Who Holds Power in Freetown
Julius Maada Bio is President of Sierra Leone and Timothy Musa Kabba is Foreign Minister, State House says. The IMF names rising political tension before the 2028 elections as a main risk.
On 8 January 2026 Bio received Zhao Yong, China’s new ambassador, at State House in Freetown. He replaces Wang Qing, who completed a three-year tenure.

Bio also coordinates the African Union’s Committee of Ten, a group of leaders seeking reform of the UN Security Council. At the African Union summit in February 2025 it backed two permanent African seats with veto power.
Bio took over the chair of ECOWAS, the Economic Community of West African States, on 22 June 2025 in Abuja. On 19 July 2026 the bloc’s leaders met in Freetown, and Senegal’s President Bassirou Diomaye Faye took the chair.
The UN’s list of the Security Council’s 15 members for 2026 does not include Sierra Leone. This guide did not check how Freetown has voted at the General Assembly.
The United States: Trade, Visas and Aid
The US Trade Representative, the White House trade office, estimates US goods trade with Sierra Leone at US$167.9 million in 2025. US exports were US$117.6 million, up 1.3%, and imports were US$50.3 million, up 75.1%.
That left a US goods surplus of US$67.3 million, down 23.0% from 2024. Counting services, total trade was about US$277.9 million, down 3.4%.
Sierra Leone is eligible in 2026 for AGOA, the African Growth and Opportunity Act, and qualifies for textile and apparel benefits. AGOA lets eligible African goods enter the United States duty-free.
The US Federal Register lists Sierra Leone 29th among 33 designated countries for 2026. The Act is set to expire on 31 December 2026.
A presidential proclamation issued in December 2025 moved Sierra Leone from a partial to a full entry restriction. It took effect at 12:01 a.m. Eastern time on 1 January 2026.
The suspension covers immigrant and nonimmigrant visas for Sierra Leonean nationals who were abroad without a valid visa on that date. The proclamation cites overstay rates of 16.48% for tourist and business visas and 35.83% for student and exchange visas.
It also cites the country’s past failure to accept back its removable nationals. Visas issued before 1 January 2026 are not revoked.
Exceptions cover green-card holders, dual nationals travelling on another passport, diplomats and certain athletes. Cabinet-level officials may also grant case-by-case waivers when travel serves a US national interest.

The US Embassy in Freetown is led by Chargé d’Affaires Meghan Moore, a career diplomat who is the acting head of mission. On 18 September 2026 she spoke at a Peace Corps swearing-in ceremony in Songo.
The Millennium Challenge Corporation, a US aid agency, ran a US$44.4 million programme in Sierra Leone for water, power and anti-corruption reforms. It closed on 30 March 2021.
China: Ports, Fish and Zero Tariffs
China’s foreign ministry says Vice Foreign Minister Miao Deyu met his Sierra Leonean counterpart, Francess Piagie Alghali, on 26 May 2026. They marked 55 years of diplomatic relations.
Miao said China is ready to use its zero-tariff policy for African goods to widen cooperation. Alghali said Sierra Leone follows the one-China principle and treats China as a priority partner.
The Chinese notice names no loan, signed deal or amount. It lists trade, health, human resources and coordination at the United Nations as areas of interest.
State House says President Bio unveiled Sierra Leone’s first industrial fishing port at Black Johnson village on Thursday 23 April 2026. The excerpt read names no funder, builder or cost.
China is not confirmed as the port’s funder on any primary page read, so this guide draws no link. Fishing deals with China were not checked.
No official page read gives a figure for Chinese loans to Sierra Leone. Chinese stakes in mines and ports were not confirmed here.
India, Turkey and the European Union
India’s foreign ministry puts bilateral trade at US$408.5 million in the 2024-25 Indian financial year, which runs from April to March. India sold US$385.5 million of goods and bought US$23.0 million.
India ranks second among Sierra Leone’s import sources, the ministry says. It counts about US$250 million of cooperation through credit lines and a regional development bank.
Examples include US$78 million for a power line in 2016 and US$30 million for irrigation in 2019. India opened its mission in Freetown in August 2020, and the foreign ministries held talks in New Delhi in March 2025.

India also lists 15 dialysis machines handed over in March 2026 and 1,000 tonnes of rice shipped on 24 March 2026. About 7,000 people of Indian origin live in Sierra Leone, it says.
Turkey’s foreign ministry says its embassy in Freetown has operated since 1 February 2018. Sierra Leone opened its embassy in Ankara in early 2020.
Trade between the two was US$53.4 million in 2019, the latest year the ministry gives. Turkish Airlines flies between Istanbul and Freetown three times a week, and Turkey has offered scholarships to Sierra Leoneans since 1992.
The European Union’s delegation sits at Leicester Peak in Freetown under Ambassador Jacek Jankowski. It marked 50 years of cooperation from 1976 to 2026 with a Europe Day reception on 28 May 2026.
The delegation also lists the inauguration of EuroCham Sierra Leone, a European business chamber, and the EU’s Global Gateway investment drive. On 24 August 2026 it announced flood aid, and it cites 20 years of road investment.
The Gulf, Russia and BRICS
The UAE foreign ministry says the two presidents witnessed the signing of a Comprehensive Economic Partnership Agreement on 2 February 2026. Sheikh Mohamed bin Zayed Al Nahyan hosted Bio in Abu Dhabi, beside the World Governments Summit.
The ministry page gives no terms or value for the agreement. A joint statement lists artificial intelligence, energy, agriculture, infrastructure, logistics and health as priority sectors.
Sierra Leone welcomed a US$1 billion UAE initiative called AI for Development. The two leaders also discussed defence and military cooperation, with no outcome stated.
Both sides called for an immediate truce and a civilian-led government in Sudan. Sierra Leone also joined a call to end the occupation of three Gulf islands, a long-running UAE dispute with Iran.
No agreement with Qatar or Saudi Arabia was found on the official pages read. Neither country is covered further here.
Russia’s foreign ministry says Sergey Lavrov met Kabba in Moscow on 7 May 2024. They discussed joint projects in mining, geology and power generation and agreed to coordinate at the United Nations.
The Sierra Leonean embassy’s account of the meeting reports no formal agreements. Kabba thanked Russia for training more than 3,000 Sierra Leonean students over six decades.
BRICS is a group of emerging economies led by Brazil, Russia, India, China and South Africa. This guide found no Sierra Leonean membership or application on official pages.
Loans, Minerals and the IMF
The IMF’s Executive Board approved an Extended Credit Facility for Sierra Leone on 31 October 2024. After reviews in December 2025 it released SDR 58.3 million, about US$79.8 million; SDR is the IMF’s unit of account.
On 18 June 2026 the board completed the third review. It also approved a new Resilience and Sustainability Facility of SDR 155.55 million, about US$211.5 million, running to 30 December 2027.
Total drawings under the credit facility stand at about US$158.6 million (SDR 116.7 million). The IMF rates Sierra Leone’s debt as sustainable but at high risk of distress.
The IMF projects growth of 4.0% in 2026, down from 5.0% in 2025, and inflation of 11.6% by the end of 2026. Both figures are projections, not outturns.
The World Bank says inflation rose to 15.7% in August 2026 from 6.4% in January, linked to the Middle East crisis. It puts reserves at about two months of imports in mid-2026.
The World Bank’s IDA portfolio, its grant-and-loan arm for poorer countries, stood at US$1.017 billion across 18 projects. Its insurance arm, MIGA, had US$136.5 million of active guarantees on 31 August 2026.
The World Bank names diamonds, gold, bauxite and rutile as mineral wealth. It says growth is becoming less reliant on iron ore.
What It Means for US Readers
American exporters sold US$117.6 million of goods to Sierra Leone in 2025. AGOA gives Sierra Leonean goods duty-free access to the United States only until 31 December 2026, unless Congress acts.
Sierra Leonean relatives, students and business partners face a full US visa suspension since 1 January 2026. Only the listed exceptions and case-by-case waivers apply, so check the State Department’s page before planning travel.
The US Embassy lists a Level 2 advisory for Sierra Leone, exercise increased caution, citing crime, unrest and inadequate health infrastructure. It also issues alerts through its website.
For investors, the IMF programme and inflation are the two numbers to track. Gulf, Chinese and Indian money is arriving faster than American money, and the UAE trade pact is the newest sign.
What Is Not Known
The terms and value of the UAE agreement are not on the pages read. No Chinese loan figures, bases, fishing-port funding or mining stakes were found on official pages.
The State Department’s advisory page could not be opened, so Level 2 comes from the US Embassy page. This guide did not check Sierra Leone’s votes at the UN General Assembly.
The IMF and the World Bank differ on growth in 2025, at 5.0% and 4.8%. The IMF projected 11.6% inflation for end-2026, while the World Bank saw 15.7% in August.
No Qatar, Saudi, Russia or BRICS agreement was found beyond the 2024 Moscow talks. Turkish trade data end in 2019, and the Chinese notice of 26 May 2026 describes intentions, not signed deals.
