Who would be called first if Brazil went to war?

Should Brazil become involved in a war or be attacked itself, it would be up to the Union alone to declare its will.

No other authority, be it municipal or state, has the same competence to generate the order. However, the President of the Republic cannot make the decision alone but has to send a request to the National Congress.

The decree of war requires the decree of a state of siege, which depends on the authorization of the National Congress and the creation of inspection mechanisms, explains Eliana Franco Neme, master and doctor in Constitutional Law, professor at the University of São Paulo (USP) and the Bauru University Center.

In parallel, the National Mobilization System would operate, determining which procedures should be taken.
