CPLP welcomes entry into force of the Law on Foreigners in Portugal and Mozambique

The ministers “reiterated that approval of the Mobility Agreement between Member States of the CPLP by the XIII Conference of Heads of State and Government and its ratification by all Member States means a huge step for the CPLP to become a true Community of peoples, opening the way, in particular, the movement of persons, culture, values, principles, and knowledge,” reads a statement.

The CPLP (Community of Portuguese-Speaking Countries) ministers also encouraged member states to promote dialogue “to the possible conclusion of additional partnership instruments, under the terms of the Agreement and the principle of variable flexibility enshrined therein.

The new regulation of the Foreigners Law in Portugal, approved in 2022, allows for the speeding up and flexibility of visa and residence permit requests, with a simplified regime for students and entrepreneurial immigrants, as well as seasonal workers, and introduces a new regime for workers transferred from other member-states, as long as they are integrated into the company’s staff.

They congratulated Angola for the peace mediation efforts in the Democratic Republic of Congo and welcomed sending a military contingent to support the peace operations of the Angolan Armed Forces in that country.

The communiqué also expressed sorrow and solidarity with the families who are victims of cyclone Freddy, which severely affected the territory of Mozambique and neighboring countries, as well as the victims of the earthquakes in Turkey, an observer country associated with the CPLP and Syria.

The ministers reiterated their deep concern about the ongoing conflict in Ukraine.

They called for an immediate end to the conflict, and resumption of peace and peaceful relations between states, with strict observance of the principles of international law and respect for sovereignty and territorial integrity.

In the communiqué, they also express “appreciation for the Black Sea Grain Initiative promoted by the Secretary-General of the United Nations, António Guterres, which has made it possible to mitigate the harmful effects of the conflict on food insecurity and the increase in the prices of essential goods.

The 16th Special Meeting of the Council of Ministers of the Community of Portuguese-Speaking Countries was attended in Luanda by the foreign ministers of Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, Sao Tomé and Príncipe and Timor-Leste, as well as the executive secretary of the CPLP, Zacarias da Costa.

The meeting was conducted by the Angolan Minister of Foreign Affairs, Téte António, as acting president of the Council of Ministers and host of the meeting.
