Metal Migration: How Trump’s Tariff Threat Diverts Chilean Copper to American Shores

Chile’s Foreign Ministry now actively monitors developments after President Donald Trump ordered a national security probe into copper imports last month.

Trump signed the executive order under Section 232 of the Trade Expansion Act, the same mechanism previously used for imposing steel and aluminum tariffs.

The move creates significant uncertainty for Chile, where copper represents 50.8% of total exports according to the Undersecretariat of International Economic Relations.

Chilean officials quickly formed a response team led by Foreign Minister Alberto Van Klaveren alongside Mining Minister Aurora Williams and Codelco Board President Máximo Pacheco.

Major commodity traders have already begun responding to the tariff threat. Companies like Trafigura Group, Glencore Plc, and Gunvor Group now redirect substantial copper volumes to American ports.

These traders secure additional storage space in cities like New Orleans and Baltimore to accommodate the sudden influx. Price differentials between New York’s Comex and the London Metal Exchange have reached near-historic highs.

Potential Impact on Trade and Prices

This creates powerful incentives for traders to accelerate shipments before any potential tariff implementation. Analysts from Goldman Sachs and Citigroup predict 25% tariffs on copper imports by year-end.

The United States consumes twice as much copper as it domestically produces. Former Codelco CEO Marcos Lima warns that tariffs would primarily harm American consumers by driving up prices. “The only thing that will happen is that the price of copper in the United States will rise,” Lima stated.

Chile produced 5.5 million metric tons of copper last year, marking a 4.9% increase from previous production. The US currently accounts for 11.3% of Chilean copper exports, while China purchases 52%. This distribution could shift dramatically if tariffs materialize.

Trump has given his administration nine months to complete the investigation. Chile stands as the world’s largest copper producer and serves as the top supplier to the United States. Major international miners operating in Chile include BHP, Glencore, and Anglo American, alongside state producer Codelco.
