EL SALVADOR · GEOPOLITICS

Key Facts

  • —The country El Salvador is a US-dollar economy of 6.03 million people (2024 census). President Nayib Bukele, in office since 1 June 2019, builds foreign policy around security, migration and money.
  • —United States Washington is the anchor. The two governments signed a reciprocal trade agreement on 29 January 2026, and 92.2% of remittances came from the US in January to August 2026.
  • —China Ties date from August 2018, when San Salvador dropped Taiwan. China donated a library, a stadium and a water plant, while the 2025 trade deficit with China reached US$3.5 billion.
  • —Everyone else The EU, Saudi Arabia, the UAE, Qatar and India all have agreements or embassies in play, but none rivals Washington or Beijing. El Salvador is not in BRICS.
  • —Money and minerals The IMF released US$138 million on 1 October 2026 under a US$1.4 billion programme. The US trade text commits El Salvador to welcome US investment in critical minerals.
  • —Next tests A UN vote on the US embargo of Cuba is due on 28 October 2026. General elections follow on 28 February 2027, with Bukele seeking a third term.

El Salvador geopolitics matters to Americans because Washington relies on Bukele for prison space, migration deals and a check on China. Beijing has funded a library, a stadium and a water plant, while the European Union, Gulf states and India also court San Salvador.

El Salvador Geopolitics in Brief

El Salvador geopolitics starts with size and money. The country counted 6,029,976 residents in its 2024 census, the first in 17 years.

It uses the US dollar as its currency. Bukele took office on 1 June 2019.

His party, Nuevas Ideas (New Ideas), has put him forward for a third term. Vice President Félix Ulloa runs with him again in the general election of 28 February 2027.

Foreign Minister Alexandra Hill Tinoco spoke for the government at the UN General Assembly on 28 September 2026. She defended the security record and asked what the United Nations does for people living under violence.

That speech shows how Bukele sells his model abroad. Each power treats El Salvador as a small country with a loud voice.

Three facts shape everything below: the gang crackdown, a diaspora sending billions home, and the Washington-Beijing rivalry. This guide follows each in turn.

The United States, Bukele’s Closest Partner

Prisons, Deportees and Summits

Secretary of State Marco Rubio visited El Salvador on 3 February 2025, and Bukele offered prison space for deportees. In March 2025 Washington agreed to pay about US$6 million to jail 300 alleged Venezuelan gang members for a year, Telemundo said.

More than 250 Venezuelan men were flown to the CECOT, the Terrorism Confinement Centre, on 15 March 2025. A judge had issued an emergency order while the planes were in the air.

The men went home in July 2025 under a prisoner swap. Venezuela freed 10 US citizens and residents in the same deal.

Bukele met President Donald Trump at the White House in April 2025 and again on 16 July 2026. The talks covered immigration and security.

On 7 March 2026 Bukele joined Trump at the Shield of the Americas summit in Florida. Representatives of 17 countries signed an anti-cartel military coalition there.

Aircraft, Airports and Ports

The New York Times reported in November 2025 that US attack, reconnaissance and transport aircraft operated from Comalapa, El Salvador’s main airport. Bukele’s office did not respond to its questions.

US Southern Command, the American military command for Latin America, says it has used Comalapa since a March 2000 agreement. It calls the site a Cooperative Security Location for counter-drug flights, with daily operations run by the US Navy.

On 13 October 2026 Rubio and Bukele spoke by telephone about keeping critical infrastructure, including ports, secure. The State Department said they want it free of malign foreign influence.

Rubio also asked El Salvador to join Washington on shared priorities at the United Nations. The State Department statement did not name China.

Trade, Tariffs and Remittances

The US-El Salvador Agreement on Reciprocal Trade was signed on 29 January 2026. El Salvador published it in its official gazette on 8 February 2026.

Under its Annex I, goods without an exemption face a US tariff of no more than 10%. Article 5.1 makes El Salvador apply equivalent measures when the US restricts imports from a third country for security reasons.

In Article 5.2, El Salvador agrees to align with US export controls and help enforce US sanctions. That is the clause Washington can point to when it wants distance from Beijing.

As of June 2026 the deal had not taken effect. Most exports other than textiles still paid the 10% tariff, according to the exporters’ association Coexport.

The text says the deal starts five days after both sides confirm that their legal steps are complete. Textile makers already enjoy an exemption under the Central America free trade agreement.

Remittances show the dependence. El Salvador received US$6.79 billion from January to August 2026, up 3.8% on 2025.

The United States was the source of 92.2% of that money, according to the central bank. About 170,000 Salvadorans also hold Temporary Protected Status, a US permit created after the 2001 earthquakes.

That status expired on 9 September 2026 without a decision. The Department of Homeland Security says protections stay until it makes an announcement.

On 9 October 2026 the US embassy said it was channelling US$25 million through the UN for drought relief. Another US$30 million is on the way.

On 21 August 2026 the State Department also announced plans for a bilateral economic summit. It called Bukele one of its most valuable partners in the region.

China, Taiwan and the Port Question

China is the second pole of El Salvador geopolitics. It replaced Taiwan as the country’s diplomatic partner in August 2018, when the FMLN governed.

The FMLN is a left-wing party that began as a guerrilla movement. Bukele visited China in 2019 and met President Xi Jinping.

Since then Beijing has donated the National Library, a new National Stadium and a water plant at Lake Ilopango. It also donated a tourist pier at La Libertad.

A new international fair and convention centre, called CIFCO, entered site preparation next to the stadium in October 2026. It is a Chinese cooperation project.

Ambassador Zhang Yanhui cited 340,000 computers for students and more than 30 university scholarships. On 1 October 2026 he said he will leave in early November after four years.

Trade runs one way. In 2025 El Salvador bought US$3.57 billion of Chinese goods, the most since 1994, and sold only US$50 million.

That left a deficit of US$3.52 billion. A free trade agreement has been under negotiation since a first round in Beijing in 2024.

A Salvadoran legislative delegation visited China from 17 to 22 August 2026 while those talks continued. China’s embassy has had a military attaché since August 2024.

Zhang said in October 2026 that no concrete defence project exists. He described the attaché’s work as friendly exchange.

Washington wants more distance. Rubio raised ways to counter Chinese Communist Party influence during his February 2025 visit.

The 13 October 2026 call then focused on ports. Panama is the precedent.

In January 2026 its Supreme Court declared unconstitutional the port contracts held by a unit of Hong Kong’s CK Hutchison, El Diario de Hoy noted.

Russia, Ukraine and the UN Votes

El Salvador keeps a low profile with Russia. Its ambassador in Moscow promoted tourism in July 2026, though Russians were not among its top 15 tourist markets in 2025.

At the UN, El Salvador has abstained rather than voted against Russia. It did so in March 2022, in February 2023 and again on 24 February 2026.

The February 2026 resolution passed 107 to 12 with 51 abstentions. The United States abstained too.

Ukraine’s deputy foreign minister announced on 9 July 2026 that she had met her Salvadoran counterpart. They discussed coordination at the UN, and Ukraine has no embassy in San Salvador.

The next test is Cuba. In the General Assembly vote of 29 October 2025, 165 countries backed ending the US embargo, 7 opposed and 12 abstained.

El Salvador was absent. The 2026 vote is due on 28 October, and Rubio has asked Bukele to side with Washington against the Cuban government at the UN.

The EU, the Gulf, India and BRICS

The Association Agreement between the European Union and Central America has been in force since May 2024. It covers trade, political dialogue and cooperation.

Its political committee met for the first time in Brussels in July 2026. Salvadoran officials asked for EU Global Gateway money for digital links, transport and energy.

El Salvador geopolitics also reaches the Gulf. Its embassy in Riyadh joined a Gulf-Latin America roundtable in May 2026.

On 12 October 2026 San Salvador condemned Houthi attacks on the Riyadh and Abha airports, one of which Saudi authorities said killed 12 people. It reaffirmed the strong bonds of friendship with Saudi Arabia.

The United Arab Emirates is courting investment too. A meeting between Hill Tinoco and its ambassador, reported on 2 May 2026, covered logistics, technology and energy.

Qatar has an embassy in San Salvador and marked more than two decades of ties in December 2024. The Gulf is a small but growing front for Salvadoran diplomacy.

India signed a grant programme in December 2024 worth about US$1.25 million in total, with up to US$50,000 per project. India’s ambassador in Guatemala also covers El Salvador.

BRICS is the club of large emerging economies that began as Brazil, Russia, India and China. India, the 2026 chair, lists El Salvador as neither a member nor a partner country.

Loans, Minerals and Bitcoin

The IMF, the global lender of last resort, approved a 40-month, US$1.4 billion programme for El Salvador in February 2025. Its board completed the second and third reviews on 1 October 2026 and released US$138 million.

The IMF projects growth of 4.5% in 2026. Its board also called for pension reform, better revenue collection and less state exposure to assets such as bitcoin.

The US embassy congratulated El Salvador on the IMF decision the same day. Our IMF coverage and bitcoin report follow the details.

Minerals are the newest card in El Salvador geopolitics. In Article 6.2 of the trade agreement, El Salvador agrees to allow and facilitate US investment in critical minerals and energy.

That covers exploring, mining, extracting and refining. The same article says the United States will consider financing through its Export-Import Bank and its Development Finance Corporation.

El Salvador lifted its 2017 ban on metal mining in December 2024. Environmental groups demanded its return on 23 July 2026.

China’s projects in the country are described as donations, not loans. That leaves the IMF and Washington’s investment-finance promises at the centre of the money story.

Haiti, Neighbours and the Bukele Model

Salvadoran soldiers serve in Haiti’s Gang Suppression Force, a mission authorised by the UN Security Council. As of 12 October 2026 it had 1,563 uniformed members against 5,550 authorised, the UN said.

On 18 October 2026 armed groups ambushed an armoured vehicle carrying Salvadoran troops in Croix-des-Bouquets. Four soldiers got out of the vehicle and were still reported missing a day later.

Other governments want what Bukele sells: a prison model. Costa Rica’s President Laura Fernández toured the CECOT on 16 October 2026.

Her country had just opened a 5,100-inmate prison inspired by it. Bolivia’s President Rodrigo Paz met Bukele on 7 March 2026 to discuss prison security.

What It Means for US Readers

Families feel El Salvador geopolitics through money and status. Salvadoran workers in the United States sent US$6.26 billion home in January to August 2026.

About 170,000 people await a decision on Temporary Protected Status. Investors should watch the entry into force of the trade agreement, the next IMF review and the vote of 28 February 2027.

Mining, power generation and infrastructure are the sectors the US text opens. Exporters selling into the US still depend on tariff decisions in Washington.

For background, read our guides to El Salvador in 2026 and President Bukele. The country’s wider standing is in El Salvador in Latin America and its Central American neighbours.

Related coverage covers the electoral court’s call for the 2027 vote, the US drought aid and the early release plan for gang collaborators. The Rio Times El Salvador hub collects current news.

What Is Not Known

It is unclear whether the trade agreement has entered into force since June 2026. The US tariff on most Salvadoran goods also depends on a legal basis that changed in 2026.

The terms of any US military access at Comalapa have not been published. Nor is it known how El Salvador will vote on the Cuba resolution on 28 October 2026.

Washington has not said when it will decide on Temporary Protected Status. The free trade talks with China have no announced end date.

The fate of the four missing soldiers in Haiti was still unconfirmed on 19 October 2026. El Salvador geopolitics will also hinge on how the 2027 election changes the balance of power at home.

Frequently Asked Questions

What do the United States and China want from El Salvador?

El Salvador geopolitics pits two aims. Washington wants prison space, migration cooperation, aligned trade rules and ports free of foreign influence, while Beijing wants trade, a free trade agreement and goodwill built through donated buildings.

Does the United States have a military base in El Salvador?

The New York Times reported US military aircraft operating from Comalapa airport in November 2025. US Southern Command says it has had access to the airport since a March 2000 agreement.

Does El Salvador recognise China or Taiwan?

El Salvador recognises the People’s Republic of China and cut ties with Taiwan in August 2018. A free trade agreement with China has been under negotiation since 2024.

Is El Salvador a member of BRICS?

No. India, the 2026 chair, lists neither Salvadoran membership nor partner status for the group.

What does the US trade agreement with El Salvador do?

It caps the US tariff on non-exempt Salvadoran goods at 10% and commits El Salvador to align with US export controls. It also opens critical minerals and energy to US investors, but it had not taken effect as of June 2026.

How much has the IMF lent El Salvador?

The IMF approved a US$1.4 billion programme in February 2025 and released US$138 million on 1 October 2026. The board asked for pension reform, better revenue collection and less state exposure to bitcoin.

What is CECOT and why does it matter to Washington?

CECOT is El Salvador’s mega-prison for suspected gang members, and more than 250 Venezuelan deportees were held there in 2025. It symbolises both the security partnership with Washington and the human rights criticism of it.
