São Paulo’s Homicide Surge Signals New Risks for Residents and Businesses in Early 2025

Official figures from São Paulo’s State Secretariat for Public Security show intentional homicides in the city rose 15.5% in the first half of 2025 compared to last year, reaching 268 victims.

This marks the highest count for this period since 2021. June saw an even sharper spike, with homicides climbing 60% over June 2024.

These increases come as a surprise, given São Paulo’s long reputation as Brazil’s safest major city for murder, especially as the rest of Brazil recorded a 5% drop in violent deaths in 2024.

Law enforcement responded with more policing in high-risk neighborhoods and specialized programs. Police reported nearly 110,000 arrests in the state for the first six months of 2025, with 60% caught in the act.

More than 7,100 illegal firearms were seized, including over 100 assault rifles. But despite efforts, attempted homicides jumped 51% in early 2025.

Some sensational cases shocked the city—like a businessman’s murder at the Interlagos racetrack and a student’s killing near a busy train station. The violence does not touch all groups equally.

Police Killings Rise as Crime Patterns Shift in São Paulo

Many victims come from lower-income areas, and official data confirm a rise in police-involved killings. Critics note these mostly occur during raids in poorer neighborhoods troubled by organized crime.

While São Paulo remains among the safest large states for murder, official state data show criminal groups, such as the PCC, shape much of the violence and even conduct vigilante attacks against suspected offenders.

The story behind the story is that public safety gains of past years may be reversing. Though robberies involving violence fell by over 14%, theft and sexual crimes increased, and gangs appear to adapt to shifting police tactics.
