U.S. Lawmakers Reject Key Crypto Rules, Leaving $2 Trillion Market in Limbo

On July 15, 2025, the U.S. House of Representatives voted down the GENIUS Act—legislation meant to create firm ground rules for digital money, particularly for stablecoins, whose values track the dollar or other strong assets.

The House vote, 222 against and 196 in favor, halted the bill even after the Senate had backed it with wide bipartisan support. President Trump urged Republicans to give the bill a green light, arguing it would make the U.S. the global leader in digital finance, outpacing China and Europe.

Many in Congress, however, disagreed. Skeptics raised concerns about gaps in consumer protection and whether the plan would actually help ordinary Americans, not just large financial players. Even within Trump’s own party, divisions ran deep.

The crypto industry and investors followed events closely. In the run-up to the vote, digital coins like Bitcoin and Ethereum climbed as markets counted on clearer rules.

Lack of U.S. Action on Stablecoin Regulation Risks Falling Behind

The GENIUS Act aimed to demand full transparency from stablecoin issuers and require them to keep cash or equivalent reserves for every token they issued.

Supporters said these moves would make digital money safer and easier for banks and the public to use. But with no action in Congress, America’s rules for crypto remain unclear and patchy.

Elsewhere, major economies are moving forward. The European Union’s MiCA law, for example, already lays out strict, unified guidelines for crypto across Europe.

Without similar national rules, American crypto firms are left guessing what might come next—and some may leave for friendlier markets overseas.

For the world’s largest economy, failing to pass basic digital asset rules means risk. Without firm rules, businesses and families face more uncertainty—and the U.S. could watch innovation and investment move offshore.
