Colombian police have foiled an alleged plan to attack the family of the Herveo mayor, Gina Vanessa Silva, in Tolima. Five suspects, two of them teenagers, were arrested on Thursday 1 October 2026.

A judge sent the three adults to prison while the case proceeds, and the two minors were placed in youth detention, El Diario reported. The main target appears to have been the mayor’s father, Óscar Silva.

What the Police Found

The arrests took place in the Herveo mayor’s home town, in the mountains of northern Tolima, according to Infobae. Officers seized three revolvers, 12 cartridges of various calibres, five mobile phones and two motorcycles.

The three adults face charges of aggravated criminal conspiracy, aggravated illegal possession of firearms and using minors to commit crimes. The two teenagers, aged 15 and 17, were sent to youth facilities in Manizales and Ibagué.

None of the five has been convicted, and all are presumed innocent. The Fiscalía, Colombia’s prosecution service, brought the charges after the police operation.

Who Was Targeted

Local media said the plan was aimed at Óscar Silva, the father of the Herveo mayor. He serves as the town’s “gestor social”, an unpaid role in which a mayor’s relative leads social programmes.

Infobae and El Diario reported that the mayor and the wider family were also at risk. “Thanks to God and the police, we were able to act in time,” Óscar Silva said, as quoted by El Diario.

He has asked for stronger protection, and prosecutors sought the same for him, the mayor and her younger brother, Pulzo reported. In Colombia, the National Protection Unit assigns bodyguards and armoured cars to officials under threat.

The Shadow of ‘Tinejo’

Silva blamed a man known as alias “Tinejo”, whom he described as a long-time extortionist in northern Tolima. “He has already killed several people who dared to report him,” he told Tolima Stereo.

Andrés Felipe Arango Ríos, said to be Tinejo, was arrested in 2021 over the killing of a former Herveo councillor, Alerta Tolima reported. He has not been charged in the new case.

The police said their inquiry points preliminarily to two prisoners, La Patria reported. One is an alleged drug-dealing boss in northern Tolima, and the other leads a gang around the Páramo de Letras mountain pass.

A Mayor Who Spoke Out

In July 2026 the Herveo mayor publicly denounced the extortion of farmers and producers in her town and around the Páramo de Letras. She named Tinejo and said he “has us devastated” from prison, Q’hubo Ibagué reported.

Investigators have not established whether the plan against her father was revenge for those complaints. Q’hubo said that link is one of the lines they are examining.

Violence Against Local Leaders

The case fits a wider pattern. The Electoral Observation Mission (MOE), an independent watchdog, counted 435 attacks on political, social and community leaders from March 2025 to March 2026.

Attacks on political leaders made up 62.5% of the total and rose 12.9% against the previous period it measured, the MOE said. The best-known victim was Senator Miguel Uribe Turbay, shot at a Bogotá rally in June 2025.

His killing still shapes security policy, as shown in Colombia Kills Rebel Accused of Financing a Presidential Hopeful’s Murder. For travellers, the Colombia safety guide lists the regions to avoid.

What Comes Next

The Fiscalía now has to build its case against the five suspects and find out who sent them. The Herveo mayor’s family is waiting for a decision on extra protection.

Her father’s request for more bodyguards goes to the National Protection Unit, which assesses each threat before assigning protection.

The arrests do not show who ordered the plan, and nothing so far ties it to a named armed group. What they do show is that the police acted before any shot was fired.

Where is Herveo?

Herveo is a small municipality in the mountains of northern Tolima, in central Colombia. It lies near the Páramo de Letras pass on the road between Tolima and the coffee region of Caldas.

Was the Herveo mayor hurt?

No. Police arrested the five suspects before any attack took place. The Herveo mayor, Gina Vanessa Silva, and her father were unharmed, according to local media.

Have the suspects been convicted?

No. The three adults are in pre-trial detention and the two teenagers are in youth facilities. All five are presumed innocent until a court rules.
