NIGERIA · ANALYSIS

Key Facts

  • What is happening The refinery prices wholesale petrol off the European gasoline benchmark, known as EBOB.
  • Why it matters The refinery supplied about 61.8% of Nigeria’s petrol demand in January 2026, and the presidential vote is on 16 January 2027.
  • The numbers Brent traded at US$111.30 and WTI at US$100.70 a barrel, according to Legit.ng.
  • Who is who Aliko Dangote chairs the refinery, Olayemi Cardoso governs the central bank, and Bola Tinubu is president and a candidate in January 2027.
  • What to watch Inflation, which stood at 14.63% in September 2026, and the elections on 16 January and 6 February 2027.
  • What it means for you The refinery prices off European gasoline and crude, so US readers tracking oil or Nigerian listings should watch those benchmarks and the naira rather than the headline cut.

The refinery’s petrol price follows a European benchmark and may not hold, which matters to US investors in oil, emerging markets and Nigerian assets.

Nigeria is an oil-producing country that votes for a president on 16 January 2027, and petrol is one of its most visible daily costs. This analysis explains how much Dangote cut, why, how the refinery prices against imports, and whether relief will last, building on the Africa Intelligence Brief of 3 November.

What Happened and How We Got Here

We found no statement from Dangote, the downstream regulator or the central bank, so the official figure remains unconfirmed. The figure is a gantry price, the wholesale rate at the depot gate, and not what drivers pay.

The Numbers and the Import Benchmark

The reported reason for the cut is a fall in the European gasoline benchmark, known as EBOB, which the refinery uses as its pricing reference. Legit.ng also cites better product availability and narrower supplier spreads.

Crude fell as well, with Brent at US$111.30 and WTI, the US benchmark, at US$100.70 a barrel, according to Legit.ng. All the reports show crude above US$95, so the cut is a retreat from a high level and not a return to cheap oil.

  • August: raised by ₦20 to ₦1,185 per litre (US$0.88)
  • 16 October: gantry ₦1,325 (US$0.98), coastal ₦1,305 (US$0.97)
  • 2 November: ₦1,210 to ₦1,215 (US$0.90)

Because the price follows global product prices and the exchange rate, it moves both ways. The cut lasts only if EBOB and crude stay lower and the naira holds.

Who Is Who and What Each Wants

The Actors

Several institutions shape what Nigerians pay for petrol. Each is described in one line below.

  • Dangote Refinery: a private refinery of Dangote Group, chaired by Aliko Dangote, with a designed capacity of 650,000 barrels per day; it says it will compete with imports.
  • NNPC Ltd: the state oil company, whose filling stations sell petrol and which has struggled to supply enough crude under the naira-for-crude scheme, according to Hellenic Shipping News.
  • IPMAN: the Independent Petroleum Marketers Association of Nigeria, whose members say they will cut pump prices once they receive cheaper Dangote fuel.
  • NMDPRA: the downstream petroleum regulator, whose chief executive Farouk Ahmed resigned on 17 December 2025 after allegations by Dangote; Saidu Mohammed took over on 22 December 2025, and Tinubu sacked him on 29 April 2026 and nominated Rabiu Umar.
  • Central Bank of Nigeria (CBN): the monetary authority, led by governor Olayemi Cardoso, which reset its policy rate to 23% from 26.5% on 21 to 22 September 2026.
  • Federal government: led by President Bola Tinubu, with Taiwo Oyedele as finance minister since 21 April 2026, when he replaced Wale Edun.

The allegations against Ahmed are Dangote’s, as reported by Leadership, and our research holds no reply from Ahmed. We therefore treat them as allegations as of 3 November 2026.

The Subsidy Story

President Bola Tinubu announced the end of the petrol subsidy in his inaugural address on 29 May 2023, according to Al Jazeera and CNBC Africa. Pump prices roughly tripled afterwards.

The subsidy cost about ₦4.39tn (US$9.7bn) in 2022, according to NNPC. Other published estimates differ widely, according to allAfrica and ICIR, so the true cost remains debated.

On 11 October 2024 the federal government announced that marketers were free to buy petrol directly from Dangote, ending NNPC’s sole off-taker role on paper, although marketers said NNPC remained the only buyer for some time afterwards. We found no official rule that sets the petrol price, which Nigeria has deregulated.

Dangote also moved to dollar pricing, at US$0.779 per litre ex-depot, effective 13 July 2026, and reverted to naira on 22 July 2026 at ₦1,215 per litre. The December 2025 gantry price was ₦699 per litre, according to Premium Times, which we leave unconverted because our research has no rate for that month.

Prices are now about 73% above that level (₦1,210 against ₦699). The 2026 path shows prices rising as well as falling.

The 2027 Election

Presidential and National Assembly elections are set for 16 January 2027, and governorship elections for 6 February 2027, according to allAfrica. INEC’s original date of 20 February 2027 overlapped Ramadan, and after public criticism it moved the presidential and National Assembly polls to 16 January and the governorship polls to 6 February 2027.

INEC’s final list has 18 presidential candidates, ThisDay reported on 13 September 2026. They include Bola Tinubu (APC) with running mate Kashim Shettima.

The Rio Times brief reports that Vice-President Kashim Shettima urged Cross River residents to back Tinubu. It adds that allies claim credit for pump relief while opponents point to household strain.

The first vote is 74 days from 3 November, and petrol is a daily cost for voters. We found no evidence that the cut was timed for the campaign, and Dangote, a private company, has not explained its pricing.

Stakes for Investors, the United States and Latin America

Investors and Inflation

Dangote’s initial public offering opened on the Nigerian Exchange on 14 September 2026, according to allAfrica. It offers 4.1bn shares at ₦525 each, or ₦2.15tn (about US$1.6bn).

The refinery supplied about 61.8% of Nigeria’s petrol demand in January 2026, or 40.1m of 64.9m litres a day. Retail pricing therefore feeds the valuation story, though we found no final IPO results.

Headline inflation eased to 14.63% year on year in September 2026 from 15.39% in August, according to the National Bureau of Statistics as reported by VON and Legit.ng. The central bank’s 23% policy rate comes from its decisions page for 21 to 22 September 2026.

Cheaper fuel can ease transport and food costs. We found no CBN or statistics bureau figure that measures the effect of this cut.

The United States and Latin America

Because the refinery prices off European gasoline, Nigerian drivers are linked to a benchmark set far from Lagos. For US investors, a refinery that passes benchmark moves to customers carries commodity risk as well as political risk.

Our research found no direct data on fuel trade between Nigeria and Latin America. The comparison is structural, since many Latin American readers know how a benchmark-linked pump price can swing with global markets.

Scenarios, Not Forecasts

In a relief scenario, EBOB and crude stay lower, the naira holds in its reported range of ₦1,330 to ₦1,350 per US$, and marketers pass the cut to pumps. Prices near US$0.90 would then settle, and the political argument over household strain would soften.

In a reversal scenario, crude or EBOB rebounds or the naira weakens, and the wholesale price rises again. In a pressure scenario, campaign politics shapes pricing before 16 January, which would raise questions about opaque pricing with no executive statements.

What It Means for You

If you follow oil markets, treat the cut as a signal about benchmarks and not about Nigerian demand. The reported cause is lower EBOB and softer crude, both of which US readers can track.

If you hold or consider Nigerian assets, including the Dangote offering, watch the naira and pricing transparency. The refinery’s margin depends on global product prices and the exchange rate, and its price moved both ways in 2026.

If you travel to Nigeria or have family there, expect pump relief to arrive unevenly. Stations selling older stock may keep the old price, and IPMAN says members will cut only after they receive cheaper Dangote fuel.

What Is Not Known

We do not know the official price. We found no Dangote statement, regulator release or central bank note.

We also do not know the final result of the share offering, or how much of the cut will reach the pump. We cannot say what drives Dangote’s timing, because no executive has explained the 2026 moves.

The effect on inflation is unmeasured.

What to Watch

Several dated checkpoints will show whether relief is real. Some dates are inferred from usual schedules, and we say so.

  • Week of 2 November 2026: whether NNPC, MRS and IPMAN stations cut pump prices.
  • Next CBN meeting: no date is published, and the 2026 pattern only suggests November is possible.
  • Ongoing: EBOB, Brent and the naira, which drive the wholesale price.
  • 16 January 2027: presidential and National Assembly elections.
  • 6 February 2027: governorship elections.

We found no dated official events on Dangote pricing, regulator rules or fee schedules for November 2026 to April 2027. Any official price statement would be the most useful new fact.
