Cuba culture runs from rumba, son and bolero, all on UNESCO’s heritage list, to ballet stages in Moscow and a one-party state that sets cultural policy. For US readers, this guide names the musicians, writers, filmmakers, artists, athletes and officials behind it in October 2026.

Cuba ended 2025 with 9,434,593 residents, 313,414 fewer than a year earlier, the national statistics office ONEI said on 21 July 2026. Power cuts, fuel shortages and tighter US sanctions now shape what Cuban artists can make and show.

Music From Son and Rumba to Global Stages

UNESCO lists eight elements linked to Cuba on its Representative List of the Intangible Cultural Heritage of Humanity, the newest being the practice of Cuban son, inscribed in 2025. Rumba was inscribed in 2016, and bolero in 2023 as a joint listing with Mexico.

UNESCO describes son as a dance and music practice that blends African and European influences, with the tres, a string instrument, playing a key role. It says rumba grew up in marginal neighbourhoods of Havana and Matanzas and became an expression of self-esteem and resistance.

The album Buena Vista Social Club was recorded in Havana in 1996 for the British label World Circuit, which says sales now top eight million copies. Omara Portuondo sang the duet Veinte Años with Compay Segundo on the album.

Portuondo announced her retirement from the stage in October 2024, and on 16 September 2026 her album Eternamente Omara was nominated for Best Traditional Tropical Album at the 27th Latin Grammy Awards. The ceremony is set for 12 November 2026, and the Cuban Music Institute says eight other Cuban artists are also nominated.

Cimafunk, an Afro-Cuban funk singer who performs with the Havana band La Tribu, was announced as headliner of the Grammy Museum’s Grammy Awards after-party in Los Angeles on 1 February 2026. The museum’s release calls him the first Cuban-born artist to play Coachella and says his fourth album was recorded in Miami with the support of Emilio Estefan.

The 41st Jazz Plaza festival ran across Havana and several provinces until 1 February 2026, with the Teatro Nacional as its centre. It held a colloquium for flutist José Luis Cortés, known as El Tosco, who led the dance band NG La Banda and is counted among the architects of timba.

Organising-committee president Víctor Rodríguez, known as Vitico, said at a Mexico City press conference reported on 14 October 2026 that the 42nd edition will run from 24 to 31 January 2027 with a first venue abroad. He said an energy siege keeps fuel from entering Cuba, and that more than 120 US artists have already confirmed.

Dates to Watch

Writers and the Book Fair

Leonardo Padura, born in Havana in 1955, writes the Mario Conde detective novels and won the Princess of Asturias Prize for Literature in 2015. His novel El hombre que amaba a los perros reconstructs the story of Leon Trotsky and Ramón Mercader.

Spain’s publishers’ federation FGEE announced in a release dated 28 August 2026 that Padura won its Liber prize for the most distinguished Spanish-American author. Padura noted that he is the first Cuban writer to receive it and called himself a writer who lives and writes in Cuba.

The 34th Havana International Book Fair, planned for 12 to 22 February 2026, was postponed on 6 February, with the organising committee blaming the US embargo for an extraordinary situation. It opened on 10 August 2026 at the Estación Cultural at Línea and 18 streets, honouring the centenary of Fidel Castro, with Russia as guest of honour.

The Cuban Book Institute said more than 95,000 printed and digital volumes were bought at the Havana stage, which closed on 16 August, and the report adds that exhibitors and artists from 33 countries took part. The fair was due to end in Santiago de Cuba on 6 September.

The state film institute ICAIC said in a weekly briefing reported on 10 February 2026 that six Cuban works were preselected for the Platino Awards, among them the feature documentary Mijaín and the Cuban-American co-production Malecón. At the briefing vice president Yanín Martínez highlighted the news, and the institute also detailed a Friday-to-Sunday cinema schedule, with community screenings kept going by rechargeable batteries.

On 22 January 2026 the ICAIC’s animation studios premiered TITOVERSE: Genesis, presented as the first superhero series made on the island. Creator Daniel Martín Subiaut said the team worked with few artists and old computers.

The Cinemateca de Cuba, the Cuban film archive, marked its 66th anniversary on 6 February 2026, and the official news site Cubadebate, citing the daily Juventud Rebelde, says it was founded on 6 February 1960. The same report, taken from the state news agency Prensa Latina, says UNESCO has put the Noticiero ICAIC Latinoamericano newsreel and, since 2023, the Cuban film poster collection of 1960 to 1980 on its Memory of the World register.

The 46th Havana Film Festival, formally the Festival Internacional del Nuevo Cine Latinoamericano, ended on 14 December 2025 after 283 screenings and a final selection of 114 productions from more than 2,000 submitted works, Prensa Latina reported. The festival’s call for entries puts the 47th edition at 3 to 13 December 2026.

The Ballet Nacional de Cuba, directed by prima ballerina Viengsay Valdés, toured Russia from 24 September to 3 October 2026, with performances at the Mariinsky Theatre in Saint Petersburg and the Bolshoi in Moscow. Rosconcert, an institution of Russia’s Ministry of Culture, organised the tour, Cubadebate reported.

The company then scheduled a gala of Alicia Alonso’s version of Giselle at the Teatro Nacional in Havana on 24 October 2026 for the 81st anniversary of the United Nations, with Valdés and Dani Hernández in the lead roles. Hernández, who directs the National Ballet School, was the first artist to speak at the 20 October 2026 meeting with President Miguel Díaz-Canel.

Visual Arts and the Biennial

Manuel Mendive, born in Havana in 1944, draws on the Yoruba pantheon and won Cuba’s National Prize for Plastic Arts in 2001. The writers’ and artists’ union UNEAC praised him on 15 December 2025 as one of the most notable figures of Cuban and Latin American art.

Roberto Fabelo, born in Guáimaro in 1950 and winner of the 2004 National Prize for Plastic Arts, was due to open the exhibition Médula at the National Museum of Fine Arts on 21 November 2025. The show brings together his painting, drawing and installation work from the past decade and was scheduled to run until March 2026.

The National Council of Plastic Arts announced on 29 March 2026 the death of Ever Fonseca, a 2012 National Prize winner and a central figure of the Cuban avant-garde. Painter Lesbia Vent Dumois designed the poster for the 2027 Jazz Plaza festival, Cubadebate reported.

The 15th Havana Biennial, which marked the event’s 40th anniversary, ended on 28 February 2025 after about three and a half months, with more than 200 exhibitions, according to a closing note on Cubadebate. Its theory programme at the National Museum of Fine Arts began on 18 November 2024 and took the decolonial turn in art and the social sciences as its theme.

Wrestler Mijaín López, from Pinar del Río, won five Olympic titles, the first in Beijing in 2008. In March 2026 he and his coach Raúl Trujillo went to Beijing for about two months to advise China’s wrestling team, with López serving as a wrestling ambassador.

Boxer Teófilo Stevenson won Olympic titles at Munich in 1972, Montreal in 1976 and Moscow in 1980, and died on 11 June 2012. Cubadebate recalled on what would have been his 74th birthday, 29 March 2026, that he refused to fight legendary rivals for millions.

Javier Sotomayor set the high jump world record of 2.45 metres on 27 July 1993 in Salamanca, and now lives in Spain. Prensa Latina reported in June 2025 that the mark was still intact and that he had become the first athlete to receive the Gloria Leyenda Deportiva Iberoamericana award.

Cuba’s baseball team went out of the sixth World Baseball Classic on 11 March 2026 with a 7-2 loss to Canada in Puerto Rico, finishing group play with two wins and two losses. The sports institute INDER said on 1 March that the United States denied visas to eight members of the delegation.

Left-hander Liván Moinelo, who pitched for Cuba in that tournament, threw seven scoreless innings with eight strikeouts for the SoftBank Hawks in game two of the Japan Series on 25 October 2026. SoftBank beat DeNA 4-3 in 10 innings, Cubadebate reported.

Exile and the Diaspora

About 2.4 million Hispanics of Cuban origin lived in the United States in 2021, Pew Research Center estimated from Census Bureau survey data. That made Cubans the fourth-largest Hispanic-origin group, tied with Dominicans at 4% of US Hispanics.

Singer Celia Cruz, born in Havana, left Cuba after 1959 and sold more than 30 million records, the Rock and Roll Hall of Fame says, which lists her among its 2026 inductees. She received the National Medal of Arts in 1994, according to the National Endowment for the Arts.

Gloria Estefan and Emilio Estefan were among 17 recipients of the Presidential Medal of Freedom named on 16 November 2015. The White House described her as a Cuban-American singer who had sold more than 100 million records.

The song Patria y Vida, performed by Gente de Zona, Descemer Bueno, Yotuel Romero and El Funky, won Song of the Year and Best Urban Song at the 22nd Latin Grammy Awards on 18 November 2021. Billboard reported that rapper Maykel Osorbo was jailed in Cuba because of his participation in the song.

The Diaspora in Brief

  • —Cuban-origin Hispanics in the US, 2021 about 2.4 million, the fourth-largest group, tied with Dominicans.
  • —Celia Cruz National Medal of Arts in 1994 and a 2026 Rock and Roll Hall of Fame inductee.
  • —Gloria and Emilio Estefan Presidential Medal of Freedom, named on 16 November 2015.
  • —Patria y Vida Song of the Year at the 22nd Latin Grammy Awards, 18 November 2021.

Who Controls Culture

Article 32 of the 2019 Constitution says freedom of artistic creation is promoted in line with the humanist principles of the State’s cultural policy and the values of socialist society. Article 5 names the Communist Party as the superior driving force of society and the State, and Article 55 makes the fundamental media socialist property.

The working rule dates to Fidel Castro’s June 1961 speech to Cuban intellectuals at the National Library, which said, in translation, “within the Revolution, everything; against the Revolution, nothing”. President Miguel Díaz-Canel marked its 65th anniversary on 30 June 2026 and called it the speech that laid the base of the Revolution’s cultural policy.

The Ministry of Culture was created on 2 December 1976, and Alpidio Alonso Grau is its minister in October 2026. At a 22 September 2026 event for its 50th anniversary, speakers said its creation meant better relations, attention and control for writers and artists, Prensa Latina reported.

On 20 October 2026, Cuban Culture Day, President Díaz-Canel told artists at the Palace of the Revolution that culture must be both shield and sword, defending the nation’s identity, the Revolution and socialism. He said there will be no cultural blackout in Cuba despite a tightened US embargo and what he called an energy siege.

Troubadour Silvio Rodríguez reflected at the same meeting that cultural enterprises must not give up their socialist essence, whatever changes lie ahead. UNEAC president Marta Bonet de la Cruz, whose union says it has about 8,000 members, told the UN Human Rights Council in Geneva on 18 September 2026 that the US embargo harms free arts education and cultural programming.

Freedom Scores for the Press and the Arts

  • —Press freedom index 2026 Cuba ranks 160th of 180 countries.
  • —Freedom in the World 2026 Cuba scores 9 out of 100 and is rated Not Free.
  • —Imprisoned artists, end of 2025 at least 17, with about ten more under restricted sentences.

Decree 349, signed by Díaz-Canel in April 2018 and due to take effect that December, bars artists from providing artistic services in public or private spaces without Ministry of Culture approval, Human Rights Watch said in its 2019 report. The decree provides sanctions including fines, confiscation of materials, cancellation of events and revocation of licences.

The Cuban Observatory of Cultural Rights, an independent monitor, counted at least 17 artists in prison at the end of 2025 and about ten more under non-custodial or restricted sentences, the culture magazine Rialta reported on 30 December 2025. The Observatory says they were punished as a direct result of their creative work, civic engagement or refusal to give up their own voice.

Rapper Maykel Castillo Pérez, known as Maykel Osorbo, was sentenced on 24 June 2022 to nine years in prison on charges including contempt and public disorder, and the arts-freedom group Freemuse says he remains jailed. The Inter-American Commission on Human Rights concluded on 3 December 2025 that Cuba used criminal law to punish his artistic expression and protest activity, Freemuse reported.

Artist Luis Manuel Otero Alcántara, leader of the San Isidro Movement, was taken from Guanajay prison on 7 July 2026 and arrived in the United States on 18 July, released on condition that he leave Cuba, Freemuse reported. He had been due to finish a five-year sentence two days later.

What Prediction Markets Say

Bettors on Polymarket put the chance that Miguel Díaz-Canel ceases to be president of Cuba by 31 December 2026 at 12.5% at 9:23 a.m. ET on 26 October 2026. That price is the midpoint of a 9 cent bid and a 16 cent ask, and the last trade was at 11 cents.

The December 31 contract has traded only about US$4,954 in total, so it is a thin market that a single bet can move. A second Polymarket contract, titled “Miguel Díaz-Canel out as leader of Cuba by December 31?”, has traded about US$781,180 and is priced at 8%, from a 7 cent bid and a 9 cent ask.

Market Snapshot

  • —Platform Polymarket, 9:23 a.m. ET, 26 October 2026.
  • —Question Miguel Díaz-Canel out as President of Cuba by December 31?
  • —Yes price 12.5%, from a 9 cent bid and a 16 cent ask.
  • —Volume about US$4,954 on this contract, so a thin market.
  • —Larger contract Out as leader of Cuba by December 31? at 8%, with about US$781,180 traded.

Both contracts pay Yes if Díaz-Canel ceases to be president of Cuba for any period before 11:59 p.m. ET on 31 December 2026, and an announced resignation or removal counts at once. The larger contract also counts detention or a permanent inability to serve, and both name the government of Cuba as the resolution source, with credible reporting also accepted.

The larger contract’s daily price history shows a peak of 73% on 18 March 2026, then 43.5% on 1 July and 15% on 1 October, though the data does not say what drove the slide. The thin contract has swung between 8% and 62% in its daily readings since 1 July 2026, which shows how far a few bets can move a market with little trading.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for US Readers

Since 30 September 2026, US travellers can no longer take group people-to-people educational trips or attend professional conferences in Cuba under a general licence, the Treasury’s Office of Foreign Assets Control (OFAC) says. Travellers who completed at least one travel transaction, such as buying a flight, before that date keep the earlier educational authorisation, and anyone in Cuba under the conference licence on 30 September must depart by 30 October 2026.

The general licence for professional media or artistic work, such as filming, recording music or creating artworks in Cuba, remains for people with relevant experience. Other public performances, workshops and exhibitions need a specific OFAC licence, issued case by case.

US Travel Rules at a Glance

  • —Group people-to-people trips ended under the general licence on 30 September 2026, with earlier bookings grandfathered.
  • —Professional conferences general licence ended, and anyone in Cuba under it on 30 September must depart by 30 October 2026.
  • —Media and artistic work the general licence remains for people with relevant experience.
  • —Cuba Restricted List indirect financial transactions with listed entities are barred.
  • —Bank U-turn licence ended, and US banks must block accounts of independent Cuban private entrepreneurs.

From 30 September 2026 the licences also bar indirect financial transactions with entities on the State Department’s Cuba Restricted List, which covers businesses controlled by Cuba’s military, intelligence or security services. OFAC also ended the bank “U-turn” licence and required US banks to block accounts held in the name of independent Cuban private entrepreneurs.

OFAC says the rules implement Executive Order 14404 of 1 May 2026 against those responsible for repression in Cuba. Cubadebate called the measures collective punishment of the Cuban people.

Cuba’s electric utility forecast that 1,760 MW of demand would go unserved at peak on 25 October 2026, against a maximum demand of 2,850 MW. Human Rights Watch reported blackouts of up to 20 hours a day in some places in 2025, so travellers should check the State Department’s current advisory before booking.

Readers who follow the politics behind these stories can pair this guide with our pillars on who holds power in Cuba and who runs Cuba’s economy. For the sanctions backdrop, see what is going on between Cuba and the United States.

Daily life under the blackouts is covered in Cuba People Daily Life Under the Embargo, and the Latin America Power Map shows how Cuba compares with its neighbours. For the country overview, see the Rio Times Cuba hub.

What Is Not Known

The count of at least 17 jailed artists rests on one independent monitor, the Cuban Observatory of Cultural Rights. The arts-freedom group Freemuse says Cuban authorities prosecute artists on broad charges like sedition and public disorder, while the Observatory says the cases are a direct result of creative work or civic engagement.

Jazz Plaza organisers say the festival will go ahead from 24 to 31 January 2027 despite the fuel shortage, but the state of the grid in January is unknown. Cuba’s electric utility forecast a 1,760 MW shortfall at peak demand on 25 October 2026.

Which of Padura’s books are officially distributed in Cuba is unclear, because the claim that several are not comes from one report, Infobae as carried by KCH FM. The report does not quote any publisher or Cuban official on the point.
