South Sudan geopolitics is shaped by oil, an unfinished peace deal and a UN mission cut in April 2026. The country became independent on Saturday, 9 July 2011, and the United States recognised it that day.

Washington now leads the push for reform, while China and Russia, which abstained twice in 2026, want the pressure eased. This guide sets out what each power wants, using official pages and UN records read in November 2026.

More coverage sits on the Rio Times South Sudan page and in the South Sudan explained guide. Related reading: South Sudan and its neighbours in East Africa, the December 2026 election explained and the UN coup warning.

Who Holds Power in Juba

President Salva Kiir leads the Revitalized Transitional Government of National Unity, formed in February 2020 under the 2018 Revitalized Agreement. The World Bank, the lender that tracks the economy, says the transition now runs to February 2027.

Riek Machar, once Kiir’s first vice-president, leads the opposition SPLM-IO and has been under house arrest since 26 March 2025. His trial opened before a special court in Juba on 22 September 2025.

Prosecutors charge him with treason, murder and other offences linked to attacks in Nasir in March 2025. He is presumed innocent and no verdict has been given.

The National Elections Commission announced on Monday, 22 June 2026 that polling day is Tuesday, 22 December 2026. It said significant challenges remain and urged the government to fix legal gaps and provide funds.

Oil, Money and the Lenders

Oil is the backbone of the economy, and its export route matters. The World Bank says output fell sharply in fiscal 2025 after an export pipeline known as DAR shut down.

Output recovered to 157,000 barrels a day in early fiscal 2026, the World Bank says. The fiscal deficit widened to 6.7% of GDP in fiscal 2025.

Civil servants faced salary arrears of 8 to 13 months as of January 2026. Food inflation, which the World Bank uses as its measure, averaged 234% in fiscal 2025.

The official exchange rate lost 198% of its value in fiscal 2025, the World Bank says. Extreme poverty rose from 84% in 2024 to 87% in 2025.

The International Monetary Fund (IMF) projects growth of 4.1% and inflation of 14.0% for 2026. Its last full review of South Sudan, an Article IV consultation, was held on 7 June 2024.

South Sudan joined the IMF on 18 April 2012. The World Bank Group has worked there since 2005, and its portfolio stood at US$1.18 billion in March 2026.

That portfolio covers eleven national and two regional operations. No official page read gives a figure for Chinese, Gulf or Russian lending.

The United States, Penholder and Gatekeeper

The State Department says the United States recognised South Sudan as a sovereign state on 9 July 2011. It adds that the United States has no significant trade with South Sudan.

The same relations page, whose figures date from fiscal 2021, listed the United States as the leading donor. It cites more than US$612 million of humanitarian aid that year and 27.8% of the UN mission’s budget.

Washington was the penholder, the Council member that drafts the text, for the April 2026 mission resolution. Its speaker said President Kiir’s actions are driving South Sudan backward.

The speaker cited 480 incidents in seven months under the status of forces agreement, the pact that guarantees UN staff free movement. A proclamation dated Tuesday, 16 December 2025 puts South Sudan under full suspension of US entry from 1 January 2026.

The State Department’s South Sudan page also lists Ebola response updates dated 10 June, 12 June and 5 August 2026. It carries a statement on the South Sudan national day of 9 July 2026.

The UN Security Council, Where China and Russia Abstain

On Thursday, 30 April 2026 the Security Council extended the UN Mission in South Sudan, known as UNMISS, until 30 April 2027. Resolution 2820 passed with 13 votes in favour and none against, while China and Russia abstained.

The text lowered the ceilings to 12,500 troops and 2,101 police. It keeps its core tasks, including protecting civilians and monitoring and reporting on human rights violations.

China said the text weakens the mandate and puts undue pressure on the government while security is tense. Russia said it rigidly links the peacekeepers’ presence to political progress.

Denmark, an EU member, said it would have preferred stronger language. Greece and France urged the transitional government to cooperate with the mission.

Bahrain, which held the Council presidency in April 2026, urged more flexible peacekeeping missions. The Democratic Republic of the Congo, speaking also for Liberia and Somalia, said the mission’s expertise is needed for credible elections.

On Friday, 29 May 2026 the Council renewed South Sudan sanctions in resolution 2821, by nine votes to none with six abstentions. China, Russia, the Democratic Republic of the Congo, Liberia, Pakistan and Somalia abstained.

The arms embargo and targeted sanctions now run to 31 May 2027, and the Panel of Experts to 1 July 2027. States must prevent arms supplies to the government and to the SPLA-IO, the armed wing of Machar’s movement.

China, Russia and the Gulf, the Quiet Players

China and Russia abstained on both Council votes of 2026, on 30 April and 29 May. Neither voted against.

This guide names no Chinese loan or oil contract because no official page read confirms one. The same holds for Russia, whose role no official page read documents.

BRICS is the club of emerging economies that includes China, India and Russia. Its 2026 website lists Saudi Arabia and the United Arab Emirates as members, but not South Sudan.

No official page read confirms a Gulf state agreement with South Sudan. Treat reports of Gulf or Russian deals as unconfirmed until a government or company publishes them.

Turkey, Neighbours and Regional Bodies

Turkey’s foreign ministry says it was among the first countries to recognise South Sudan in July 2011. Its consulate general in Juba became an embassy, and South Sudan opened its Ankara embassy in 2012.

The ministry reports trade of US$21.9 million in 2024, up 700% since 2018. Turkey’s aid agency, TIKA, runs humanitarian and technical projects, and 184 South Sudanese students received Turkish scholarships from 1992 to 2023.

Defence ministers of the two countries met on 25 July 2023 at the IDEF 2023 defence fair. Central bank governors met on 25 April 2025 in Washington during the IMF spring meetings.

South Sudan acceded to the East African Community treaty on 15 April 2016 and became a full member on 15 August 2016. The bloc has eight partner states, including Kenya, Uganda, Tanzania and the Democratic Republic of the Congo.

Uganda is a BRICS partner country and Ethiopia and Egypt are BRICS members, the 2026 BRICS website shows. That places South Sudan’s neighbours closer to the bloc than South Sudan itself.

What It Means for US Readers

South Sudanese nationals face full suspension of immigrant and nonimmigrant entry from 1 January 2026 under the 16 December 2025 proclamation. Anyone planning travel should read its exceptions first.

Trade is minimal, so the main exposure for American firms is aid, security and oil services. The UN arms embargo covers arms, related technical help, training and mercenary personnel.

The State Department rates South Sudan Level 4, Do Not Travel, in an advisory issued on 16 May 2026. Its country page also lists Ebola response updates through 5 August 2026.

Donors face needs that the World Bank puts above 10 million people in 2026. Diplomats and aid agencies will watch whether the 22 December vote goes ahead.

What Is Not Known

  • Whether the election takes place on 22 December 2026, and when the Machar trial will end.
  • The size of any Chinese loans, oil stakes or contracts in South Sudan, which no official page read states.
  • Any Russian, Gulf, Indian or European Union programme amounts, since no official page read confirmed them.
  • US goods trade totals for 2025, because the US Trade Representative’s South Sudan page could not be read.
  • The current US sanctions designations, which no official page read lists.
  • Which export route carries South Sudan’s oil today, and the oil share of exports, which the World Bank page does not give.
