ERITREA · DIPLOMACY

Key Facts

  • The country A Red Sea state led by President Isaias Afwerki, with its capital at Asmara.
  • Why it matters Rivals Eritrea and Ethiopia both sent leaders to Moscow, weeks after Washington lifted sanctions on Asmara’s ruling party.
  • Why now The summit closed on 29 October, and Eritrea’s government published the president’s remarks that day.
  • What happened Isaias attended the 28 and 29 October summit; the Kremlin lists no meeting with him.
  • What it means for you US advice stays Level 2; traders give an Eritrean invasion of Ethiopia 13% odds by year end.
  • Prediction markets Polymarket gives 13% to an Eritrean invasion of Ethiopia by 31 December and under 1% by 31 October, with US$118,337 traded, as of 7:55 a.m. ET on 30 October 2026.

Eritrea’s President Isaias Afwerki attended the third Russia-Africa summit in Moscow on 28 and 29 October 2026, weeks after the United States removed Eritrea’s ruling party and army from its sanctions list. The Kremlin’s published schedule for 27 to 29 October lists no meeting between Vladimir Putin and Isaias, although Eritrea’s Ministry of Information had said one was planned.

For US readers the trip matters because Washington and Asmara opened talks on 1 October, Ethiopia sent its prime minister to the same summit, and a market on an Eritrean invasion of Ethiopia trades at 13% for 31 December. Related coverage explains how Eritrea broke with Ethiopia and what Putin told African leaders about sanctions.

What Happened in Moscow

Eritrea’s Ministry of Information said Isaias arrived in Moscow on the morning of Tuesday, 27 October 2026, with Foreign Minister Osman Saleh in the delegation. The summit ran from Wednesday, 28 October to Thursday, 29 October, with the plenary session at the Grand Kremlin Palace under the theme For Peace, Security and Development.

The Kremlin says representatives of almost 50 African countries took part and that three documents were adopted: a summit declaration, a declaration on civilian artificial intelligence cooperation and a partnership action plan for 2027 to 2029. Eritrea’s ministry puts attendance at more than 50 countries.

Asked at the closing press conference how Russia can help end crises in the Horn of Africa, Putin said Moscow is in contact with practically everyone. The transcript does not mention Eritrea.

What Eritrea Said

In a summary of an interview that the ministry published on 29 October, Isaias said partnership cannot be nurtured unless independence, sovereignty and territorial integrity are respected. He added that strategic partnership first requires addressing global obstacles, particularly in the global financial system, or talks on trade and investment would be meaningless.

The ministry says Isaias named conflicts, tensions, political pressure, sanctions and policy limitations as obstacles that must be addressed beforehand. Its summary does not say which sanctions he meant.

On the day the summit ended, an editorial on the ministry’s site listed 19 documents in which, it argues, Ethiopia’s rulers accepted Eritrea’s sovereignty and borders, from an 1884 treaty to the 2022 Pretoria peace deal on Tigray. The arbitration court’s case page confirms two of them, the 12 December 2000 Algiers Agreement and the 13 April 2002 Boundary Commission decision, but the reading of all 19 is Eritrea’s own.

The Rival in the Same Room

Ethiopia’s Prime Minister Abiy Ahmed met Putin at the Kremlin at 23:30 Moscow time on 28 October, and the Kremlin’s attendance list included the heads of Russia’s military-technical cooperation service and of the state arms exporter Rosoboronexport. Putin said Russia-Ethiopia trade exceeded US$1.3 billion from January to September, more than double the figure for all of 2025.

Eritrea cut diplomatic ties with Ethiopia on 1 October 2026, and its foreign ministry accused Addis Ababa of seeking sea access through the invasion of Eritrean ports and coastal areas, which is Eritrea’s allegation. Ethiopia’s new Russian fighter jets are covered in a separate report.

Washington Talks and Sanctions

On Friday, 18 September 2026 the Treasury’s Office of Foreign Assets Control said the emergency declared in Executive Order 14046 had expired and removed 11 entries from its sanctions list, including Eritrea’s People’s Front for Democracy and Justice and the Eritrean Defense Forces. Eritrea’s foreign minister then met State Department officials in Washington on Thursday, 1 October 2026, according to Eritrea’s Ministry of Information.

The ministry says Osman Saleh welcomed the removal as a step toward a new chapter in relations, and that both sides agreed future talks would focus on trade and investment. A US embassy security alert of 9 October 2026 notes rising Ethiopia-Eritrea border tensions.

What Prediction Markets Say

A contract on the Polymarket prediction platform on whether Eritrean forces invade Ethiopia by 31 December 2026 trades at 13%, about 10 points lower than a month ago, with US$118,337 traded across the event as of 7:55 a.m. ET on 30 October 2026. The contract that expires on 31 October trades below 1%, and the rules count only a military operation that takes control of part of Ethiopia and stays on the ground at least 48 hours.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for You

The trip can be read as balancing rather than a switch, because Eritrea’s ministry reports both the Washington talks and the Moscow summit within four weeks. The State Department still rates Eritrea Level 2 and, in an Ethiopia advisory reissued on 27 August 2026, tells Americans not to travel to Tigray, including the border with Eritrea.

Companies with Red Sea exposure should watch whether Washington and Asmara schedule trade and investment talks, and whether either capital publishes an agreement after the summit. Anyone sending money should check the Treasury list first.

What Is Not Known

It is not known whether Isaias met Putin, because neither the Kremlin’s list nor the ministry bulletins read for this report describe a meeting. It is also not known which agreements, if any, Eritrea signed in Moscow.

No official source says whether Isaias meant US measures, UN measures or the wider financial system when he named sanctions. It is also not known how the US government describes the 1 October meeting.
