Edge of the Amazon: Petrobras Nears Drilling License for Deep-Water Goldmine

Ibama cleared Petrobras’s final emergency spill drill this month, moving the state oil giant one step closer to drilling in the Foz do Amazonas basin.

The agency’s approval of the Pre-Operational Assessment shows Petrobras can contain a potential leak at Block FZA-M-59, situated 175 km off Amapá’s shore and 500 km from the Amazon’s mouth.

Behind this milestone lies a seven-year push to secure fresh reserves as Brazil’s pre-salt fields near depletion. The Equatorial Margin may hold roughly 10 billion barrels, enough to sustain Brazil’s 3 million-barrel daily output through 2030.

Petrobras plans a $3 billion exploration program through 2029, and it has already invested $185 million in licensing alone. Senator Davi Alcolumbre of Amapá championed the project as a lifeline for his state, which ranks among Brazil’s poorest.

He argues that new offshore fields will bring jobs, infrastructure and tax revenues to Amazon communities. President Lula’s administration backed the effort to balance energy security with regional development.

Yet the battle exposed deep splits over environment and climate. Twenty-nine Ibama technicians urged denying the license over spill-response gaps and wildlife risks.

Indigenous groups and NGOs warn that oil rigs could harm marine life across eight neighboring nations. Environment Minister Marina Silva initially opposed the project but yielded after Petrobras strengthened its containment and fauna-protection plans.

Ibama President Rodrigo Agostinho now faces a final call. He must weigh technical readiness against the Amazon’s fragile ecosystems and Brazil’s climate pledges ahead of COP30.

His decision will signal whether Brazil truly opens its last deep-water frontier or stalls environmental safeguards in pursuit of oil riches.
