MAURITIUS · NEIGHBOURHOOD

Key Facts

  • —What is happening Mauritius, an island republic of about 1.24 million people, has distant neighbours: Réunion lies about 230 km away, Madagascar about 1,060 km and the Chagos Archipelago about 2,150 km, with the archipelago still under British administration.
  • —Why it matters A treaty signed on 22 May 2025 would give Mauritius the Chagos Archipelago while the United Kingdom and United States keep the Diego Garcia base for 99 years, but the British bill was not yet law in Parliament’s record.
  • —The numbers In August 2026 Mauritius exported goods worth US$198 million (Rs 9.33 billion) and imported US$637 million (Rs 30.04 billion); South Africa and Madagascar together took 23.2% of exports excluding ship supplies.
  • —Who is who Prime Minister Navin Ramgoolam leads the government, Dharambeer Gokhool is the ceremonial President, and Cyril Ramaphosa of South Africa chairs the regional bloc SADC.
  • —What to watch Watch for a British decision on the Chagos bill, the American position on Diego Garcia, and a United States decision on AGOA, the law that gives eligible African goods duty-free entry.
  • —What it means for you US goods trade with Mauritius was US$239.6 million in 2025 and services trade US$564.0 million, and the United States was the top buyer of Mauritian goods in August 2026 at 14.9%.

Mauritius has no land border and few near neighbours. Its Indian Ocean ties run through trade, tourists, shared seabed and one disputed archipelago.

Mauritius neighbours are few and far away: Réunion lies about 230 km west-southwest and Madagascar about 1,060 km west. The republic has about 1.24 million people and no land border.

Its closest ties therefore run across water, through trade, tourists, shared seabed and the Chagos Archipelago, which Britain still administers. This guide sets out who sits where and what each relationship means in October 2026.

More coverage sits on the Rio Times Mauritius page and in the Eastern Africa section. Conversions use Rs 47.14 per US$1 and £0.7492 per US$1, the open.er-api.com rates of 27 October 2026 (00:02 UTC).

Mauritius Neighbours at a Glance

Distances below are straight-line estimates from Port Louis, the Mauritian capital, to the main city of each place. Shares of trade and tourism come from Statistics Mauritius, the national statistics office.

  • Réunion (France): about 230 km away, a French overseas department; 98,088 visitors came from there in January to September 2026, 9.4% of all arrivals.
  • Madagascar: about 1,060 km west; it took 8.7% of Mauritian goods exports in August 2026 and shares two regional bodies with Mauritius.
  • Seychelles: about 1,740 km north; it filed a joint seabed claim with Mauritius in 2008 and sent only 5,127 visitors in January to September 2026.
  • Comoros: about 1,790 km north-west; like Mauritius it belongs to both the Indian Ocean Commission and the Southern African Development Community (SADC).
  • Chagos Archipelago: Diego Garcia lies about 2,150 km north-east; the United Kingdom has run it as the British Indian Ocean Territory since 1814 by its own account.
  • South Africa: about 2,870 km to Durban; it took 14.5% of goods exports in August 2026 and sent 83,701 visitors in January to September 2026.
  • India: about 4,700 km to Mumbai; it supplied 5.8% of goods imports in August 2026 and sent 64,309 visitors in January to September 2026.

A Small Republic in a Big Ocean

The Republic of Mauritius covers 2,007 square kilometres in total. Statistics Mauritius counts 1,868 square kilometres on the main island, 110 on Rodrigues and 29 on Agalega and Saint Brandon.

The estimated resident population was about 1.24 million at the end of 2025, or 619 people per square kilometre. The main island held 1,196,729 people, Rodrigues 44,797, and Agalega and Saint Brandon 330 at the 2022 census.

Rodrigues, about 620 km east of the main island, has its own regional assembly and is the republic’s largest outer island. Agalega and Saint Brandon are far smaller, with only 330 residents at the 2022 census.

The population is shrinking slowly because more people leave than arrive. Net international migration was a loss of about 3,190 people in 2025, while births exceeded deaths by only 565.

Réunion, Madagascar and the Near Islands

The Indian Ocean Commission, a five-member club of island states, links Comoros, Réunion (France), Madagascar, Mauritius and Seychelles. It is the one body in which Mauritius sits with France through Réunion rather than with African states alone.

Réunion is the closest neighbour and a quiet source of visitors, with 98,088 arrivals in January to September 2026. That was 4.6% fewer than a year earlier, according to Statistics Mauritius.

Madagascar is far larger than Mauritius but a small trade partner. It bought Rs 461 million (about US$9.8 million) of Mauritian goods in August 2026, 8.7% of exports excluding ship supplies.

Seychelles is the smallest link in trade and tourism, yet the two share a legal project at sea. In December 2008 they filed a joint Mascarene Plateau seabed claim, and the UN panel issued recommendations on 30 March 2011.

The Chagos Question With the United Kingdom

The Chagos Archipelago has 58 islands, 60 square kilometres of land and 640,000 square kilometres of ocean, the British government says. Diego Garcia, the largest island, hosts a joint British and American military base.

On 22 May 2025 London and Port Louis signed a treaty giving Mauritius sovereignty but leaving Diego Garcia under British operational control. The British government says the base is secured for at least 99 years.

Britain put the cost at £101 million a year (about US$135 million), or £3.4 billion (about US$4.5 billion) in present value. It also describes a 24 nautical mile buffer zone and a ban on foreign security forces on outer islands.

The enabling law is the Diego Garcia Military Base and British Indian Ocean Territory Bill, which has not received Royal Assent. UK Parliament’s record shows Commons third reading on 20 October 2025 and Lords third reading on 12 January 2026.

A note on the bill’s Parliament page says the 2024-26 session has prorogued and the bill will make no further progress. Mauritian government pages read did not state the treaty’s status, so its entry into force is unconfirmed.

On 21 September 2026 the British Prime Minister told Mauritian Prime Minister Ramgoolam he wants a way forward that secures the base. On 22 September he told US President Donald Trump he would work with all parties on a solution.

Seabed and Maritime Claims

Mauritius is small on land, but the law of the sea matters greatly to it. Under the UN law of the sea treaty, states may ask a UN expert panel to confirm seabed beyond 200 nautical miles.

That panel is the Commission on the Limits of the Continental Shelf, which handled the joint Mauritius and Seychelles Mascarene Plateau claim. Other Mauritian submissions, including those for Rodrigues and Chagos, are not detailed here because their status could not be confirmed.

The joint claim shows two small neighbours acting together at sea. Sovereignty over the Chagos Archipelago could also affect any future claim to its seabed.

Trade Partners Across the Water

Mauritius buys far more than it sells, and its trade runs to Asia, the Gulf and southern Africa. The goods deficit was 28.4% of GDP in 2025, Statistics Mauritius says.

In August 2026 the deficit was Rs 20.71 billion (about US$439 million), 16.7% wider than a year earlier. Mineral fuels, lubricants and related goods were Rs 10.36 billion, about 34% of imports (about US$220 million).

  • Top export buyers, August 2026 (excluding ship supplies): United States 14.9%, South Africa 14.5%, United Kingdom 11.5%, Madagascar 8.7%, France 8.1%, Netherlands 4.3%.
  • Top import suppliers, August 2026: China 16.9%, Oman 14.5%, South Africa 6.6%, United Arab Emirates 6.5%, Singapore 6.5%, India 5.8%.

Only Madagascar and South Africa from the near neighbourhood appear among the top export buyers. Réunion, Seychelles and Comoros do not appear in the top lists of Statistics Mauritius.

People on the Move, Tourists and Migrants

Tourism is the clearest daily link between Mauritius and the outside world. The island received 1,436,250 tourists in 2025 and 1,042,241 in January to September 2026, 3.4% more than a year earlier.

France sent 226,429 visitors in January to September 2026, the United Kingdom 100,820, Réunion 98,088 and Germany 94,591. African countries together sent 228,584, about 22% of all arrivals, with South Africa the largest African source.

Air travel carried 1,017,442 of those visitors. Sea arrivals were 24,799.

Regional Clubs and Who Leads

Mauritius belongs to SADC, the Southern African Development Community, whose members also include Madagascar, Seychelles and Comoros. On 21 October 2026 its virtual summit met under the chairmanship of South African President Cyril Ramaphosa.

The same summit named Lesotho’s Prime Minister Ntsokoane Matekane as incoming chair of the bloc’s security organ. He joins Eswatini’s King Mswati III as current chair and Malawi’s President Arthur Peter Mutharika as outgoing chair.

Mauritius is also a member of COMESA, the Common Market for Eastern and Southern Africa, according to the US Trade Representative’s office. The Indian Ocean Commission is the only one of the three clubs built around islands.

In this guide’s assessment, Mauritius leads on law of the sea and the Chagos case, and follows larger neighbours on trade. That is a judgement, not an official ranking.

What It Means for US Readers

The United States was the top single buyer of Mauritian goods in August 2026, at 14.9% of exports excluding ship supplies. The US Trade Representative’s office puts total US goods and services trade with Mauritius at US$803.6 million in 2025.

US goods exports to Mauritius were US$48.7 million in 2025 and imports US$190.9 million, a US goods deficit of US$142.2 million. US services trade was US$564.0 million, with a US surplus of US$154.0 million.

Mauritius is listed as eligible for AGOA, the African Growth and Opportunity Act, with textile and apparel benefits. A June 2026 US notice speaks of benefits “if reauthorized”, so check the programme’s status before any order.

The US government is a stakeholder in the Chagos talks because Diego Garcia is a joint British and American base. Any change to the treaty could affect US military planning in the Indian Ocean.

Travellers should check Mauritian entry rules and the US State Department advisory before booking, as the current advisory could not be read. Investors should note that the economy is small and fuel imports drive the trade gap.

What Is Not Known

  • Whether the Chagos treaty has entered into force: Parliament’s record shows no Royal Assent and was last updated on 30 April 2026.
  • What position the United States takes on any change to the treaty, since no American statement was confirmed.
  • Which Mauritian seabed submissions have received UN recommendations, because the UN panel’s table could not be opened.
  • The current US tariff rate on Mauritian goods and whether AGOA benefits apply today, because the sources read describe the programme as awaiting reauthorisation.
  • The current political situation in Madagascar and its effect on regional diplomacy, which could not be confirmed at a primary source.
  • Whether India operates any facilities on Mauritian outer islands, a point that could not be confirmed at an official source.
  • Who currently chairs the Indian Ocean Commission, which its public pages did not state.
