El Salvador foreign players, from the IMF to the US government, shape an economy that lives on money from abroad. This guide says who brings what and what each wants in return, as of November 2026.

The biggest sources of cash are relatives abroad, the IMF and a handful of foreign banks and investors. Among governments, the United States stands out through trade, security and family ties.

More coverage sits on the Rio Times El Salvador page, and the guide to who runs the economy covers the domestic side. The guide to the country’s alliances and the guide to its neighbours give the regional view.

This guide follows the money and the foreign actors instead, and the report on Bitcoin gives the news side. Every figure carries its date, and every euro amount carries a US$ value.

El Salvador Foreign Players at a Glance

Foreign actors here fall into six groups: lenders, companies and banks, governments, aid donors, civil-society groups and the diaspora. Each wants something different from a country of about 6.4 million people.

The World Bank counts 6.37 million residents and US$36.7 billion of output in 2025. Remittances alone were equal to more than a quarter of that output.

The list below explains the main names in plain English. Each is described again where it first matters.

  • IMF. The International Monetary Fund, a global lender that sets conditions for its loans.
  • CAFTA-DR. The free trade pact between the United States, Central America and the Dominican Republic, in force for El Salvador since 1 March 2006.
  • Agreement on Reciprocal Trade. A 2026 deal with the United States that caps a new US tariff and sets rules on investment and third countries.
  • CEPA. The state port authority, which co-owns the port company with a Turkish operator.
  • Chivo. The government’s crypto e-wallet, now majority-owned by a private operator.
  • Cristosal. A human-rights group that works in Central America.

Yilport, a port operator, lists terminals at Acajutla and La Unión on its own website. The State Department says a Turkish logistics operator signed a US$1.6 billion, 50-year port deal in 2024, without naming it.

The IMF and Other Lenders

The IMF approved a 40-month Extended Fund Facility for El Salvador on 26 February 2025. Access totals SDR 1,033.92 million, about US$1.4 billion, and the IMF expected a wider package above US$3.5 billion with other multilateral lenders.

SDR means special drawing rights, the IMF’s own accounting unit, and the first payment was SDR 86.16 million (about US$113 million). The first review, on 27 June 2025, released another SDR 86.16 million (about US$118 million).

On 1 October 2026 the IMF announced that its board had completed the second and third reviews. It released SDR 101.96 million, about US$138 million, and the board was chaired by First Deputy Managing Director Dan Katz.

The IMF waived missed targets on Bitcoin accumulation and said no further purchases are planned beyond documented donations. It also said majority ownership and control of the Chivo wallet had passed to a private operator.

The IMF projects growth of 4.5% in 2026 and 4.0% in 2027. It sees a primary budget surplus of 2.9% of output in 2026 and gross public debt of 85.0%, counting pension bonds.

The central bank says the economy grew 5.1% in the second quarter of 2026 from a year earlier. The IMF board statement calls for timely pension and civil-service reforms and continued reserve accumulation.

The IMF release also asks for more disclosure of public crypto holdings and stronger rules for crypto-asset providers. It urges sustained fiscal consolidation to put public debt on a downward path.

The IMF releases do not say which multilateral lenders will provide the rest of the package. Nor do they say how much each will give.

The United States, Trade and Security

The United States is the main home of the diaspora and the destination of almost all remittances. The two governments signed an Agreement on Reciprocal Trade in Washington on Thursday, 29 January 2026.

The text caps the additional US rate on Salvadoran goods at no more than 10%. Goods that qualify under CAFTA-DR are exempt, and listed products such as certain palm oils, graphite and minerals carry no extra rate.

El Salvador agrees not to tax US digital services in a discriminatory way and to ban imports made with forced labour. It also gives US investors treatment no less favourable than locals in critical minerals, energy and infrastructure.

The deal enters into force five days after both sides notify each other that their legal steps are complete. Whether that has happened could not be confirmed.

The State Department says more than 190 US companies have a commercial presence in El Salvador. US investment was US$97 million in 2025, the second-largest source after Panama.

The State Department says security forces have arrested more than 70,000 alleged gang members under the state of exception begun in 2022. It also says the enforcement tactics raise human-rights and rule-of-law concerns.

Its travel advisory has stood at Level 1, normal precautions, since 8 April 2025. The same text warns that several US and other foreign citizens have been detained under the state of exception.

China, Turkey and Other Governments

The State Department says El Salvador ended its Taiwan free trade pact in 2022 and launched talks with China in 2024. The 2026 US agreement does not name China.

The US agreement obliges El Salvador to match US limits on third-country goods and tackle unfair practices by firms in its market. It also covers state-owned firms of third countries.

The text also promises cooperation on export controls and sanctions. How these clauses will be applied is not yet public.

The State Department says the Turkish port partnership runs through a mixed-ownership company with CEPA. It says port operations began in December 2024.

Spanish firms appear among the foreign owners of Salvadoran insurers. Free-zone factories are owned mainly by investors from El Salvador, the United States, Taiwan and South Korea.

Those zones count 17 sites, 291 companies and roughly 70,000 workers. Panama was the top source of fresh investment in 2025, and the United Kingdom the third.

Banks, Companies and the Rules for Investors

All but two of the major banks in El Salvador are regional banks owned by foreign financial institutions, the State Department says. Banking assets were US$27.5 billion in December 2025, up 12.5%.

Non-performing loans were 1.5% of the total, and reserves covered 153% of them. A March 2026 amendment scrapped the rule that Salvadoran or Central American investors must hold 51% of a domestic bank.

The State Department says the government does not screen or ban foreign investment, and 16 bilateral investment treaties are in force. A 5% tax applies to dividends, and 25% for shareholders in tax havens.

There is no tax treaty with the United States. No person may own more than 245 hectares of rural land, and foreigners only where Salvadorans have equal rights at home.

Labour law requires 90% of plant and office staff to be Salvadoran citizens. Extractive resources are state property, and the State Department says private concessions are rarely granted.

State-owned entities generate more than half of the country’s electricity, led by CEL, the state hydropower company. The priority sectors for foreign money are high-tech supply chains, energy, pharmaceuticals, tourism, textiles, auto parts and digital assets.

Aid Donors, NGOs and the Diaspora

The European Union granted EUR 49.5 million (about US$55 million) in bilateral aid for 2021 to 2024. It plans another EUR 22 million (about US$25 million) for 2025 to 2027, aimed at digital, green and governance projects.

Net official development aid received was US$499 million in 2023, down from US$709 million in 2022, the World Bank says. The US Millennium Challenge Corporation, a US aid agency, lists a US$277 million investment compact as closed out.

Civil-society groups work under pressure. Cristosal, a regional rights group, says it suspended in-country operations in July 2025 after anti-corruption head Ruth López was arrested.

The diaspora is the largest foreign player in money terms. Remittances were US$10.10 billion in 2025, up from US$8.49 billion in 2024, and they equal 27.5% of output.

The State Department says more than three million people of Salvadoran ancestry live in the United States. The diaspora is the largest foreign player by money sent, ahead of the IMF programme and foreign direct investment.

What It Means for US Readers

Importers should read the 10% cap as a ceiling, not a flat rate. Goods that qualify under CAFTA-DR stay exempt, so rules of origin matter.

Investors should note that there is no US tax treaty and that US capital is a small share of inflows. Bitcoin exposure is now a topic of IMF conditions, not only of presidential choice.

Travellers should note the Level 1 advisory alongside the warning on detentions. Check the State Department advice before booking, since it can change at short notice.

The State Department calls the trade pact the first of its kind in the Western Hemisphere. Its clauses on third countries are written in the published text.

What Prediction Markets Say

Polymarket, where users bet real money, runs a market on which party wins the second-most seats in El Salvador’s 2027 legislative election. It showed Vamos at 42.0% and the National Conciliation Party (PCN) at 33.0% on 3 November, 7:17 a.m. ET.

About US$18,300 has traded on the event, and the bets concern who leads a small opposition. Nuevas Ideas, the governing party, holds 54 of the 60 Assembly seats, the State Department says.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What Is Not Known

Whether the US trade agreement has entered into force, and whether the Legislative Assembly must approve it, was not confirmed. The State Department page says only that it was signed in January 2026.

The central bank and the World Bank differ on 2025 foreign direct investment by about US$289 million, and neither explains the gap. No figure for Chinese lending or investment was found at an official page.

The IMF releases do not split the US$3.5 billion package among lenders. The State Department does not name the Turkish operator in the US$1.6 billion port deal.
