Where the money goes

The R$50 million (about US$9.6 million) is for collective moral damages, not a fine. Estadão reported it must go to a state fund for damaged public assets, or to a new dedicated fund.

It may be spent only on climate adaptation in Porto Alegre, such as river parks, rain gardens and ecological corridors. Oversight bodies will monitor how it is used, CNN Brasil reported.

Why the bill could grow

In April 2025 the municipal attorney’s office (PGM) put the city’s possible liability at R$4.7 billion (about US$906 million). It said that equalled roughly 40% of the annual budget, with about 160,000 residents affected.
