Key Facts

  • The decision Vale is speeding up a copper expansion at its Salobo complex in Para, moving startup to the first half of 2028.
  • The head start That is about one year earlier than the miner had originally planned for the project.
  • The price A simpler design cut the estimated cost to about US$215 million, from an earlier US$225-275 million range.
  • The payoff The project adds around 30 kt a year of copper and about 15,000 ounces of gold, lifting processing capacity to 42 Mtpa.
  • The context Vale wants copper output near 500 kt a year by 2028, betting on demand from the energy transition.

The extra ore the miner will squeeze out of tailings is small next to its iron business. Yet it lands exactly where the world is short: copper for grids, cars and the energy transition.

Vale copper production is set to grow sooner than planned. After the miner decided to speed up an expansion at its huge Salobo complex in the northern Brazilian state of Para.

The new project will now start up in the first half of 2028, about a year ahead of the original timetable. And a simpler design has trimmed its estimated cost to around US$215 million.

What Vale just decided

On August 12. Vale Base Metals said it would go ahead with a new project at the Salobo mine and bring it online faster.

The plan is to have it running in the first half of 2028. Roughly one year earlier than the company had first mapped out.

It is a modest project by Vale’s standards, but the timing tells you where the miner sees the smart money going. Management framed it as a chance to add copper sooner, at a moment when the metal is in short supply worldwide.

What is actually being brought forward

This is not the big Salobo III phase, which is already finished and lifted the mine’s throughput to 36 Mtpa. The new piece is a coarse particle flotation project, a technique that pulls more copper out of ore the plant already handles.

In plain terms, it squeezes extra metal from material that would otherwise pass through with too little copper recovered. It should add about 6 Mtpa of processing capacity, taking the complex to roughly 42 Mtpa.

Plus around 30 kt of copper a year. It also brings a useful byproduct, about 15,000 ounces of gold each year, which helps pay for the whole thing.

Why the price tag got smaller

Vale did not just speed the project up; it also made it cheaper by simplifying the design. The estimated cost fell to about US$215 million, down from an earlier range of US$225-275 million, or roughly R$1.16 billion.

Vale’s own share of the bill is expected to be near US$175 million, because partner Wheaton is helping fund part of it. That kind of cost discipline has become a theme for Vale, which has been trimming and streamlining projects across its base-metals arm.

What Salobo is

Salobo sits in the Carajas region of Para, in the eastern Amazon, and is Vale’s flagship copper operation. For years it ran at about 24 Mtpa.

Until the Salobo III expansion raised throughput to 36 Mtpa after a build that cost around US$1.1 billion. The complex produces copper in concentrate along with gold, and it is central to Vale’s ambition to become a bigger copper name.

This latest project is a lighter. Faster add-on that stretches what the existing plant can do rather than digging a whole new mine.

The bigger Vale copper strategy

Salobo is one leg of a wider push; the other main pillar is the Sossego mine, also in Carajas. Vale has laid out a plan to lift copper output toward 500 kt a year by 2028.

Up from a target near 400 kt in 2026. It has also floated a broader spending program of around US$3.3 billion to grow copper and nickel in Brazil and Canada.

The thread is simple: Vale wants to be far more than an iron ore company a decade from now.

Why copper matters now

Copper is the quiet workhorse of the energy transition, needed for wiring, motors and the machinery of electrification. Electric cars use far more of it than petrol ones.

And every new power line and wind farm pulls on the same supply. Analysts have long warned of looming copper deficits, as demand climbs faster than new mines can be built.

That is the bet behind Vale’s move: get more copper flowing before the squeeze on supply gets tighter.

How the copper business is doing

Vale is not waiting on 2028 to show progress; its copper unit is already running strongly. In the second quarter of 2026 the company produced 98.4 kt of copper.

Up 6.3% from a year earlier and its best second quarter since 2017. Salobo led the way with 52.4 kt in the quarter, while Sossego added 25.9 kt to the total.

Copper sales reached 97.6 kt, up 9.7% year on year, and Vale kept its full-year guidance at 350-380 kt.

An iron ore giant leaning on copper

Vale is still, first and foremost, one of the world’s largest iron ore miners, and that business pays the bills today. But iron ore is tied to steel and to China’s building cycle, which has cooled and looks unlikely to roar back.

Copper offers a different growth story, anchored to electrification rather than to construction and property. Adding copper capacity is how Vale hopes to steady its earnings against the swings of the iron ore market.

What it means for Para and the Amazon

Carajas is one of the richest mineral districts on earth, and it sits inside the eastern reaches of the Amazon. More copper output means more activity and jobs around the mines, which matters for local economies in Para.

It also draws scrutiny, as expanding mining near protected Amazon areas raises real environmental questions. Reusing the existing Salobo plant, rather than opening new ground, is the kind of choice that eases some of that pressure.

What to watch next

The near-term test is simple: can Vale hold the 2028 start date and the leaner budget it just promised. Beyond that, watch copper prices and whether the wider push toward 500 kt a year stays on track.

If the metal stays scarce and the projects land on time, this small acceleration could look shrewd in hindsight.

Frequently Asked Questions

What did Vale decide about Salobo?

Vale Base Metals approved a new coarse particle flotation project at its Salobo complex in Para. With startup in the first half of 2028, about a year earlier than planned.

How much will the Salobo project cost and add?

A simpler design cut the estimate to about US$215 million, with Vale’s share near US$175 million. It should add roughly 30 kt of copper and about 15,000 ounces of gold a year.

Why is Vale focusing so much on copper?

Copper is central to the energy transition, powering electric cars, grids and renewables. Vale wants output near 500 kt a year by 2028 to grow beyond its iron ore roots.

How is Vale’s copper output doing now?

In the second quarter of 2026 Vale produced 98.4 kt of copper. Up 6.3% year on year and its best second quarter since 2017, led by record output at Salobo.
