Peru swears in a new government today, and the cabinet is finally taking shape: a market-friendly economist at the Treasury and a pro-Washington signal at Foreign Affairs. For foreigners, none of it changes the rules at the border today — but the picks, and the one post still to be confirmed, are worth reading.

A market-friendly economy pick

Economy and Finance goes to Elmer Cuba, an economist and former director of Peru’s central bank, framed around growth and jobs. Markets tend to read that kind of appointment as a signal of continuity and stability rather than a sharp change of course.

For foreign residents and investors, the practical takeaway is reassurance rather than action: the pick points to steady macroeconomic management, not new taxes or capital controls aimed at foreigners.

A tilt toward Washington

Foreign Affairs goes to Carlos Espá, a lawyer and former US-Embassy communications director, an appointment widely read as a tilt toward Washington. A mooted visit by Fujimori to meet the US president has been floated but is described as under study, not scheduled.

For US nationals in particular, a more pro-Washington foreign ministry could, over time, ease bilateral matters; but nothing about consular or visa processing changes on day one.

The pick foreigners should actually watch

The premiership goes to Luis Galarreta, Fujimori‘s running mate. But the appointment that matters most for foreigners is Interior, which oversees Migraciones — and, as of the inauguration, that name is still to be officially confirmed.

Whoever takes Interior, and the superintendent they name to run Migraciones, will set how firmly tourist-stay rules are enforced and whether the long-stalled digital-nomad permit finally gets its enabling regulation.

What does not change

Nothing changes at the border today. Tourist entry and existing residency routes continue as before, and while the official Migraciones procedure page currently lists a two-year residence requirement for naturalisation, secondary legal sources report that a newer nationality law has raised the requirement to five years.

The digital-nomad status created in 2023 still cannot be filed, because it was never added to Migraciones’ administrative procedures. Whether the new Interior team fixes that is the concrete thing to watch.

What it means for foreigners

Plan on the status quo: steady economic management, unchanged entry and residency rules, and a nomad permit that remains on paper only. Nothing about today’s ceremony requires you to act.
