Saint Lucia neighbours the French island of Martinique, Saint Vincent and the Grenadines, and Barbados. This guide shows what binds them: sea borders, trade, a shared currency and a regional bloc Saint Lucia chairs in 2026.

Prime Minister Philip Pierre took the chair of CARICOM, the Caribbean Community, on 1 July 2026. The bloc of 15 member states met in Gros Islet, Saint Lucia, from 5 to 8 July 2026.

More coverage sits on the Rio Times Caribbean page. Conversions use 2.70 Eastern Caribbean dollars per US$1, the fixed rate the open.er-api.com feed showed on 27 October 2026.

Who the Saint Lucia Neighbours Are

Saint Lucia is an island state in the Windward Islands that became independent from the United Kingdom in 1979. The United States says the two countries have kept friendly relations since that year.

The World Bank put its population at 180,149 in 2025 and its economy at US$2.66 billion. That is about US$14,750 for each resident.

Three neighbours matter most, and Saint Lucia has signed a sea border with each of them. The list below says who they are.

  • Martinique: an overseas territory of France, with its capital at Fort-de-France, and the island’s neighbour across the water.
  • Saint Vincent and the Grenadines: an independent island state of the Windward Islands, and a fellow member of CARICOM and the Organisation of Eastern Caribbean States (OECS).
  • Barbados: an independent coral island east of the Windward chain, a CARICOM member that sits outside the OECS.

There are no land borders in this part of the Caribbean. The lines that matter are drawn on the sea.

Sea Borders With France, Barbados and Saint Vincent

The UN Division for Ocean Affairs and the Law of the Sea, a UN sea-law office, lists three boundary agreements. The oldest is a convention with France for Martinique, dated 4 March 1981 and in force the same day.

The other two were dated 6 July 2017. The Saint Vincent agreement entered into force on 1 May 2019, and the Barbados one on 1 September 2019.

Sea lines decide who may fish, explore for energy and police which water. Saint Lucia now has all three written down, which lowers the chance of a dispute.

CARICOM and Saint Lucia’s Year in the Chair

CARICOM groups 15 member states and eight associate members, and its secretariat sits in Georgetown, Guyana. Its secretary-general is Carla Barnett.

Philip Pierre took the rotating chair on 1 July 2026 for six months, until 31 December 2026. He succeeded Terrance Drew, prime minister of Saint Kitts and Nevis.

The 51st regular meeting of the heads of government opened on Sunday, 5 July 2026, at a resort in Gros Islet. Business sessions ran to 8 July.

The agenda covered regional security, climate finance, food and nutrition security, the single market, enlargement and reparations. Haiti was a discussion topic, and the government statements checked report no decision on it.

Belize’s government says French Guiana was admitted as the eighth associate member. It adds that leaders signed an amendment to Article 84 of the Revised Treaty of Chaguaramas, which governs rules of origin.

Leaders also agreed to ask the Caribbean Court of Justice, the bloc’s court, for an opinion on how the secretary-general is reappointed. The Belize release lists developments in Haiti and Cuba among the topics.

The CARICOM Single Market and Economy, the CSME, is the bloc’s plan for freer movement of goods, services, capital and some workers. The Article 84 change is the only concrete step the statements checked record.

The OECS and the Eastern Caribbean Dollar

The Organisation of Eastern Caribbean States, the OECS, was founded on 18 June 1981, when seven countries signed the Treaty of Basseterre. Its commission has its address at Morne Fortune in Castries, Saint Lucia’s capital.

The OECS lists twelve members and associates, among them Dominica, Grenada, Martinique, Guadeloupe and Saint Martin. That puts the French islands inside a club with Saint Lucia.

Citizens of seven OECS protocol states can travel, live and work freely among them, the OECS says. Free movement began on 1 August 2011 among six states.

Saint Lucia gave OECS citizens an indefinite-stay stamp and work without a permit from August 2014, according to its government. That makes the island an open door for its Windward neighbours.

Saint Lucia also shares a central bank and a currency with seven neighbours. The Eastern Caribbean Central Bank serves Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Vincent and Saint Lucia.

The Eastern Caribbean dollar is fixed at 2.70 per US$1, a peg the bank marks as 50 years old. On 27 October 2026 the bank’s discount rate stood at 3%.

Trade and Money With the Neighbours

The World Trade Organization, the global trade body, lists Saint Lucia’s top export markets for 2020. The United States took 28%, Trinidad and Tobago 12%, the United Kingdom 9%, Barbados 8.3% and Dominica 7.3%.

Three Caribbean neighbours therefore took about 27.6% of exports that year. That share is a sum of the three published figures.

On imports, the United States supplied 39.8% in 2020 and Trinidad and Tobago 14.1%. The European Union supplied 7.4%, the United Kingdom 6.4% and China 6%.

Those shares are the latest in the trade body’s profile, so current weights may differ. Tourism is the main earner, and the US State Department says Americans are the largest visitor group.

Saint Lucia’s statistics office counted 1,136,111 visitor arrivals in 2025. It put unemployment at 11% in 2025, with 19% among young people, and inflation at 2.4% in the second quarter of 2026.

A fast-growing visitor trade also shapes the neighbours’ links, from sailing to fishing events. The Rodney Bay billfish tournament report shows one example from September 2026.

People, Flights and Citizenship Sales

Saint Lucia hosts regional bodies as well as joining them. The OECS commission sits in Castries, and the Peace Corps, a US volunteer agency, runs its Eastern Caribbean headquarters there.

The US ambassador to Saint Lucia lives in Bridgetown, Barbados, the State Department says. That shows how the neighbours share services as well as water.

Saint Lucia is also one of five Eastern Caribbean countries with investor citizenship schemes. The others are Antigua and Barbuda, Dominica, Grenada and Saint Kitts and Nevis.

The European Commission, the EU’s executive arm, counts about 107,000 passports from the five schemes in its 19 December 2025 report. It records a Saint Lucia rejection rate of 5.3% in 2024 and a harmonised minimum investment of US$200,000.

Saint Lucia’s government says the Commission asked Eastern Caribbean countries to phase out such schemes by June 2028. Pierre met EU migration commissioner Magnus Brunner on Thursday, 24 September 2026, to discuss a transition.

The Saint Lucia citizenship sales report explains the stakes for Saint Lucian passport holders. Saint Lucia’s government says it wants continued talks with the EU.

Where Saint Lucia Leads and Follows

Saint Lucia is small, so its role is easiest to see in a list. The list below shows where it leads its neighbours and where it follows.

  • Leads: it chairs CARICOM until 31 December 2026, hosted the July 2026 heads of government meeting, and houses the OECS commission.
  • Leads: as CARICOM chair, Pierre spoke for the region at a US-Caribbean Dialogue on 16 October 2026.
  • Follows: interest rates and the currency are set by the Eastern Caribbean Central Bank, which it shares with seven other members.
  • Follows: rules of origin and single market steps are set by all CARICOM members together, and Saint Lucia has one voice among 15.
  • Partners: it cooperates with the United States on security under the Caribbean Basin Security Initiative, a programme linking Washington and 13 Caribbean countries.
  • Partners: Pierre is leading a delegation on a state visit to Taiwan from 24 October to 1 November 2026, his office says.

Pierre’s Saint Lucia Labour Party won 14 of the 17 seats in the House of Assembly on Monday, 1 December 2025. Two independents and the opposition United Workers Party won the rest, the Electoral Department’s results portal shows.

The pattern is a small state that gains weight by hosting and chairing. It cannot set regional rules alone, but it can set the agenda for six months.

What It Means for US Readers

Americans are Saint Lucia’s largest visitor group, and the State Department raised its advisory to Level 2 on Friday, 10 July 2026. It says guests at tourist resorts have been victims of violent crime.

The fixed rate of 2.70 Eastern Caribbean dollars per US$1 makes prices simple to convert. Hurricanes also strike regularly, so travel insurance with evacuation cover is sensible.

For investors, the State Department names Buckeye Partners’ oil storage and transshipment terminal as the largest foreign investment. The Caribbean Basin Initiative, a US trade programme, gives most Saint Lucian goods duty-free entry.

Pierre told a US-Caribbean Dialogue on Friday, 16 October 2026, that cooperation should bring affordable electricity, jobs and safer communities. Saint Lucia’s government says US Deputy Secretary of State Christopher Landau announced funding for health, security, law enforcement and digital connectivity there.

Anyone weighing an investor passport should follow the EU phase-out request closely. Visa-free access to Europe for Saint Lucian citizens is the asset those schemes sell.

What Is Not Known

No decision on Haiti from the July 2026 meeting was found in the government statements checked. The 2022 census total and the ferry timetable to Martinique were not checked against official sources.

Whether the European Union will suspend visa-free travel for Saint Lucia, and when, is not known. How Saint Lucia will answer the June 2028 phase-out request is also not known.

The World Bank shows output falling 0.6% in 2025, while the statistics office page shows growth of 0.6%. The International Monetary Fund’s 2026 forecasts were left out because its own pages gave different figures.

The name of the minister for external affairs in late October 2026 was not confirmed at an official source. No prediction market on this topic was in scope.
