They call it revenge for the arrest of a local cartel boss, almost a year after Mayor Carlos Manzo was shot at a public festival. For US readers it shows how far a cartel will go to punish an official who confronts it.

What Prosecutors Say About the Manzo Murder

Israel Vega Rodríguez, acting head of Michoacán’s state prosecutor’s office, said on 16 October 2026 that the Manzo murder was a reprisal by organized crime. He said it answered security actions Manzo took as mayor.

Vega tied the order to the 27 August 2025 arrest of El Rino, whom prosecutors call the cartel’s local boss in Uruapan. Prosecutors say Manzo had insulted him in a Facebook livestream that the mayor later deleted.

Who Carlos Manzo Was and How He Died

Manzo was an independent mayor who won office in Uruapan in 2024 on a promise to confront organized crime. He led a local group called the Movimiento del Sombrero (Hat Movement).

He was shot on the evening of 1 November 2025 in Uruapan’s historic center, at the Festival of Candles for Day of the Dead. One of his bodyguards shot the 17-year-old gunman dead at the scene.

The Arrests So Far

Prosecutors said on 16 October that 33 people had been detained by state and federal forces. Two of them are held in El Altiplano, a federal maximum-security prison.

Prosecutors name Ramón Ángel, known as El R1, as a CJNG cell leader and alleged mastermind, captured in Jalisco on 30 July 2026. They describe Jorge Armando, known as El Licenciado, as his second in command and the alleged coordinator.

What Investigators Ruled Out

Vega said the investigation has so far found no sign that a political line took part in the Manzo murder. Asked about two national lawmakers and a former Uruapan mayor, he said no evidence points to any of them.

Prosecutors say the probe rests on about 3,500 investigative acts and 1,200 hours of video. They also say the cartel offered 2 million pesos (about US$106,000) for the killing.

What It Means for You

Michoacán is Mexico’s main avocado state, so cartel pressure there touches a supply chain that feeds US supermarkets. Travelers and investors with links to the region should treat threats against local officials as a live risk.

Our reports on Uruapan’s welfare secretary held over a cover-up and on the capture of the alleged mastermind El R1 show how the case unfolded. Washington also watches the cartel, as our story on US charges against five CJNG leaders shows.

What Is Not Known

No trial verdict on the Manzo murder has been announced, and the prosecutors’ account has not been tested in court. Vega said other participants remain to be arrested, and the prosecutors have not said when trials will begin.

Investigators are also checking whether insiders leaked Manzo’s movements and schedule, Vega said, though that line is kept confidential. The 90% completion figure is the prosecutors’ own estimate, and the count of 33 detainees dates from 16 October.
