Paraguay Secures Major Asian Market Access for Meat Exports Following Singapore Audit

President Santiago Peña confirmed Paraguay’s authorization to export beef, pork, and poultry to Singapore during his official visit to the city-state on May 23, 2025.

The agreement, finalized after a five-year negotiation process, follows a March 2025 audit by Singapore’s Food Agency (SFA), which validated Paraguay’s compliance with international sanitary standards.

Singapore, which imports 100% of its pork and poultry, purchased 128,300 tons of pork and 200,900 tons of poultry in 2023. It also imported 33,500 tons of beef during the same year.

Paraguay’s meat sector has seen rapid growth, with beef exports reaching $658 million by April 2025—a 42% year-over-year increase. Chile remains the largest buyer (32% of exports), followed by Taiwan (14%) and the U.S. (12%).

The National Animal Health and Quality Service (Senacsa) is finalizing health certifications for 14 approved processing plants. Exports could begin within 30–45 days, marking Paraguay’s first simultaneous approval for three meat categories.

This breakthrough aligns with the pending Mercosur-Singapore Free Trade Agreement, which promises tariff-free access once ratified. Paraguay’s pork and poultry sectors also expanded, with January 2025 shipments rising 40% and 4.7%, respectively.

The deal strengthens Paraguay’s foothold in Southeast Asia, complementing existing partnerships in North America and ongoing negotiations with Japan and South Korea.

President Peña emphasized collaboration between public and private sectors, noting the agreement’s potential to generate jobs and diversify trade.

During the same visit, Paraguay and Singapore signed a carbon credit cooperation pact under the Paris Agreement, further solidifying bilateral ties. The dual achievements underscore Paraguay’s strategic focus on agroindustrial growth and international market integration.
