Niger Assumes Control of Uranium Mines Amidst Global Energy Changes

Niger’s recent move to place Orano, a French mining company, under state control signals a significant shift in how the country manages its uranium resources.

This decision follows the suspension of Orano’s extraction permit in June 2024, as the military government seeks to redefine the rules for foreign mining operations.

Niger is home to some of the richest uranium deposits in the world, contributing about 4.7% of global production. The SOMAÏR and Imouraren mines are critical, with Imouraren alone estimated to hold 200,000 tonnes of reserves.

However, political instability has stalled their development. Since the military coup in July 2023, relations with France have soured. The new leaders have expelled French troops and are asserting greater control over their mineral wealth.

Orano has raised concerns about increased government interference, stating that its operational decisions are being ignored. The Nigerian government aims to create state-owned mining companies to ensure local communities benefit from uranium profits.

Yet, this strategy raises questions about whether it will effectively improve living conditions or simply shift control from foreign firms to local authorities without addressing deeper economic issues.

Niger’s Uranium Potential

Despite its resource wealth, Niger remains one of the poorest countries globally. Uranium contributed only 1.2% to the national budget in 2020.

The potential for economic transformation exists but is hampered by political instability and regulatory uncertainty that could deter foreign investment. As global demand for uranium rises due to renewed interest in nuclear energy, Niger’s resources become increasingly important.

The country has supplied about 25% of the EU‘s uranium needs recently. However, geopolitical shifts complicate Niger’s ability to negotiate favorable terms for its exports.

While state control over Orano’s operations may appear to reclaim sovereignty over resources, it is uncertain whether this will lead to meaningful improvements for Niger’s citizens.

The path forward depends on stable governance and effective management of these valuable resources amidst changing global dynamics.
