What’s On In Latin America: The Week Ahead (August 10–16, 2026)

Your Latin America week ahead for August 10 to 16 is anchored in Cali, where the 30th Festival Petronio Álvarez turns the city into the Pacific coast’s living room for nine days, and in Rio, where Rosalía plays her only two Brazilian shows. Around them sits a dense diary of central-bank prints, tax deadlines and travel changes that will land on foreign residents whether they follow the news or not.

Here is what is on, drawn from our coverage across the region, with the dates checked and the local-currency figures paired to dollars at recent rates.

Culture and events this week

The week’s biggest draw is in Cali, where the 30th Festival Petronio Álvarez runs from August 9 to 17, days after the city hosted Colombia’s presidential handover. The heart of it is the free Ciudadela Petronio at the Unidad Deportiva Alberto Galindo, open August 12 to 17, with the musical contest, the traditional-expressions market and the food-and-drink stalls that make the festival worth the trip on their own.

In Rio de Janeiro, Rosalía plays Farmasi Arena in Barra da Tijuca on Monday and Tuesday, August 10 and 11 — the only Brazilian dates on her LUX tour, with tickets from about R$270 (roughly US$53). Our Rio August concert calendar has the rest of the month, including Caetano Veloso and Djavan.

In Recife, a university cineclub is screening three Arturo Ripstein films free through August at the Cinema São Luiz and the Cinema da UFPE. Admission is free and no advance ticket is needed.

For a weekend outside the city, Guanajuato’s Dolores Hidalgo wine-harvest season is running now, with eight separate vendimias staged by different wineries from August into mid-October. It is a 30-to-40-minute drive north of San Miguel de Allende, which puts it within reach of that city’s large foreign community.

In Puebla, chiles en nogada are in season through September at roughly MXN 250 to 600 a plate (about US$14 to US$35). And near Buenos Aires, Carlos Keen pairs a vineyard tasting with a country grill about an hour from the capital.

Two of last week’s headline events have now closed: Medellín’s Feria de las Flores ended with Sunday’s silleteros parade, and Bogotá’s Estéreo Botánico festival finished the same day.

Politics you will feel on the street

Colombia’s new government has spent its first week hardening its security posture after a car bomb destroyed a toll plaza on the Pan-American Highway in Cauca on August 8 and explosive-laden drones hit the town hall in Rioblanco, Tolima, on August 9. President Abelardo de la Espriella says dialogue with armed groups is exhausted. For foreign residents this changes nothing in Bogotá or Medellín, but it argues for extra care on overland routes in Cauca, Tolima and the southwest.

The fiscal argument is the other one to watch. The 2027 budget now in Congress — filed by the outgoing Petro government days before the handover — totals COP 575.6 trillion (roughly US$184 billion), about 27 percent of GDP.

The Comptroller’s Office flags a COP 30.2 trillion hole in it (about US$9.6 billion) that depends on a financing law nobody has passed. That gap is the reason to treat the new government’s promised tax cuts as promises rather than plans.

In Peru, the Fujimori government has opened with 60 percent approval against 24 percent disapproval, with a finance team that has kept its 2026 growth forecast at 3.2 percent. Nothing there changes residency or visa rules, but it sets the tone for the spending fights ahead.

Separately, Migraciones is continuing its biometric Carné de Extranjería rollout. Nothing changes at the border today for compliant residents, but it is a clear signal to keep your carné and status current.

Deadlines and money

This is the region’s data week. Our key market events for August 10 to 14 guide has the full calendar: Colombia’s CPI early in the week, Brazil’s Copom minutes alongside the July IPCA on Tuesday, US CPI on Wednesday, and Argentina’s July CPI and Peru’s rate decision on Thursday.

If you are paid in dollars and spend in local currency, Wednesday is the print that moves your month. Everything else is noise around it.

Colombia is where the tax questions are sharpest. The new president’s pledge to abolish the wealth tax was made in his inaugural address on August 7 — but it is an announcement, not law, and abolition needs a structural reform through Congress. Our breakdown of who would actually stop paying sets the 2026 threshold at 72,000 UVT, roughly COP 3.77 billion (about US$1.2 million at today’s rate), and reminds foreigners that tax residency triggers after 183 days in any rolling 365-day period. Plan on the current rules until a bill is filed.

Still in Colombia, DIAN’s penalties for omitted declarations are worth reading before your filing window. The minimum sanction is 10 UVT, about COP 524,000 (roughly US$167), and failing to report assets held abroad costs 5 percent of their gross value.

Two smaller Colombian items: Nequi becomes an independent financing company on September 1, with existing loan rates and terms unchanged, and the proposed 2 percent mortgage rate would follow social-housing income caps that exclude most foreign buyers.

In Argentina, foreign Visa and Mastercard transactions now convert at the MEP rate rather than the old official rate, which has closed most of the gap that once made cards the expensive option. Your home bank’s 1 to 3 percent foreign-transaction fee still applies on top.

There is also no national ATM cap: each bank sets its own daily limit, from ARS 400,000 to ARS 2.1 million (about US$265 to US$1,400 at the current official rate near ARS 1,500 to the dollar). In Chile, Banco Falabella is running an August promotion on a zero-maintenance current account opened entirely online, and the no-conditions version is tied to accounts opened this month.

Heads-ups for travellers and new arrivals

On Mexico’s Caribbean coast, this is shaping up as the worst sargassum season on record. Quintana Roo had collected 96,151 tonnes by July 30 on the navy’s count, with another 90,538 tonnes floating offshore on August 2, and the biggest new collection ship is still about two months from arriving.

Check the daily beach reports before booking Playa del Carmen or Tulum, because the semáforo changes day to day. Air access is thinner too: Cancún passenger traffic fell 11.5 percent year on year in June, and Puerto Vallarta is leaning on domestic visitors as international arrivals soften.

Families should note Nicaragua’s rule that every minor under 18 needs an exit visa to leave the country, even travelling with both parents. The ordinary visa is free and valid 30 days for a single departure, but it rests on a notarised parental authorisation, so start it before you book.

Two more notes to file. Meta-backed Bifrost has landed its branch at Playas de Rosarito, giving Mexico a new direct fibre link to Asia, and Costa Rica’s colón is trading near 454 per dollar, roughly 10 percent stronger than a year ago — a real cost increase if your income is in dollars.

Looking ahead

Two ticket dates fall inside this week. Thursday, August 13 is general sale for the Foo Fighters’ first-ever Lima show at Estadio San Marcos on March 3, 2027, after the artist presale on Monday and the BBVA presale on Tuesday. The same Thursday, bookings open for Azul’s restored Porto Alegre–Montevideo route, which begins flying twice weekly on December 14.

Later in the calendar: Panama Flamenco Week runs August 21 to 30 in Panama City, closing with a new production at Teatro Pacific, and São Paulo’s immersive true-crime exhibition opens September 3 at Shopping Eldorado from R$50 (about US$10).

Further out, Santiago hosts the World’s 50 Best Vineyards in the week of November 16, its first time in Chile. And in Uruguay, Ticketmaster’s arrival should mean bigger shows in Montevideo, with the first onsales expected shortly.
