A busy week across the region — and not only for culture. Oaxaca closes its Guelaguetza, Peru swears in a new government, Medellín’s flower fair opens and Mexico City gets Harry Styles, while a tax deadline, an inauguration standoff and tighter border rules shape the diary for anyone living here.

Here is what is on, and what to have on your radar, from July 27 to August 2.

Culture and events this week

Oaxaca closes its Guelaguetza with the second and final Lunes del Cerro today, Monday July 27, and the Feria del Mezcal runs through July 28. Medellín’s Feria de las Flores then opens Thursday, July 31, running to August 9 and closing with its silleteros parade — the year’s biggest event for the city’s large foreign community.

Mexico City gets Harry Styles at the Estadio GNP on Thursday, July 31. In San Miguel de Allende, a favourite among expats, three El Nigromante exhibitions are in their final weeks, with the first closing August 2 and free entry. And in Fortaleza, the free, five-day Halleluya festival — one of Latin America’s largest Catholic music gatherings, drawing over a million people — runs in the last days of July.

Politics you will feel on the street

Peru inaugurates Keiko Fujimori on Tuesday, July 28, and is expected to swear in her cabinet the same day. Nothing changes at the border, but the appointment foreigners should watch is Interior, which oversees the migration authority and the still-stalled digital-nomad permit.

Colombia’s Congress spends the week fighting over where the August 7 presidential handover will be held, after voting to move it to Cauca and asking the military whether the department is safe. It changes nothing for residents, but expect a heavier security footprint and possible demonstrations around the handover.

Deadlines and money

Argentina’s Monotributo recategorisation is due August 5, after the brackets rose about 16.8 percent — freelancers on the regime should check whether they need to move up a category. Colombia’s incoming government, meanwhile, is signalling its own tax plan for September — a corporate-rate cut and scrapped bank levy — while the outgoing government’s filed wealth-tax reform is set to die after the August 7 handover.

Heads-ups for travellers and new arrivals

Two regional shifts are worth knowing before you move or renew: the visa run is effectively over in several countries, which now expect residency rather than repeat tourist stamps, and a growing number of borders and visa files now require private health insurance to enter or stay.

On the coast, the Riviera Maya is at peak sargassum season, so check which beaches are clear before booking. And in Mexico, a new US$750 expedited US-visa pilot has launched for applicants who qualify.

Looking ahead to August

The big date is Friday, August 7, when Colombia swears in its new president wherever the venue lands. For something lighter, Mendoza hosts its first Festival Tango del Oeste on August 7 and 8, with five local ensembles over two nights.
