Rivers is an oil-producing state, and its governor grants land rights and shapes the business climate around Port Harcourt, the state capital. In 2025 the president suspended the elected state government after unrest and pipeline vandalism.

Who Is Kingsley Chinda?

Kingsley Ogundu Chinda was born on 24 March 1966 and hails from Elelenwo Town, in the Obio/Akpor local government area of Rivers State. He studied at the Rivers State University of Science and Technology and the Nigerian Law School in Lagos. He was called to the Nigerian Bar in 1995.

He is a partner in the law firm Onyeagucha, Chinda and Associates.

From Port Harcourt to the National Assembly

The National Assembly’s profile lists Chinda as legal adviser to the Obio/Akpor Local Government Council from 2005 to 2007. It then lists him as Rivers State Commissioner for Environment from 2007 to 2010.

He entered the House of Representatives in 2011 for the Obio/Akpor Federal Constituency. He won again in 2019, with 67,661 votes, and in 2023, so he is in his fourth term. ThisDay reports that he has chaired the House Public Accounts Committee.

Minority Leader in the House of Representatives

The Minority Leader speaks for the opposition parties in the House and coordinates their strategy. The PDP caucus chose Chinda on 16 June 2023, after a rival withdrew. Speaker Tajudeen Abbas announced him as Minority Leader of the 10th House on 4 July 2023.

BusinessDay called him an ally of Wike who helped elect Abbas as Speaker. In June 2025 he described President Bola Tinubu’s emergency rule in Rivers as a constitutional step.

His resignation letter is dated 23 April 2026, yet the House read it on 2 June, after he had won the APC primary. The lawyer Chidi Odinkalu, a former head of the National Human Rights Commission, strongly criticised the sequence.

Rivers State and Nigeria’s State System

Nigeria has 36 states and the Federal Capital Territory, which holds the capital, Abuja. Each state elects a governor for four years, with a limit of two terms.

Under the Land Use Act, all land in a state is vested in the governor, who holds it in trust and can grant rights of occupancy. State assemblies pass state laws, and a split between governor and assembly paralysed Rivers in 2025.

Rivers is the third-largest oil-producing state, at about 344,000 barrels a day in 2024, according to regulator data BusinessDay reported in March 2025. Oil-producing states also receive a 13 per cent derivation share of oil revenue.

Rivers received ₦295.99 billion (about US$223 million at ₦1,329 per US$) in federal revenue sharing in the first half of 2026, third among states. Of that, ₦117.33 billion (about US$88 million) was derivation money.

Rivers State’s Political Crisis Explained

The crisis began as a fight between two men from the same party. Nyesom Wike governed Rivers from 2015 to 2023 and became federal capital minister on 21 August 2023. His chosen successor, Siminalayi Fubara, won the 18 March 2023 election with 302,614 votes and took office on 29 May 2023.

They fell out within months. The Assembly complex burned on 29 October 2023, and lawmakers loyal to Wike began impeachment moves the next day. Tinubu brokered a peace deal on 18 December 2023, but the rivalry resumed.

On 28 February 2025 the Supreme Court restored the Wike-aligned Assembly Speaker, Martin Amaewhule, and voided Fubara’s council elections. On 18 March 2025 Tinubu declared a state of emergency. He suspended Fubara, his deputy and the Assembly for six months and appointed a retired admiral as administrator.

Tinubu ended the emergency on 17 September 2025. Amaewhule and other lawmakers left the PDP for the APC on 5 December, and Fubara announced the same move on 9 December 2025.

By January 2026 Wike was promoting the Rainbow Coalition, a cross-party alliance behind Tinubu’s re-election. Allies bought APC nomination forms for Fubara, but he withdrew on 20 May 2026, a day before the primary. Wike says that under an earlier settlement Fubara agreed not to talk about a second term.

On 22 July 2026 Fubara backed Chinda. “The time of war is over,” he said.

The 2027 Governorship Race

INEC schedules the governorship and state assembly elections for 6 February 2027, and campaigning runs until 4 February. INEC published the particulars of 19 Rivers governorship candidates on 29 August 2026, and its final list is due on 10 October 2026.

The APC declared Chinda its candidate on 21 May 2026. He polled 268,497 votes as the only aspirant, after Fubara and two other hopefuls withdrew. The party had uploaded his name to INEC’s portal by 27 July.

Two legal questions hang over the ticket. First, the Federal High Court in Port Harcourt will hear a suit by Samuel Amatonjie on 4 November 2026. He argues Chinda’s defection was incomplete under the Constitution when he joined the APC process, because the House read his letter only on 2 June.

Second, a rival faction of the Rivers APC, backed by a Court of Appeal ruling of 29 May 2026, declared the party’s primaries void. The state party spokesman says the ruling does not threaten the executive that ran them.

On 24 September 2026 the Supreme Court restored rules on party membership registers. At least one group asked INEC to disqualify Chinda, but the judgment did not name him. The Rivers APC says he is fully qualified.

Who Are the Other Players?

Nyesom Wike Federal capital minister since 21 August 2023 and Rivers governor from 2015 to 2023. He remains a PDP member and supports Chinda and Tinubu.

Siminalayi Fubara Governor since 29 May 2023, who joined the APC in December 2025. His first term ends in May 2027, and he has stepped aside for Chinda.

Rainbow Coalition Wike’s cross-party alliance backing Tinubu’s re-election, active by January 2026. APC governors have warned that it could confuse voters.

Bola Tinubu President since 29 May 2023 and leader of the APC. He seeks re-election in 2027 and declared the 2025 emergency in Rivers.

All Progressives Congress Ruling party chaired by Nentawe Yilwatda. It backs Tinubu’s economic reforms, including the end of the petrol subsidy.

Peoples Democratic Party Ruled Nigeria from 1999 to 2015 and is now split. INEC recognises the faction Wike backs, chaired by Abdulrahman Mohammed. Its Rivers candidate is Sam Ejekwu, a former state transport commissioner.

African Democratic Congress Opposition party chaired by David Mark. Atiku Abubakar is its presidential candidate, with Rotimi Amaechi, a former Rivers governor, as running mate. Its Rivers candidate is Gabriel Pidomson, a former state government secretary.

Nigeria Democratic Congress Opposition party fielding Peter Obi, a former Anambra State governor, for president. Its Rivers candidate is Dumo Lulu-Briggs, an oil businessman.

What Prediction Markets Say

Polymarket is an online platform where users trade contracts on future events. Its market titled Rivers, Nigeria Governor Election Winner priced Chinda at 91.5 per cent on 6 October 2026. About US$18,300 has traded since it opened on 21 August 2026.

That is a small sum, and the price reflects traders’ bets, not polling. The market resolves after the 6 February 2027 vote.

What It Means for You

For oil and gas investors, a Chinda government would be aligned with Abuja and with Wike, which may ease the governor-Assembly clash behind the 2025 emergency. The court cases could still change the field.

The 2025 emergency followed unrest and pipeline vandalism. On 28 September 2026 the Rivers Assembly voted 25 to 0 for a constitutional change to allow state police. At least 24 of 36 state assemblies must approve it.

Foreign residents cannot vote. Election periods in Nigeria can bring road closures, security checks and delays in official approvals. Further developments will appear in our Nigeria coverage.

What Is Not Known

The Federal High Court has set a hearing for 4 November 2026, but we found no ruling date. We found no INEC statement on whether the Supreme Court’s judgment on membership registers affects Chinda.

We found no independent opinion poll of the race and no detailed manifesto from Chinda. It is also unclear how voters will treat the APC and PDP candidates, who both have links to Wike’s coalition.

The next fixed dates are 4 November 2026 for the court and 6 February 2027 for the vote.
