In Plain English: Pretoria and Tshwane

Pretoria is the city most people mean when they say South Africa’s capital, and the government lists it as the administrative capital. Cape Town is the legislative capital, where Parliament meets, and Bloemfontein is the judicial one.

Official documents often use a second name, the City of Tshwane, for the local government around Pretoria and its suburbs. Statistics South Africa, the national statistics office, counts the City of Tshwane as one of the country’s big metropolitan areas.

This Pretoria city guide keeps the names apart as follows. All of it sits inside South Africa.

  • Pretoria is the city on the map, home to the Union Buildings, Freedom Park and the Pretoria National Botanical Garden.
  • The City of Tshwane is the metropolitan municipality, a local government with an elected council and an executive mayor.
  • Gauteng is the province around it, with 15,099,422 residents in Census 2022.

Why Pretoria Matters to South Africa

The president works from Pretoria, and Cyril Ramaphosa has held the office since his inauguration on 19 June 2024. On Sunday 7 June 2026 he addressed the nation in an evening speech issued from the Union Buildings in Tshwane.

He promised dedicated courts for immigration cases and the phased recruitment of 10,000 labour inspectors this financial year. He also said refugee reception centres would move to border posts, starting with the Tshwane centre this year.

Statistics South Africa runs from ISIbalo House in the Salvokop district of Pretoria. Its Census 2022 counted 62,027,503 people in the country, up 19.8% from the 2011 census.

How Pretoria Is Governed

Local government is one of three spheres of South African government, alongside the provincial and national ones. The Revised White Paper launched on 22 October 2026 says too many municipalities are failing to meet people’s needs.

The local elections of Wednesday 4 November 2026 decide who sits on councils across the country, including the City of Tshwane. The Electoral Commission of South Africa, which runs elections, also set special votes for Monday 2 and Tuesday 3 November.

The commission lists 29,230,808 registered voters nationwide, and 55.27% of them are women. At the 2021 local elections the roll held 26,204,579 voters.

On 22 October 2026 President Ramaphosa launched the Revised White Paper on Local Government, a policy document he called a bold reset. It revises the blueprint set out in 1998.

For the parties, dates and big cities in the race, see our guide to the South Africa local elections of November 2026. It explains what each vote decides.

Money, Jobs and Institutions

Pretoria hosts the national statistics office, and the University of Pretoria describes itself as the largest contact university in South Africa. Contact means that most students attend classes in person.

Gauteng is the country’s most populous province, with 24.3% of all South Africans in Census 2022. The census put the national median age at 28 years, so half of South Africans are younger than that.

The currency is the rand, divided into 100 cents. At about 16.7 rand to the dollar on 31 October 2026, 1,000 rand is roughly US$60.

Visitors pay in rand, so always check the rand price before you pay. Converting at the day’s rate avoids surprises.

The South African Reserve Bank, the central bank, lists its next rate-setting meeting for 19 November 2026. Its main interest rate is called the SARB Policy Rate.

Places Worth Visiting

This Pretoria city guide lists only places whose details were checked against their own websites. Opening hours and prices can change, so confirm them before you travel.

Freedom Park

Freedom Park stands at the corner of Koch Street and 7th Avenue in Salvokop. Its website describes a space where South Africa’s unique heritage and cultures are celebrated.

It features an interactive museum, an amphitheatre, an Eternal Flame and a Gallery of Leaders. It opens daily from 08:00 to 16:30, with guided tours at 09:00, 12:00 and 15:00.

International visitors pay 170 rand (about US$10.20) and South African adults pay 90 rand (about US$5.40). Pensioners, students and children pay 60 rand (about US$3.60).

Pretoria National Botanical Garden

The South African National Biodiversity Institute, the state biodiversity agency, runs this 76-hectare garden in the city’s eastern suburbs. It calls the garden an urban oasis.

Check the institute’s website for opening hours and ticket prices before you go, because they can change.

The Union Buildings

The Union Buildings are the government complex from which the president delivered the 7 June 2026 address. Check the Presidency’s website before planning a visit.

Getting Around Pretoria

Gautrain is the rail and bus network that links Pretoria, Johannesburg and OR Tambo International Airport, according to its own website. The site offers a route map, timetables, fares and a Gautrain Card, and it explains how to pay with contactless bank cards.

On 31 October 2026 its website said all services were operating to schedule. Fares change over time, so use the trip planner on the site for the current price.

The State Department advisory says violent crime rises after dark. Plan evening trips by car rather than on foot, and ask your hotel to book the ride.

Safety, Services and Daily Life

The US State Department rates South Africa Level 2, Exercise Increased Caution, in an advisory issued on 27 May 2025. It names crime, terrorism, civil unrest and kidnapping as risks.

The advisory says violent crime such as robbery, carjacking and mugging is common, and most frequent in big-city downtown areas after dark. It also warns of smash-and-grab attacks on vehicles.

Census 2022 recorded more than 55,000 homeless people nationwide, and the City of Tshwane held the highest share at 18.1%. The City of Johannesburg followed with 15.6%.

Keep valuables out of sight and avoid isolated streets after dark. Both habits cost nothing and match the advisory’s warnings.

What Prediction Markets Say

Kalshi, a US-regulated betting exchange, gives 61% to the Reserve Bank leaving its rate unchanged at the 19 November 2026 meeting. A cut of up to 0.25 points stands at 6% (31 October 2026, 7:52 a.m. ET).

About 76,600 contracts have traded across the outcomes of that market, and each contract pays US$1 if it wins. Treat the prices as bets on one decision, not as a forecast for Pretoria or its council.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for US Readers

For American readers, this Pretoria city guide matters mainly through government business, diplomacy, study and short visits. The capital is also where national policy on immigration and local councils gets announced, as the June and October 2026 speeches show.

The 4 November vote is local, so it does not change who leads the national government. It does shape water, electricity, roads and refuse collection, the services the president named on 22 October.

Investors should note the Reserve Bank meeting on 19 November 2026. Tourists should follow the Level 2 advisory and use the Gautrain for the Johannesburg airport link.

For the bigger relationship, read our guide to South Africa and the United States.

What Is Not Known

The result of the 4 November 2026 vote is not known. It is therefore unclear which party or coalition will name the next executive mayor of Tshwane.

This guide gives no population count for the City of Tshwane itself, because the census figures checked here are national and provincial. It also gives no city crime totals, and the effect of the revised White Paper on Tshwane’s budget is not yet known.
