In plain English

France has had weeks of protests that began with students and widened to living costs, and riots followed the biggest march on 17 October. The president now says Saturday’s street protests must be union-led.

The Yellow Vests are a protest movement named after the high-visibility jackets its supporters wear. A prefecture is the state’s local office that controls policing.

Franceinfo, the public broadcaster, and ICI, the public radio network, reported that Macron said only demonstrations organised at the request of unions will be allowed on Saturday, 24 October. TF1 Info, a private television news channel, reported the same limit: protests not organised by unions will be banned.

ICI’s report was online by 12:59 p.m. Paris time (6:59 a.m. ET). It is part of the unrest we follow in our France protests coverage, and our explainer on why France is protesting sets out how the movement began.

What the Announcement Changes

Earlier on Thursday, Paris police approved a march from Place de la Bastille to Place de la Nation and banned a Yellow Vest and student route to the Opéra, as we reported in Paris Allows One Protest Route, Bans Another.

Lyon, France’s third-largest city, has gone further and banned every demonstration on Saturday, Lyon Mag reported. Yellow Vest groups had called a second protest day, “Acte II”, for the same date.

A Court Overturns a Thursday Ban

On Thursday, a Paris administrative court suspended the police ban on a march called by Interfac Île-de-France, a student collective, franceinfo and Le Monde reported. Franceinfo’s reporter counted what looked like about a thousand marchers, with CGT and Unef representatives among those in the front rows.

The CGT is one of France’s largest union confederations, and Unef is a student union.

What Prediction Markets Say

On Kalshi, a prediction-market exchange regulated in the US by the CFTC, traders put the chance that France declares a state of emergency before 1 November at 9% and before 1 January 2027 at 23%, with 37,741 contracts traded. On Polymarket, the equivalent market for 31 October is 7.5%, with about US$271,000 traded across its date contracts, as of 9:56 a.m. ET on 22 October. Prices are bets, not polls.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for US Readers

Anyone in Paris, Lyon or another large French city on Saturday should expect crowds, closures and a heavy police presence. Check US Embassy and prefecture notices, and see our guide to travel to France right now.

What Is Not Known

It is not known how the rule will be enforced for Yellow Vest groups that called their own protest, or whether they will march anyway. The wording of any legal order behind the announcement has not been published in the reports we reviewed.
