A long-negotiated protocol bears fruit

Zimbabwe shipped its first commercial consignment of fresh blueberries to China in early July 2026, according to Reuters and Chinese state media. The milestone followed a phytosanitary agreement signed in September 2025 between Harare and China’s General Administration of Customs.

The protocol cleared the way once Zimbabwean producers met Chinese food-safety and plant-health standards. It builds on earlier agreements for sweet citrus in 2022 and avocados in 2024, forming a deliberate sequence of horticultural market openings.

President Emmerson Mnangagwa’s government has framed each protocol as a personal diplomatic win. The avocado deal was signed during his state visit to Beijing ahead of the 2024 Forum on China-Africa Cooperation summit.

Zero tariffs reshape the competitive landscape

Beijing announced in June 2025 that it would grant zero-tariff treatment on all tariff lines to 53 African countries with diplomatic relations, including Zimbabwe. The policy took effect on 1 May 2026, meaning Zimbabwean blueberries now enter China tariff-free.

This dramatically improves price competitiveness against suppliers who do not enjoy similar concessions. Latin American exporters, particularly Peru and Chile, have long dominated China’s blueberry import market.

The zero-tariff policy is explicitly designed to expand African imports into China, not just Chinese exports to the continent. It converts tariff schedules into a soft-power instrument that draws African supply chains closer to Beijing’s orbit.

Zimbabwe blueberry exports: Africa’s third-largest producer scales up

Zimbabwe is Africa’s third-largest blueberry producer, behind Morocco and South Africa. The Horticultural Development Council reports exports of about 9,500 metric tons in 2025 from 650 hectares under cultivation.

The 2026 target is 12,000 metric tons from roughly 850 hectares, making Zimbabwe one of the world’s fastest-growing blueberry producers. Export earnings have already reached approximately US$30 million annually, with berry export revenues rising 34% from a year earlier.

Average prices per kilogram climbed from US$1.46 to US$1.66 as volumes expanded, according to FreshPlaza data. The figures pre-date full access to China’s zero-tariff regime, suggesting substantial upside as Chinese demand grows.

China’s US$400 million blueberry appetite

China imports roughly US$400 million worth of blueberries annually, making it one of the world’s most lucrative markets for exporters. Import volumes have climbed from about 665 tons in 2005 to nearly 39,000 tons in 2024.

Blueberries have shifted from a luxury niche to a mainstream middle-class health product, driven by urbanisation and marketing of their antioxidant content. Zimbabwean growers are positioning their fruit as having unique taste and texture to differentiate in a crowded market.

Chinese agribusiness firms are already moving into Zimbabwe to secure supply chains, financing cold-storage facilities and locking in contracts for luxury retail chains in Beijing and Shanghai. This mirrors patterns seen elsewhere in Africa, where contract farming and logistics investments quietly extend Chinese control over export infrastructure.

Hard currency and political use for Harare

Zimbabwe’s economy has long been constrained by limited access to Western finance, sanctions on key individuals, and chronic currency instability. Any new hard-currency stream carries political weight, and blueberries offer a less contentious path than mining or tobacco.

The Horticultural Development Council highlights increased rural employment, including among youth and women, as commercial horticulture expands. Investment in irrigation, packhouses and cold-chain logistics often involves co-financing from foreign buyers.

Zimbabwe’s agricultural exports to China reached US$804 million in 2025, roughly 31% of total exports to China. Trade officials describe China as a potential “second Europe” for Zimbabwean fresh produce, offering comparable demand without the same political conditionality.

The great-power dimension: China’s quiet supply-chain play

The blueberry protocol fits a broader pattern of Chinese engagement that delivers immediate, visible benefits to African governments. Western engagement often centres on aid and governance conditions, while Beijing positions itself as Africa’s biggest customer for agricultural exports.

For China, importing blueberries from Zimbabwe spreads sourcing across multiple continents, reducing dependence on Latin America. It also builds diplomatic goodwill and political capital with governments under Western pressure, as explored in our pillar Africa: The New Scramble.

The risk for Harare is market concentration. If China becomes the dominant buyer of Zimbabwe’s high-value horticultural exports, bargaining power diminishes over time, and Beijing’s ability to offer or withdraw concessions can discourage alignment with Western positions on sensitive issues.

What to watch next

ZimTrade and industry bodies stress the need to maintain multiple markets, including Europe and the Middle East, to avoid over-reliance on any single buyer.
