Trinidad and Tobago’s Prime Minister Kamla Persad-Bissessar has carried out a cabinet realignment, moving programmes and state companies between her ministers. The changes took effect on 30 September.

They are set out in Gazette No. 166, published on Friday 2 October, CNC3 and the Trinidad Guardian reported on 3 October. No minister has been reported moved to a new ministry or dropped from the Cabinet.

Housing and sugar-era firms go to Hosein

The largest single shift goes to Land and Legal Affairs Minister Saddam Hosein. He takes over the Government Aided Self-Help Housing Programme (GASHHP) and the Housing and Village Improvement Programme (HVIP).

He also gains Hydrographic Surveys and a cluster of state companies. They include Caroni (1975) Limited, the former state sugar company, plus Rincon Development, Taurus Services and TRINTOC Services.

Housing Minister David Lee picks up the Home Improvement Policy and the Oropune Project. Social Development Minister Vandana Mohit takes the National Commission for Self-Help Limited.

The Prime Minister herself gives up six items, including both self-help housing schemes and the Oropune Project. Those duties now sit with Hosein, Lee and Mohit.

Disaster management moves to Defence

Defence Minister Wayne Sturge takes national emergency and disaster management, including the Office of Disaster Preparedness and Management (ODPM). He also gains the National Emblems Committee and the National Mentorship Programme.

Homeland Security Minister Roger Alexander gives those up. In exchange he takes over the management of illegal immigrants and deportees, previously with Sturge.

Finance Minister Davendranath Tancoo gains the Agricultural Development Bank, the state farm lender, from Agriculture Minister Ravi Ratiram. Health Minister Lackram Bodoe hands insect vector control to Local Government Minister Khadijah Ameen. Public Utilities Minister Barry Padarath takes On-the-Job Training from Tertiary Education Minister Prakash Persad.

A realignment, not a reshuffle

The cabinet realignment follows weeks of speculation. Guardian Media reported on 17 September that a list naming Hosein as Attorney General had circulated online.

Persad-Bissessar rejected that list. “So there will be no reshuffle at this time,” she told Guardian Media, adding there was “always room for improvement.”

The reported changes move duties rather than ministers, which fits that line. Because they are gazetted, there is a public record of who answers for what.

Mickela Panday, leader of the opposition Patriotic Front, questioned the logic on social media. She asked whether “experience, expertise, performance” decided the moves, CNC3 reported.

The shift comes as Parliament pushes through major bills, including the Trinidad Procurement Bill Curbing Contracts Watchdog Passes by One Vote. Background on the two-island state is in Trinidad and Tobago Explained: Gas, Politics, the Two Islands and What to Watch.

What Is Not Yet Known

The government has not published a reason for the cabinet realignment, and no statement from the Office of the Prime Minister was reported. The Rio Times has not seen the Gazette itself.

It is not yet clear whether staff, offices and budget lines move with the programmes. Nor is it known whether a fuller reshuffle remains on the table.
