BRAZIL · ENERGY

Key Facts

  • The announcement Wednesday 9 September at 20:44. Gasoline to distributors up 0.19 reais a litre, about US$0.04.
  • The reversal Thursday 10 September at 00:53, roughly four hours later. The revised price was a cut of the same size.
  • Why A subsidy expired and a tax cut replaced it. The two moves netted out the other way.
  • Diesel The government announced a further 1.00 real a litre subsidy, some US$0.20, on 9 September.
  • The credit A decree opened 6.6 billion reais, roughly US$1.30 billion, to pay for the fuel subsidies.
  • The catch The diesel increase has not happened. The company says it is waiting for the legal texts.

Brazilian fuel pricing now runs through a stack of temporary decrees. When one expires and another lands the same week, even the company gets confused.

Petrobras raised the price of gasoline late on Wednesday night. By one in the morning it had taken the increase back.

The first notice went out at 20:44 on 9 September. It put gasoline to distributors up by 0.19 reais a litre, about US$0.04, to 3.24 reais, some US$0.64.

The correction came at 00:53 on 10 September. The revised figure was 3.05 reais a litre, roughly US$0.60.

That is a cut of 0.19 reais, about US$0.04, not a rise. The company said the change corresponded only to the suspension of a discount.

Why Both Statements Were True

Two Petrobras-relevant policy changes landed in the same 24 hours. One removed money from the price and the other put more back.

A temporary decree that had subsidised gasoline by 0.44 reais a litre, some US$0.09, expired. On its own that pushes the price up.

At the same time the government cut two federal levies by 0.63 reais a litre, about US$0.12. That takes the total tax load on gasoline down to 0.16 reais, roughly US$0.03.

The tax cut is larger than the lost subsidy. Net of both, the price falls.

The arrangement runs from 10 September to 5 October. After that the question reopens.

The Diesel Half

Diesel is the more important number for Petrobras and for Brazil. It sets freight costs and therefore food prices.

On 9 September the government announced a new subsidy of 1.00 real a litre, some US$0.20, for road diesel. That sits on top of an existing 1.12 reais, about US$0.22.

Together that is roughly 2.12 reais a litre, around US$0.42, of public money in the price. A decree opened 6.6 billion reais, some US$1.30 billion, of extraordinary credit to fund it.

Of that, 5.607 billion reais, roughly US$1.10 billion, is earmarked for diesel. The remainder covers other fuels.

The tax on hydrous ethanol was also taken to zero. That is worth about 0.19 reais a litre, some US$0.04.

The Increase That Has Not Happened

Petrobras is expected to raise the refinery price of diesel by about 1.00 real a litre, roughly US$0.20. The subsidy is designed to absorb it.

In principle distributors would pay the same as before. The consumer would notice nothing.

It has not been done. Petrobras says on the record that it is waiting for the legal texts to be published first.

Everything beyond that comes from unnamed sources. Treat reports that the increase has already taken effect with care.

Why the Company Wants the Rise

Brent crude has been above US$100 a barrel. Domestic refinery prices have not followed.

Petrobras sells diesel well below what an importer would pay. The company’s own pricing policy is meant to track international levels loosely.

This is the oldest argument in Brazilian energy policy. Holding pump prices down is popular, and the cost lands on a company the state controls but does not wholly own.

Minority shareholders have sued over exactly this in the past. Using subsidies rather than suppressed prices is the government’s answer to that objection.

What to Watch

The first thing is publication. Until the decrees appear in the official gazette, Petrobras will not move on diesel.

The second is 5 October, when the current gasoline arrangement lapses. A second expiry without a replacement means a real increase at the pump.

The third is the subsidy itself. The finance ministry can adjust, suspend or extend it, which makes it a policy lever rather than a commitment.

For anyone living in Brazil, the practical effect this month is nil to slightly positive. Pump prices are not going up because of any of this.

Frequently Asked Questions

Petrobras announced a 0.19 reais a litre increase in gasoline to distributors on the night of 9 September 2026, about US$0.04, then a reversal about four hours later.

Why did the price change twice?

A subsidy of 0.44 reais a litre, some US$0.09, expired, while a larger tax cut of 0.63 reais, about US$0.12, took effect. Net of both, gasoline fell rather than rose.

How much is the government spending?

A decree opened 6.6 billion reais of extraordinary credit, roughly US$1.30 billion, of which 5.607 billion reais, some US$1.10 billion, is earmarked for diesel.

How long does this last?

The current gasoline arrangement runs to 5 October 2026. The diesel subsidy can be adjusted, suspended or extended by the finance ministry.
