Cuba has decided that private solar panels need a permit. Getting one requires an architect’s report on whether the roof can take the weight.

The Case for the Rules

There is a real engineering argument and it should be stated. The equipment is heavy, and Cuban housing stock includes many buildings in poor structural condition.

Havana experiences building collapses regularly, without anyone adding weight to the roofs. Requiring a load assessment is not an absurd requirement in that context.

Grid connection is a second genuine issue. Panels feeding into a distribution network without coordination create safety risks for line workers.
