What Punta del Este Is and How It Works

Punta del Este is a beach resort on Uruguay’s Atlantic coast, in Maldonado, one of the country’s 19 departments. A department is the main regional unit, similar to a US state.

The national government in Montevideo sets tax, security and tourism policy, while the department’s own government runs local services. Miguel Ángel Abella has been the intendente, the elected head of the Maldonado department, for the 2025 to 2030 term.

The town itself is quite small, with 18,193 residents in the 2023 census of INE, Uruguay’s national statistics institute. The economy lives from visitors, so jobs, rents and building all follow the summer season.

Who Lives in Maldonado

The 2023 census counted about 213,000 people in Maldonado department, up 23.7% from 172,130 in 2011. That is one of the fastest-growing departments in a country of 3,499,451 people.

INE found that 46.3% of Maldonado residents were born outside the department. Another 5.8% were born in another country, which makes the area a magnet for newcomers.

Punta del Este Tourism Numbers for 2026

Mintur counted 333,276 visitors in Punta del Este from January to March 2026, ahead of Montevideo with 220,166 and Colonia with 98,838. They stayed 12.1 days on average and spent US$1,393.60 each, for a total of US$464.4 million.

That is 12.9% fewer visitors than the 382,749 of the first quarter of 2025, and spending fell 10.8% from US$520.5 million. Across all of Uruguay, visitors fell 13.6% to 1,181,795 and spending fell 5.4% to US$842.8 million.

Argentines are the largest group in the country, with 835,237 of the 1,181,795 visitors in the quarter, or 70.7%. Mintur does not publish an Argentine share for Punta del Este alone.

In April to June 2026, the low season, Punta del Este had 88,111 visitors, 6.8% fewer than a year earlier. They spent US$102.3 million, 9.5% more than the US$93.4 million of 2025, so each visitor spent more.

Uruguay’s Tourism Economy in 2025

Uruguay received 3.6 million tourists in 2025, 8% more than in 2024, according to Mintur’s report of 13 January 2026. Visitors left US$2.04 billion in the country, an increase of 16.6%.

Those national numbers show why one resort matters so much. In the first quarter of 2026 alone, Punta del Este earned 55% of everything foreign visitors spent in Uruguay.

Prices, Property and the Tourism VAT Cut

Uruguay cut value-added tax (VAT), its sales tax, by 9 percentage points on tourism-linked services paid with electronic means. Decree 235/026, signed on Thursday 1 October 2026 and published on Thursday 8 October, extends that cut to 30 April 2027, after the summer.

The original rule is Decree 318/021 of 2021, which the government has extended several times. The full list of covered services and who qualifies sits in that decree, so check it before relying on a price.

For rents, restaurant prices and living costs in dollars, read our Punta del Este cost of living guide. Foreigners can buy property without restrictions, as explained in our guide to buying property in Uruguay.

Entry Rules for Americans

US citizens with a civilian passport need no tourist visa and may stay 90 days, say the Uruguayan embassy and the US State Department. Your passport must be valid at entry and have one blank page for the entry stamp, which immigration officers add on arrival.

To stay longer, visitors apply to the Dirección Nacional de Migración (DNM), Uruguay’s immigration office, for an extension. Work visas lead to temporary or permanent residency under Decree 394/009, and the embassy gives no fees or processing times, so ask the DNM.

Visitors may bring in up to US$10,000 in cash, or the equivalent, without declaring it, according to the UK government’s travel advice for Uruguay. Fruit, vegetables, animals and dairy products may not be brought in, and customs staff X-ray and may search baggage.

Children travelling alone or with one parent may need written permission from the other parent if they hold a non-Uruguayan passport. Families should check this with their airline and with the DNM before booking, because the rules for minors differ by passport and by travelling adult.

Safety and Crime in Punta del Este

Uruguay’s Interior Ministry recorded 195 homicides nationwide from January to June 2026, up 6.6% from 183 a year earlier on Monday 20 July 2026. Total reported crime fell 3.7% to 142,541 cases, robberies fell 4% and thefts fell 7.5%.

The US State Department’s Uruguay page, last updated in January 2022, advises increased caution because of crime. It says petty theft and home burglaries rise from December to March, and names Punta del Este among the beach towns.

The Interior Ministry’s July release gives no homicide count for Maldonado department. Visitors should lock cars, avoid leaving valuables in view and keep rental homes properly secured when you are out.

How Punta del Este Is Governed

Yamandú Orsi, of the left-wing Frente Amplio coalition, has been Uruguay’s president since 1 March 2025. Abella, of the conservative National Party, runs the Maldonado department, so the national and local governments come from different camps.

A municipality, a small local council with its own mayor, handles the town itself. This guide did not confirm the current mayor, so it does not name one.

What It Means for You

Travellers: the best weather and the highest prices come from December to March, and the second quarter is much quieter, with only 88,111 visitors. Americans can enter without a visa, and the VAT cut lowers the cost of restaurants and hotels paid by card until 30 April 2027.

Investors and buyers: the resort depends on foreign visitors, mainly from the region, so demand follows regional spending. Start with our Uruguay explained guide, the best places to live in Uruguay and the Uruguay economy guide.

What Is Not Known

Mintur has not published an Argentine share for Punta del Este alone, and Maldonado department has no official 2026 homicide count. Official property prices for the resort were not checked for this guide.

The numbers for the 2026-27 summer will arrive with Mintur’s report for January to March 2027, expected in April. Until then, the first quarter of 2026 is the newest full summer count.
