighbouring municipalities such as San Pedro Cholula, San Andrés Cholula and Cuautlancingo.
  • The state of Puebla is the largest layer, with 6.8 million residents in 2025, according to INEGI.

Why Puebla Matters to Mexico

Spanish settlers founded Puebla in 1531, and it received its city title in 1532, according to UNESCO, the United Nations cultural agency. UNESCO lists the Historic Centre of Puebla as a World Heritage site for its Baroque churches, palaces and tile-covered houses.

On 5 May 1862 a Mexican army defeated a French force outside the city. Cinco de Mayo remembers that battle, and Puebla remains its historic home.

Puebla state produced MXN 1.18 trillion (about US$63 billion) in 2024, or 3.5% of Mexico’s output, INEGI said on 5 December 2025. Only nine federal entities produced more, led by Mexico City at 15.0% and the State of Mexico at 9.1%.

About 5 in every 100 Mexicans live in the state, which had 6.8 million of the national 130.4 million residents in 2025. Its population grew 0.7% a year between 2020 and 2025, slower than the 1.3% a year of 2015 to 2020.

Half of the state’s residents are 30 or younger, up from a median age of 28 in 2020. Some 89.6% were born in the state, 9.9% in another Mexican state and 0.4% abroad.

In the 2025 survey, 608,669 people aged three and over spoke an indigenous language, or 9.2% of that age group. About 31.2% of residents consider themselves indigenous, and 104,200 people, or 1.5%, identify as Afro-Mexican.

For the national picture, see our Mexico 2026 guide. Our guides to Mexico City, Guadalajara and Monterrey cover the other big urban centres.

How the Puebla Economy Works

Services made up 55.7% of the state’s output in 2024, industry 33.6% and farming 4.3%, with product taxes the rest. The economy grew 3.5% in real terms that year, INEGI said.

INEGI’s first estimate, published on 30 October 2026, put Mexico’s third-quarter growth at 3.2% on the year and 0.9% on the quarter. State figures for the same quarter are not yet out.

Puebla had 3.1 million people at work in the second quarter of 2026, 118,000 more than a year earlier. Unemployment fell to 1.8% from 2.9% a year before, INEGI said on 25 August 2026.

About 70.3% of workers held informal jobs, meaning work without a formal contract or social security. That is double the 34.8% recorded in Nuevo León in the same quarter, so many Puebla jobs sit outside the formal system.

In the 2025 survey, 37.0% of workers were in services, 20.1% in commerce and 16.8% in industry. About 65.3% were employees, and 28.4% worked for themselves.

Volkswagen builds the Jetta and Tiguan at Cuautlancingo, a municipality beside the city. Audi builds the Q5 SUV at San José Chiapa in the east of the state, and both plants serve the US market.

Pay talks at the plant ran through the autumn, and on 15 October 55.9% of voting workers rejected a company offer. On 21 October the company and the plant’s union, SITIAVW, agreed a new offer.

The new offer has a 4.4% direct raise and a one-time bonus of MXN 12,000 (about US$637). Together with other items it adds up to a global raise of 8.24%.

Workers were due to vote on 28 October, ahead of a strike deadline at 11:00 on 29 October 2026. Our earlier report covers the dispute.

Neighbourhoods Worth Knowing

Puebla works best as a set of districts, each with its own mood. This Puebla city guide picks five that most visitors and newcomers see first.

Cholula and the Great Pyramid

The Great Pyramid of Cholula is a pre-Hispanic temple mound, and the Church of Our Lady of Remedies stands on its summit. Visitors walk among excavated passages and stone walls at its foot.

Cholula lies a few kilometres west of Puebla’s centre, and a road known as the Recta a Cholula links the two. For other Mexican cities in our cluster, see our Mexico City city page.

  • The Centro Histórico is the UNESCO-listed old core, built around the main square, the Zócalo, and the cathedral.
  • The Barrio del Artista is a small quarter of artists’ studios and galleries close to the centre.
  • Los Fuertes is the hill park north of the historic centre, where the forts of the 1862 battle stand.
  • Angelópolis is the name of the newer commercial and residential districts west of the city, towards Cholula.
  • Cholula, split between San Pedro and San Andrés, is an old town west of Puebla that has grown into the metropolitan area.

Who Governs Puebla

Three offices share power over the city, and this Puebla city guide names each one. The federal government sits above the other two, but each has its own budget and voters.

The Mayor’s Report

Chedraui gave his second annual report at the Palacio Municipal on 15 October 2026, with Governor Armenta speaking in support. In Spanish he said: “Hemos avanzado, pero no hemos terminado” (We have moved forward, but we have not finished).

He put the city’s 2026 budget at MXN 7,470 million (about US$397 million). He said the city had spent more than MXN 1,500 million (about US$80 million) on infrastructure.

The city says it has paved more than 4,550 streets under a programme called Calles al 100. It also says it has filled more than 318,000 potholes.

Armenta said about 80% of the capital’s 53,000 streets were in poor condition when his government began. The 2026 paving target is 13,000 streets in the municipality.

The 2027 Race

Chedraui’s three-year term runs from 2024 to 2027, so city hall is due back on the ballot in 2027. Morena has not named its mayoral candidate here, and the party will choose under its own rules.

  • President Claudia Sheinbaum leads the national government of Mexico, in office since 1 October 2024 for a six-year term.
  • Alejandro Armenta Mier is the governor of Puebla state and belongs to Morena, the governing party founded by former president Andrés Manuel López Obrador.
  • José Chedraui Budib, known as Pepe Chedraui, is the mayor of the city, elected for a term that runs from 2024 to 2027.

How Safe Puebla Is

The US State Department tells Americans to exercise increased caution in Puebla state over crime and kidnapping, a Level 2 rating. It places no travel restrictions on US government staff there.

The state government says violent crime fell in the first half of 2026. Travellers using this Puebla city guide can read the current advisory before booking, and should keep to busy central streets at night.

Getting Around and Daily Life

Puebla is a city of buses, walkers and cars. In 2025, 33.0% of the state’s workers commuted by public bus, 31.5% on foot and 21.6% by car or van.

Some 51.9% of workers reached their job within 30 minutes, and 19.3% needed between 31 minutes and an hour. Mexico City is a day trip by road, and many visitors from the United States fly there first.

Internet reached 68.6% of homes in 2025, up from 42.3% in 2020, and 94.0% of homes had a mobile phone. Piped water reached 97.1% of homes, and 83.8% were connected to the public sewer.

Food is a big part of daily life in Puebla. The city is known for mole poblano, a dark sauce of chilli and chocolate, and for Talavera, a glazed ceramic tradition.

Tile-covered houses and Baroque churches line the streets of the centre. That is why the old town is protected.

What It Means for US Readers

Puebla is a key link in North American car supply chains, because Volkswagen and Audi build models there for the US market. The pay talks at Volkswagen show how trade and demand shape local jobs.

Mexico’s economy grew 3.2% year on year in the third quarter of 2026. The peso trades near MXN 18.8 per US$1 as of 31 October 2026, which shapes costs for buyers of Puebla-made cars.

INEGI counted 77,811 people from the state who left for another country between 2020 and 2025. Our guide to the Mexico diaspora in the United States explains those flows.

Our own Rio Times Latin America Power Index tracks how Mexico ranks among the region’s powers. Its current rank and score appear in the Key Facts above.

What Is Not Known

The 2025 survey gives a state total, but the Puebla municipality figure used here is still the 2020 census count of 1,692,181. A newer city-level number may differ.

The result of the 28 October worker vote on pay at Volkswagen is not confirmed here. The candidates for the 2027 elections are not settled.

No city-level homicide count for 2026 is used here. Check the current State Department advisory before you travel.
