Latin America Steel Prices Hit by China Tariff Fears

Key Facts

  • CSN shares crashed 6.36% to US$1.03 as investors abandoned the Brazilian flat-steel maker on a brutal earnings miss and dimming domestic auto outlook.
  • The steel-producers fund SLX tracking global mills, settled at US$103.63, off 0.75%, unwinding part of a year-to-date gain still in the mid-teens percent.
  • Gerdau fell 1.82% to US$4.86 with its long-steel franchise caught between hesitant Brazilian construction demand and a flood of cheap Chinese rebar imports.
  • Ternium lost 2.57% to US$48.06 as traders priced in a fresh wave of Chinese flat-steel shipments threatening its Mexican automotive and appliance markets.
  • Chinese mills are dumping excess output into Latin America across both long and flat product categories, compressing mill margins from São Paulo to Monterrey.
  • Brazil and Mexico are tightening anti-dumping duties on select Chinese steel goods, a defence that has historically stabilised domestic prices for tariff-protected products.

Today’s Focus

Steel equities from Brazil and Mexico suffered a synchronised sell-off Thursday. The SLX fund tracking global mills eased to US$103.63, a decline of 0.75%, but the real damage concentrated in Latin America’s board: CSN plunged 6.36% to US$1.03, Gerdau shed 1.82% to US$4.86 and Ternium dropped 2.57% to US$48.06. Behind the bloodletting sit two forces—a deep earnings disappointment at CSN and the ever-swelling tide of cut-price Chinese steel exports that is hollowing out mill profitability across the region.

CSN’s rout is the most glaring. The integrated flat-steel producer missed its first-quarter profit forecast badly, sending its New York-traded shares down 6.36% in the settled session. The company is levered to Brazilian car plants and white-goods factories, both of which face weakening orders as domestic credit conditions turn restrictive.

The contagion in Gerdau and Ternium draws on a common thread. Chinese mills, running at elevated utilisation rates despite their own property slump, are offloading cheap hot-rolled coil, rebar and wire rod into Brazilian and Mexican ports. Temporary anti-dumping measures in Brasília and Mexico City offer pockets of relief, but the sheer volume of Chinese tonnage keeps a lid on the entire complex.

Ternium’s 2.57% slide to US$48.06 reminds investors that even a well-diversified Latin American flat-steel champion is hostage to trade politics. Mexican auto plants are busy cross-supplying US assembly lines under USMCA, yet every cheap Chinese coil that lands in Veracruz threatens the price umbrella Ternium needs to protect its own mill margins.

What matters today. Chinese overcapacity is the gravitational force pulling Latin American steel equities lower, regardless of individual company quality or local demand.

01 The session in one read

Latin America’s listed steel names lurched lower on Thursday, with CSN’s catastrophic 6.36% fall to US$1.03 acting as the lightning rod for wider China-driven anxiety. The steel-producers fund SLX surrendered 0.75% to US$103.63, Gerdau retreated 1.82% to US$4.86 and Ternium gave back 2.57% to close at US$48.06.

The moves were not symmetrical. CSN crumpled under the weight of its own missed earnings; Gerdau and Ternium were dragged down by fears that a fresh gush of Chinese exports will depress regional steel prices for months to come.

Assessment — Trade defences offer a floor, not a cure HIGH

The board’s red ink reflects a market that is pricing in durable margin compression for Latin American mills. CSN’s earnings debacle shows that even tariff-shielded domestic markets cannot fully insulate a producer when local demand wobbles. Gerdau and Ternium have stronger balance sheets, yet their share declines confirm that investors are reassessing the entire sector’s ability to pass through higher costs in the face of Chinese dumping. The variable to watch is any announcement from Brazil’s foreign-trade chamber or Mexico’s economy ministry on expedited anti-dumping actions against Chinese flat and long products.

02 The board

Every instrument on the watchlist closed in negative territory, underscoring a sector-wide retreat. The SLX ETF, which bundles global steel producers into a single proxy, settled at US$103.63, down 0.75% on the day. Gerdau’s New York shares finished at US$4.86, a decline of 1.82%. CSN’s foreign-traded line endured the heaviest blow, sinking 6.36% to US$1.03. Ternium’s American depositary receipt rounded off the picture at US$48.06, off 2.57%.

The spread of losses tells its own story: investor discomfort was broad but disproportionately violent for the flat-steel names most exposed to imported Chinese competition.

The session read
The Ibovespa eased 1.52%, with breadth evenly split — 2 of 4 names higher. IPSA led, while IPC MEX lagged.

03 What moved it

CSN’s first-quarter earnings miss was the immediate spark. The company fell short of profit forecasts, triggering a cascade that carried the shares 6.36% lower in a single session. As a major supplier of hot-rolled and galvanized coil to Brazil’s car plants and appliance makers, CSN is acutely vulnerable to any cooling in domestic industrial output.

The second, slower-burning driver was the relentless flow of Chinese steel into Latin American harbours. Chinese mills, confronting their own slackening real-estate demand at home, are exporting surplus flat and long products at prices that undercut local mills. Brazil and Mexico have levelled anti-dumping duties on several categories, but the trade measures cover only part of the product basket, leaving other segments wide open.

04 The Latin American read

For Brazilian mills, the Chinese import surge creates a split reality. Tariff-protected products such as certain rebar and hot-rolled coil categories enjoy firmer pricing, but unprotected segments compete directly with discounted Chinese metal. Gerdau’s core long-steel franchise, which supplies Brazilian construction sites, is particularly exposed when developers can source cheaper imported rebar.

Mexico’s Ternium faces a parallel squeeze. Its flat-steel sales to automotive and white-goods plants depend on North American vehicle output, which remains steady, yet cheap Chinese coil arriving at Mexican ports erodes the spot price that underpins quarterly contract negotiations.

05 The names to watch

CSN has become the board’s most volatile name. Its 6.36% plunge to US$1.03 signals that the market is questioning whether its integrated steel-and-mining model can generate adequate cash flow when both flat-steel spreads and iron-ore benchmarks soften simultaneously. Any follow-on news about cost cuts or capex deferrals will move the shares sharply.

Gerdau at US$4.86 retains a wider diversification advantage, with substantial North American operations that generate dollar revenues. Ternium, even after its 2.57% dip to US$48.06, still sits near the upper end of its recent trading band, a reflection of its tight control over Mexican market share despite the import challenge.

06 The outlook

Trade policy is the hinge point. Brazilian authorities are reviewing anti-dumping petitions on several Chinese steel categories, and Mexico’s economy ministry has signalled it will accelerate investigations into unfairly priced flat products. Past cycles suggest that when duties are imposed, domestic mill margins recover within one or two quarters. Until those legal instruments are activated, the path of least resistance for Latin America’s steel equities remains lower because Chinese tonnage continues to arrive unslowed.

07 What to watch

  • Brazil anti-dumping rulings: Watch for Brazil’s foreign-trade chamber to issue preliminary duties on Chinese hot-rolled coil and rebar; any affirmative decision would lift CSN and Gerdau.
  • Mexico safeguard petitions: Ternium’s earnings are directly tied to Mexico’s anti-dumping calendar; an expedited case against Chinese flat products could reverse Thursday’s decline.
  • SLX fund flows: SLX at US$103.63 is testing investor patience after a 50%-plus one-year run; redemptions would accelerate losses in all component names.
  • Auto production data: Brazilian and Mexican vehicle assembly figures for July will confirm whether CSN and Ternium flat-steel volumes are being supported by real demand or merely producer discipline.

Frequently Asked Questions

Why did CSN fall 6.36%?

CSN reported first-quarter 2026 earnings that missed profit forecasts, triggering heavy selling in a stock already pressured by weak Brazilian auto and appliance demand.

How are Chinese exports hurting Latin American steel?

Chinese mills are selling excess flat and long steel at below-market prices into Brazil and Mexico, eroding the pricing power of local producers such as Gerdau, CSN and Ternium.

What is the SLX ETF?

The VanEck Steel ETF (SLX) is a fund that holds shares of global steel producers, serving as a proxy for the sector’s equity performance rather than the physical commodity.

Are tariffs protecting Latin American mills?

Partially. Brazil and Mexico have anti-dumping duties on select Chinese steel products, but many categories remain unprotected, leaving mills exposed to continued import competition.
