Morelos security is under scrutiny again after two 17-year-old students were shot dead in Cuernavaca on 26 September. On 28 September, President Claudia Sheinbaum asked her interior ministry to coordinate prevention with the state and the university.
Governor Margarita González Saravia said the same day she had agreed a joint route with the interior ministry, with special attention to Cuernavaca. The killings test a state where official data show homicides have fallen by more than half.
What Happened in Cuernavaca
The attack took place on the night of Saturday 26 September in Chulavista, a neighbourhood in northwest Cuernavaca. The victims, Christian Shamed and Gael, studied at Preparatoria 2 of the UAEM, the Autonomous University of the State of Morelos.
According to Infobae, four teenagers had travelled on two motorcycles from the nearby village of San Antón. Gunmen opened fire, a 16-year-old from another school was wounded, and one boy escaped unhurt.
The university said in a statement that “indignation is no longer enough”, El Universal reported. It demanded a prompt and thorough investigation from the state prosecutor’s office.
State prosecutor Fernando Blumenkron Escobar said his office would pursue every line of inquiry without criminalising the victims. He called cooperation with federal authorities “absolute”.
What Sheinbaum Ordered
On 28 September, Sheinbaum said she had asked Interior Minister Rosa Icela Rodríguez to contact the governor and the rector. She called it a “very, very regrettable and sad case”, adding that “there are several now”.
She also asked Security Minister Omar García Harfuch to prepare a prevention plan for Cuernavaca, Proceso and La Jornada reported. The UAEM is led by Rector Viridiana León.
Sheinbaum said intentional homicides in Morelos were falling, while robberies and other common crimes had risen. In July, the national public security system (SESNSP) put the fall in the daily homicide average at 54%.
That compares 3.5 victims a day in September 2024 with 1.6 in June 2026. The SESNSP called it the lowest June since 2019.
A Local Admission and a Wider Pattern
Cuernavaca’s mayor, José Luis Urióstegui Salgado, admitted the city’s security strategy had not fully worked, El Universal reported. He gave the municipal police two weeks to show results before possible changes of command.
The killings came two weeks after Claudia Tacoronte, a 21-year-old Spanish exchange student at the UAEM, was killed in Cuautla on 12 September. A suspect known as “El Trompas” has been ordered to stand trial, El Financiero reported.
Proceso lists other UAEM students killed in 2025 and 2026, among them Kimberly Joselin Ramos Beltrán and Karol Toledo Gómez. Shamed’s father rejected online claims linking the boys to crime because they rode motorcycles.

Robbery and similar offences are state crimes in Mexico, handled mainly by state prosecutors and local police. That is why Morelos security depends on federal and state coordination rather than a federal takeover.
