The mood is defensive and inward-turning, with borders going back up and a creeping sense that the war and the climate are pressing closer to home than the EU’s institutions can manage.

Italy – Ceuta migrant surge triggers Schengen suspension with Spain

Border checks reintroduced

Italy reintroduced border checks on non-EU arrivals from Spain by air and sea on 30 July, after more than 60,000 people crossed from Morocco into the Spanish enclave of Ceuta. Deputy Prime Minister and Foreign Minister Antonio Tajani defended the move as a necessary choice to protect European borders.

This is the first time a state has invoked Schengen emergency powers over arrivals in a country it shares no land border with. The toll rose to at least 72 dead, up from an initial 57, as the human cost of the crossing became clearer.

Madrid hits back

On 2 August the EU held an emergency migration meeting in Brussels and offered Spain aid, while Madrid summoned Italy’s ambassador. Prime Minister Pedro Sanchez blasted what he called a selfish and unlawful response, leaving Spain feeling aggrieved and isolated at its moment of crisis.

The clash is testing how far Schengen emergency provisions can be stretched, with Italy’s controls set to come up for renewal around 31 August. Brussels faces a difficult choice between backing Madrid and allowing national capitals to act alone.

Spain – Heatwave-driven wildfires force mass evacuations

Hundreds of thousands flee

A severe heatwave has fuelled wildfires that forced more than 250,000 people to evacuate across France and Spain, with roughly 220,000 fleeing the Gironde and about 36,000 from the Landes. Spain declared a national emergency as tens of thousands were moved to safety near Madrid.

Germany dispatched helicopters and an A400 transport aircraft to assist France, a rare cross-border military aid operation for a climate disaster. Any renewed heat spike in August’s peak fire season could reignite the fronts and trigger another wave of mass evacuations.

Ukraine – No ceasefire; record long-range strikes both ways

Kyiv barrage and interceptor shortage

An overnight 1 August Russian barrage on Kyiv of 220 aerial weapons killed nine people and wounded 33, with President Volodymyr Zelensky warning of a critical shortage of US Patriot interceptors. Russia fired a record 376 missiles in July, roughly double June’s total.

The mood in Kyiv is defiant but increasingly short of the tools to defend its skies. Ukraine’s Independence Day on 24 August is a symbolic high-alert date historically targeted for major Russian strikes.

Ukrainian deep strikes hit Russia

On 2 August Ukrainian deep-strike drones killed eight people inside Russia, hitting the Saratov oil refinery and the Engels bomber airbase. The tit-for-tat strikes are growing in range and intensity on both sides, with no ceasefire talks in sight.

EU – 21st Russia sanctions package

Largest single batch of designations

On 23 July 2026 the EU adopted its 21st sanctions package, the largest single batch of designations in the four years since the invasion, with 218 new listings. It freezes the Russian oil price cap, expands measures on Russian liquefied natural gas, and widens transaction bans on banks and crypto-asset service providers.

A parallel Belarus package was adopted the same day. The bloc is trying to tighten the economic screws even as unity frays over migration and energy costs.
