The case for a West Africa fuel benchmark

Refined fuel sold across West Africa is largely priced by reference to cargo assessments made in northwest Europe and the Mediterranean. That was a reasonable arrangement when the region imported nearly all of its fuel.

It is a harder arrangement to defend now that the region refines a great deal more of its own. Nigeria’s refining capacity in particular has expanded sharply.

Rabiu Umar, Authority Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority, put it directly at the West Africa Refined Fuel Market Conference in Abuja.

“If we look at the refining capacity on the continent and how it has been increasing, it simply doesn’t make sense that if there is a problem in Western Europe or in the Mediterranean, it is going to affect our pricing in Africa,” he said.

What already exists, and what does not

Part of the machinery is already running. Platts, the price-reporting arm of S&P Global Commodity Insights, launched naira-denominated West Africa assessments for petrol, diesel, gasoil and jet fuel effective 3 August 2026, alongside its existing dollar series.

That followed Gulf of Guinea waterborne refined-product assessments launched in April 2025, and the opening of an S&P Global office in Abuja.

What does not exist is a market trading against those prices in volume. Vera Blei, Head of Platts at S&P Global Energy, was explicit that the reference prices are only foundations.

“We can give the foundations. We can make the reference prices available,” she said.

“It’s down to everybody in this room to take bold steps to really bring them alive.”

A reference price is not a trading hub

Umar made the same distinction himself, and it is the most useful sentence of the whole conference.

“A reference price is not by itself a trading hub. A conference is not a market,” he said.

He went on to say that regulatory cooperation cannot substitute for physical infrastructure, commercial liquidity, market information and operational excellence. That is an unusually candid description of what the region still lacks.

Benchmarks acquire authority from the volume of transactions priced against them, not from official endorsement. Brent and West Texas Intermediate became references because people traded them, not because regulators declared them.

On that measure West Africa is at the beginning. Storage, jetty capacity, credit lines and transparent inventory data all have to arrive before a price becomes a market.

Why it matters beyond the region

For West African consumers the stake is simple. Prices at the pump currently absorb disruptions thousands of miles away, including refinery outages and shipping shocks in Europe.

For traders and importers, a credible regional benchmark would change hedging, contract structures and the currency in which fuel is bought. The naira-denominated assessments are a deliberate step towards pricing in local currency.

It also fits a broader pattern of African economies trying to move up their own value chains rather than exporting raw material and importing the finished product. That contest is the subject of our Africa: The New Scramble coverage.

Latin American readers will recognise the problem. Regional fuel and commodity markets that price off distant benchmarks import volatility they cannot influence.

What would count as progress

The first marker is transaction volume reported against the existing Platts assessments. Without that, the prices remain descriptive rather than authoritative.

The second is regional coordination beyond Nigeria, which officials framed as a shared project rather than a national one.

Heineken Lokpobiri, Minister of State for Petroleum Resources (Oil), put it this way: “If we are successful in Nigeria, we haven’t achieved our objective. We want Ghana to succeed.”

The third is infrastructure spending, which was the conference’s own stated theme. Funding distribution and storage is less glamorous than launching a benchmark and considerably more decisive.

Umar summarised the year ahead in one line: last year was about foundations, this year is about execution. Nothing has yet been signed to test that.
