TOGO · GEOPOLITICS
Key Facts
- The country Togo is a West African nation of about 9 million people between Ghana and Benin, with its main port at Lomé.
- The leaders Faure Gnassingbé leads the government as President of the Council; Robert Dussey is foreign minister (both in office in October 2026).
- Russia Gnassingbé met Vladimir Putin at the Kremlin on 30 October 2026; Togo says seven memoranda have been signed since November 2025.
- China Beijing agreed a partial cancellation of Togo’s debt on 15 October 2026; the amount is not disclosed.
- The United States A partial US entry restriction on Togolese nationals has applied since 1 January 2026.
Togo geopolitics comes down to a small country using its port to court Russia, China, Europe, Turkey and the US. In October 2026 that meant a Kremlin summit, a debt deal in Beijing and new European aid.
For US readers the key points are entry limits for Togolese travellers, a trade-route contest and risks in the north.

Togo at a Glance
Togo is a small West African country of about 9 million people, squeezed between Ghana and Benin on the Gulf of Guinea. Its capital, Lomé, sits almost on the Ghana border, and its land area of 56,785 square kilometres is smaller than West Virginia.
Togo geopolitics matters far beyond the country’s size because of one asset, the deep-water port of Lomé. Russia wants to use the port to reach Burkina Faso and Niger, and our Africa hub tracks the whole region.
Foreign policy runs through two men. Faure Gnassingbé, the President of the Council of Ministers, spoke for Togo at the Kremlin in October 2026.
Robert Dussey, the foreign minister, was still representing Togo at the United Nations in late September 2026. Jean-Lucien Savi de Tové, elected by Parliament on 3 May 2025, is President of the Republic.
The government says Togo talks to every partner and excludes none, a stance it calls active non-alignment. Our Togo country guide covers the basics for newcomers.
The Port That Makes Togo Matter
Lomé is the country’s main trade gateway. The EU calls it the biggest deep-water port in West Africa.
Russia’s ambassador, Igor Evdokimov, said in late October 2026 that talks confirmed Lomé as the best entry to Burkina Faso and Niger. Russia’s transport ministry is studying a container service linking Russia, Togo and Burkina Faso.
That service would be run by FESCO, a Russian shipping and logistics group. Russia wants Lomé as its entry point to Burkina Faso and Niger.
That is why the same harbour appears in the Russian, Turkish and European files described below. Togo geopolitics is, in large part, the geopolitics of one harbour and one road.
Our guide to Togo and its neighbours explains the border towns, the CFA franc and the shared river. Our report on the Sahel tariff plan shows how customs offices treat Lomé as a transit hub.

Russia Moves Fastest
The third Russia-Africa summit took place at the Kremlin in Moscow on 28 and 29 October 2026. Delegations came from 41 African countries, and 21 of them were led by heads of state or government.
Gnassingbé spoke at the plenary session and called for partnerships built on sovereignty, peace and economic transformation. The Kremlin’s own schedule lists a separate meeting between Vladimir Putin and Gnassingbé on 30 October 2026.
Togo’s government says the two men discussed energy, transport and logistics, geological prospecting and agriculture. It also says an agreement on the foundations of bilateral relations came into force in September 2026.
Russia reopened its embassy in Lomé in August 2026, according to Togo’s government, and Togo is preparing to open one in Moscow. Seven memoranda have been signed since November 2025, one of them on civil nuclear energy with Rosatom, Russia’s state nuclear company.
Putin put trade between the two countries at US$852 million for 2025, a figure not yet matched with customs data. A Russian-Togolese joint commission met for the first time in Lomé at the end of September 2026.
More than 120 Russian officials and company representatives attended that session, including the state development bank VEB.RF. On 23 September 2026 Dussey rejected the opposition’s claim that Russian mercenaries are in Togo.
He said Russian trainers teach Togolese forces to use Russian equipment. French, American and Chinese suppliers, he added, also send trainers with what they sell.
China Offers Debt Relief and Customs Deals
Gnassingbé ended a week-long official visit to China on Friday 16 October 2026. On Thursday 15 October, after talks with Premier Li Qiang, the two governments signed a package including partial cancellation of Togo’s debt.
The amount cancelled has not been disclosed. Togo’s government cites IMF data putting its debt to China at about US$331 million at the end of 2024.
That debt is mainly loans from the Export-Import Bank of China. It equals about 5% of Togo’s public debt and 3.5% of its economic output.
The package also covers an arrangement between Togo’s revenue office and Chinese customs that gives trusted traders faster clearance. A health protocol opens the way for Togolese soybean exports to China.
Other papers cover industry, supply chains, digital trade and green development, plus a new foreign ministry building in Lomé. Earlier memoranda link China’s Shaanxi province with Togo’s Kara region.
A further memorandum covers the Global Security Initiative, Beijing’s proposal for a shared security order. Our report on China’s debt cancellation follows the visit. Our note on a Huawei digital deal shows the technology side.
The United States Sets Limits and Keeps Talking
A presidential proclamation signed on 16 December 2025 continues a partial suspension of entry for Togolese nationals from 1 January 2026. It exempts, among others, green-card holders, dual nationals travelling on another passport, and certain diplomatic and international visa holders.
The text also allows case-by-case exceptions and requires a review every 180 days. This guide found no published change for Togo after the first review window, so the restriction is treated as in force.
The State Department rates Togo Level 2, “Exercise Increased Caution”, in an advisory issued on 7 November 2024. It rates the northern border region and the area north of Kande Level 4, “Do Not Travel”, citing terrorism and kidnapping.
The same advisory says the Savanes region is under a state of emergency. Non-Togolese visitors need special authorisation to enter it.
Togo is courting Washington through Congress. In September 2026 Dussey attended the Congressional Black Caucus conference and thanked Representative Jonathan Jackson of Illinois.
He called for a lasting partnership.A law signed on 2 September 2026 extends the African Growth and Opportunity Act to 2028.That Act is the US trade preference programme for African exporters. The law only changes end dates, so it does not say which countries qualify.

Europe, Germany and the Sahel Strategy
The European Union has set aside EUR 201 million (about US$224 million) for Togo for 2021 to 2027. Its priorities are human development, farm-based industry and natural resources, and a peaceful and resilient society.
That includes a resilience programme for the northern Savanes region, where Togo faces jihadist incursions. EU-funded projects also include rebuilding 31 kilometres of road between Lomé and Cotonou.
Germany announced new commitments of EUR 39 million (about US$44 million) after government talks. Its ambassador, Stefan Anton Messerer, spoke in Lomé on 28 October 2026.
Togo uses its European ties in a second role, as host of Sahel diplomacy, which is central to Togo geopolitics. On 18 April 2026 it hosted the foreign ministers of Burkina Faso, Mali and Niger for a Togo-Sahel strategy to 2028.
The United Nations, the African Union, ECOWAS (the West African bloc), the EU and envoys from at least eight countries also attended. The strategy has five pillars: political dialogue, good neighbourliness, regional economic integration, security cooperation and regional diplomacy.
The three Sahel states lead their own Alliance of Sahel States. They called relations with Togo strategic, and the published account of the meeting gives no funding figures.
Turkey and the Partners Not Yet Documented
Turkey is the quietest success story of Togo geopolitics. Turkey’s ambassador said in late October 2026 that trade rose to about US$270 million in 2025 from US$128 million in 2021.
Turkish President Recep Tayyip Erdoğan visited Lomé in October 2021, and Gnassingbé visited Ankara in June 2023. Turkey also runs two Maarif school campuses in Togo with more than 650 pupils.
A Turkish studies centre opened at the University of Lomé in November 2024. The two countries also cooperate on energy, tourism, health and the environment.
Togo joined the Commonwealth, the club of mostly former British territories, in June 2022. The Togolese government has not published a comparable record for the Gulf states, India or the BRICS group in October 2026.
Without such a record, this guide does not state trade figures, loans or bases for those partners. Our guide to Africa’s new scramble places Togo among the continent’s courted states.

The United Nations and the Art of Balance
Togo’s most visible diplomatic project in 2026 is a map. On 4 September 2026 the UN General Assembly adopted, with 164 votes, a Togo-led resolution for the African Union.
It asks governments to move away from the Mercator map, which shrinks Africa. Togo wants the Equal Earth projection, which shows continents closer to their true size.
Dussey told the General Assembly on 25 September 2026 that Togo wants to turn the resolution into action. He also reaffirmed Togo’s role as a mediator in West Africa, the Sahel and the Great Lakes.
The same Togo geopolitics logic explains the Moscow trip, because a small state wins attention by being useful to everyone. Putin thanked Togo for supporting Russian initiatives at the United Nations, but Togo’s government did not say which votes he meant.
In Moscow, Gnassingbé argued that African states should freely choose their partners and set their own priorities. Dussey said on 23 September 2026 that the solution for the Sahel is not to isolate Mali, Burkina Faso and Niger.
What It Means for US Readers
For a US reader, Togo geopolitics is mainly about access and risk. Togolese citizens face partial US entry limits, so travel and study plans need checking against State Department pages before any booking.
Investors and shippers should watch Lomé. A Russian or Chinese stake in the port or the northern corridor would change who controls a key trade route.
US companies selling into the Sahel may find Togo’s customs deals with China and Russia relevant to costs and delays. For policy watchers, Togo geopolitics tests whether Washington can compete with visas and trade law rather than aid.
The congressional outreach and the extension of the trade preference law to 2028 are the clearest US signals so far. Travellers should also respect the Level 4 warning for the far north.
What Is Not Known
The size of China’s debt cancellation, the loans it covers and any Togolese commitments in return have not been published. The 2025 Russia-Togo trade figure of US$852 million comes from Putin’s remarks and has not been matched with customs data.
The government denies Russian mercenaries in northern Togo, and the opposition’s claims about Russian and Turkish forces are not verified. No dated 2026 primary record was found for Togo’s ties with the Gulf states, India or BRICS, so none are described here.
It is not confirmed whether the partial US entry restriction on Togo changed after the 180-day review that followed 1 January 2026. Togo’s UN voting record on Ukraine is not reviewed in this guide.
