Colombia’s president-elect has named most of his cabinet ahead of the August 7 handover, and for foreign residents two picks matter more than the rest: who runs the finance ministry, and who runs the interior ministry that oversees immigration.

Finance: discipline, not new taxes

The finance ministry goes to Miguel Gómez Martínez, an economist who has framed his mandate as fiscal discipline. At his presentation, the president-elect and Gómez spoke of an era of spending restraint rather than higher taxes.

That is the pick that matters most to resident expats. It reinforces the incoming team’s public rejection of the filed tax reform, and points to a lower-tax, spending-discipline posture from August 7.

Why that kills the wealth-tax threat

The outgoing government’s filed reform would have cut the wealth-tax threshold to about US$620,000 of net worth, pulling in far more residents, including foreigners taxed on worldwide assets. The incoming team rejected it in a July communiqué, calling a new tax burden a disrespect to citizens facing a slowdown.

A finance minister promising discipline over new taxes makes that rejection concrete. The filed reform is very unlikely to become law, though the new government can propose its own measures once in office.

Interior: the migration signal

The interior ministry, which oversees the migration authority, goes to Rodrigo Lara Restrepo, the son of a justice minister assassinated by the cartels in the 1980s. The appointment reads as an anti-crime, anti-corruption signal more than an immigration one.

For foreigners, no migration change has been announced, and none should be expected before the handover. But the interior ministry is where any future shift in visa or residency policy would originate, so the pick is worth noting.

A security-first cabinet

The defence ministry goes to a retired general, Jorge Eduardo Mora, who led the transition handover, underscoring a security-first posture. The wider line-up leans conservative, with justice, foreign affairs, education and other portfolios filled and a handful still being finalised.

The government must also meet Colombia’s gender-parity rule, which requires at least half of senior posts to go to women. Some portfolios remain open as the rollout continues.

What it means for residents

Nothing changes before August 7, and the cabinet is an announcement, not yet a government. But the direction of travel is clear enough to plan around: a lower-tax, spending-discipline economic posture, and no signalled change to immigration in the near term.
