KENYA · UNITED STATES RELATIONS
Key Facts
- —What is happening Kenya and the United States are rebuilding ties around trade talks, security cooperation and health funding, while AGOA, the US law giving African goods duty-free entry, runs only to 31 December 2026.
- —Why it matters The United States bought US$862.2 million of Kenyan goods in 2025, and Kenya is the largest textile exporter to the United States under AGOA, so a lapse in duty-free entry would hit factory jobs.
- —The numbers US goods exports to Kenya were US$982.4 million and imports US$862.2 million in 2025; from January to August 2026 imports reached US$1,137.7 million against US$609.6 million of exports.
- —Who is who President William Ruto, in office since 13 September 2022, faces an election on 10 August 2027; the US Senate confirmed Henry Wooster as ambassador to Kenya on 30 September 2026, and David Kerich is Kenya’s ambassador in Washington.
- —What to watch Watch the end of AGOA on 31 December 2026, the reciprocal trade talks between Kenya and the United States, the court challenge to the US$1.6 billion health framework, and Kenya’s August 2027 election.
- —What it means for you Check the official US travel advisory for Kenya before booking, because Ebola cases appeared in Kenya in October 2026; US exporters sold Kenya US$982.4 million of goods in 2025.
Washington is a major buyer of Kenyan goods and a security partner in East Africa. The rules for both are being rewritten in October 2026.
Kenya us relations in October 2026 cover trade, visas, security, aid and money sent home. Almost every strand has a deadline or a court case attached.
This guide sets out each strand with dated facts, from AGOA and tariffs to the Haiti mission and the diaspora. Conversions use US$1 = KSh 129.91, the open.er-api.com rate of 27 October 2026 (00:02 UTC).

Kenya US Relations at a Glance
The two governments have worked together for decades. In 2018 Presidents Donald Trump and Uhuru Kenyatta announced a Strategic Partnership, the Congressional Research Service, Congress’s research arm, says.
- Trade and tariffs: AGOA duty-free access to 31 December 2026, and reciprocal trade talks launched in 2026.
- Visas and deportations: Kenya is not among the 39 countries under US entry restrictions in force from 1 January 2026.
- Security and military: Major Non-NATO Ally status since 24 June 2024, US forces at Manda Bay and Camp Simba, and the Haiti mission.
- Aid and health: a five-year US$1.6 billion health framework signed on 4 December 2025 and challenged in Kenyan courts.
- US investment: a US$1 billion debt-for-food-security swap announced by President Ruto in December 2025 and a US development bank portfolio above US$1 billion.
- Diaspora: about 182,000 Kenyan-born residents of the United States in 2024, and US$5.04 billion of remittances to Kenya in 2025.
- Sanctions: Kenya is not on the US Treasury’s list of sanctions programmes, checked on 27 October 2026.
Plain English: AGOA, the African Growth and Opportunity Act, is a 2000 US law giving eligible African goods duty-free entry. A reciprocal trade agreement is a deal in which each side lowers some barriers.
Who Is Who in Nairobi and Washington
William Ruto has been Kenya’s president since Tuesday, 13 September 2022. Kenya’s electoral commission, the IEBC, shows a general election on 10 August 2027.
The US Senate confirmed Henry Wooster, a career diplomat, as ambassador to Kenya on Wednesday, 30 September 2026. The Congressional Research Service said in March 2026 that the post had been vacant since the end of President Biden’s term.
Whether Wooster has arrived in Nairobi or been sworn in was not confirmed. Kenya’s ambassador in Washington is David Kerich, according to the embassy’s own website on 27 October 2026.
On the US side, trade policy sits with the US Trade Representative, the White House’s trade negotiator, led by Jamieson Greer. For the man at the top, read the profile of President Ruto and the guide to who holds power in Kenya.
Trade and Tariffs, From AGOA to Trade Talks
The US Census Bureau, the statistics agency, counted US$982.4 million of US exports to Kenya and US$862.2 million of imports in 2025. That is a US surplus of US$120.2 million, and the US Trade Representative counts services trade on top.
The picture turned in 2026. From January to August, US goods imports from Kenya were US$1,137.7 million against US$609.6 million of US exports.
Monthly imports from Kenya rose from US$81.4 million in August 2025 to US$293.2 million in August 2026, Census data show. The sources checked do not say which goods drove the jump.
AGOA lapsed on 30 September 2025, and President Trump signed an extension on Tuesday, 3 February 2026 (Public Law 119-75). It runs to 31 December 2026, and a proclamation of Tuesday, 19 May 2026 implemented the change.
Kenya is the largest textile exporter to the United States under AGOA, the Congressional Research Service said in March 2026. The extension lasts one year, so exporters face a cliff at year end.
The tariff picture outside AGOA changed three times. The US applied a 10% tariff on Kenya in April 2025 and cited Kenya’s 50% duty on US corn.
The Supreme Court struck down those emergency-law tariffs on 20 February 2026, and a temporary 10% surcharge took effect on 24 February. Under Section 122 of the Trade Act it ran for 150 days, to 12:01 a.m. on 24 July 2026.
On 23 July the US Trade Representative set Section 301 tariffs of 10% or 12.5% on 60 economies over forced-labour import bans. Kenya is not on the list of 60 it published on 12 March 2026.
Separate Section 232 national-security duties, such as those on steel, apply to goods from every supplier, so check each product. Whether any other across-the-board duty covers Kenyan goods since 24 July 2026 was not confirmed at a primary source.
Kenya’s trade ministry said Kenya and the United States held a first round of talks on a reciprocal trade framework. The Congressional Research Service said in March 2026 that the talks aim at a new bilateral trade arrangement.
An older effort, the Strategic Trade and Investment Partnership, launched on 14 July 2022 under President Biden. The US Trade Representative announced an eighth negotiating round under it on 9 September 2024.

Visas, Deportations and Travel Rules
Kenya is not among the 39 countries under full or partial entry restrictions from 1 January 2026, a White House proclamation shows. Those lists name 19 countries for full restrictions and 20 for partial ones.
The State Department rates every country on a four-level scale, from Level 1 to Level 4, Do Not Travel. Kenya’s current level could not be confirmed on travel.state.gov for this guide, so read it before booking.
On 6 October 2026 Kenya’s Ministry of Health confirmed its first Ebola case, imported from Congo via Uganda; the man later died. The World Health Organization reported nine cases in Kenya, including that death, as of 20 October 2026; eight are his contacts.
Kenya requires visitors to apply online for an electronic travel authorisation, the eTA, through its immigration directorate. US visitors should also check the Ministry of Health’s Ebola updates before they fly.

Security, Soldiers and the Haiti Mission
President Joe Biden designated Kenya a Major Non-NATO Ally on 24 June 2024, the first such designation in sub-Saharan Africa. The status eases arms sales and defence cooperation under US law.
The designation followed Ruto’s state visit to the White House on 23 May 2024. During Defense Secretary Lloyd Austin’s 2023 visit, the two sides finalised a five-year framework for defence cooperation.
Hundreds of US troops, civilians and contractors are in Kenya, some at Camp Simba near Somalia, the Congressional Research Service said. An al-Shabaab attack on Manda Bay airfield in 2020 killed one US service member and two contractors.
The State Department paid more than US$71 million to expand the Manda Bay runway. The Pentagon notified more than US$500 million of counterterrorism equipment and training over two decades.
Kenya led the UN-backed security mission in Haiti from 2024, with US support, the Congressional Research Service said. In September 2025 the UN Security Council approved a Gang Suppression Force of up to 5,500 personnel.
Kenya is in the force’s Standing Group of Partners alongside the United States, the research service said in March 2026. Whether Kenyan police remain in Haiti was not confirmed.
Kenya first sent troops into Somalia in 2011 and later joined the African Union mission there, the research service says. The US Treasury lists no sanctions programme for Kenya itself.

Aid, Health and the Money Behind It
Bilateral US aid to Kenya was about US$479 million in fiscal year 2024, the Congressional Research Service reported in March 2026. The United States has put more than US$8 billion into the PEPFAR HIV programme in Kenya since 2003.
The January 2025 aid freeze led to about US$225 million of terminated assistance by late March 2025. The Millennium Challenge Corporation, a US aid agency, ended a US$60 million programme in Nairobi in August 2025.
On 4 December 2025 Kenya became the first country to sign a Health Cooperation Framework with the Trump administration. The United States would provide US$1.6 billion over five years, and Kenya would add US$850 million of its own spending.
Kenya’s High Court suspended the framework in late December 2025 over data privacy and constitutional questions. Later court rulings on the framework could not be confirmed at a primary source.
About 41,500 PEPFAR-funded health workers were told to stop work, and about a quarter were back by end-March 2025. Read the Rio Times guide to US health funding cuts in Kenya for the money side.
US Investment, Companies and Debt Help
President Ruto announced in December 2025 that the US Development Finance Corporation, Washington’s development bank, had agreed a US$1 billion debt-for-food-security swap. Its Kenya portfolio passed US$1 billion after 2024 commitments, the research service said.
Microsoft and Coca-Cola announced major private-sector deals around Ruto’s 2024 state visit. Nearly US$900 million in commercial deals were announced during Kenyatta’s White House visit in 2018.
Direct flights between the two countries began in 2018 after years of US security concerns, the research service says. The guide to who runs Kenya’s economy names the main players.
The Kenyan Diaspora and Remittances
About 182,000 Kenyan-born people lived in the United States in 2024, a Migration Policy Institute tabulation of Census Bureau survey data shows. That is the fourth-largest sub-Saharan group and 105% more than in 2010.
Kenya’s central bank recorded US$5.04 billion in diaspora remittances in 2025 and US$5.03 billion in the 12 months to September 2026. North America supplied about 53% of the 12-month total, though the bank does not split out the United States alone.
Kenya’s embassy runs mobile consular visits, including Minneapolis on 8 to 11 October 2026 and Indianapolis on 22 to 24 October 2026. The visits bring passport and consular services to Kenyans outside Washington.
What It Means for US Readers
Exporters sold Kenya US$982.4 million of goods in 2025, and Kenya’s 50% duty on US corn was a US complaint. A reciprocal deal could lower such barriers in exchange for lasting duty-free access.
Importers of Kenyan clothing, coffee, tea and macadamia nuts should plan for 31 December 2026, when AGOA’s current extension ends. No bridge was announced in the sources checked.
Investors can watch four signals: the trade talks, the health framework case, the August 2027 election and the end of AGOA. Each could change tariffs, contracts or political risk for US firms in Kenya.
Travellers should read the guide to the Kenya travel advisory and the guide to Kenya’s eTA entry rules before booking. Check the State Department advisory and the Ministry of Health’s Ebola updates the week you fly.
What Is Not Known
Whether Congress or the White House will extend AGOA beyond 31 December 2026, and on what terms, has not been announced. Neither the text of a Kenya and US trade deal nor a date for signing has been published.
The sources checked do not explain why US imports from Kenya jumped to US$293.2 million in August 2026. The State Department’s current travel advisory level for Kenya could not be confirmed for this guide.
The status of the court case on the health framework, and whether funding is flowing, was not confirmed at a primary source. Kenya’s Ebola count may have risen since the World Health Organization’s 20 October figure of nine.
Deportation numbers for Kenyans and Kenya’s foreign minister in October 2026 were not confirmed, and Wooster’s arrival in Nairobi is unconfirmed. The State Department’s visa-bond and immigrant-visa pause lists could not be opened for this guide, so check travel.state.gov.
No prediction market with real trading covers Kenya-US relations as of 27 October 2026, so none is shown. Polymarket’s Kenya listings are closed football and cricket matches.
