Colombia’s first-ever presidential inauguration outside Bogotá comes with one of the largest security operations the country has mounted in years. If you live in or are visiting the Valle del Cauca around August 7, the Cali lockdown will shape your week more than the ceremony itself. Here is what to expect and how to plan around it.

One of the biggest operations in years

The Defense Ministry has ordered more than 11,000 members of the military and police into Cali and its metropolitan area for the swearing-in, backed by anti-explosive units, special-operations groups, motorised patrols, air support and evacuation teams. Surveillance will run by land, air and river, and the Navy is reinforcing the Pacific coast around Buenaventura.

The heavy footprint reflects the security risk in Colombia’s southwest, including armed-group presence around Jamundí, and extends across the metro area from Palmira and Yumbo to Candelaria and Dagua.

What is restricted

Private drone flights are banned over Cali for the event, and authorities are offering a reward of up to 500 million pesos (about US$148,000) for advance information on possible attacks, weapons, suspicious vehicles or unauthorised drones. Expect fixed checkpoints on the main access corridors and the possibility of temporary alcohol restrictions (ley seca) around the ceremony.

If you fly a drone for photography or work, do not plan to use it in or around Cali that day.

If you are travelling in the Valle

Plan for patrols and delays at Alfonso Bonilla Aragón airport, checkpoints on the corridors linking Cali with Palmira, Jamundí and Candelaria, and reinforced security around hotels and public buildings. Air activity, including helicopters, will be heavy in the days around August 7.

Build in extra time for transfers, carry your passport or ID, and confirm any tours or intercity travel in advance, since routes and timings can change at short notice.

The ceremony itself

The swearing-in is scheduled for the afternoon of August 7 — reported at 3 p.m. — at the Arena USC of the Universidad Santiago de Cali, with a troop-recognition ceremony afterwards and the new government’s first security council the next morning. Peaceful demonstrations are possible in the city that week.

Treat the schedule as provisional: officials have said timings can shift for security reasons.
