Ecuador is handing voting passes to the people who guard its elections. On 27 October 2026 the National Electoral Council (CNE, the state body that runs elections) delivered 113,832 credentials to police officers and soldiers for the 29 November local vote, part of our Ecuador local elections updates.

Voting is compulsory for most Ecuadorian adults, but optional for police and military personnel. The credentials let them vote at the polling station where they are on duty.

This story is part of our coverage of the Ecuador local elections 2026. Dates, times and how to follow it are in our guide.

Key Facts

  • Credentials: 56,553 for the National Police and 57,279 for the Armed Forces, 113,832 in total, delivered 27 October.
  • Election day: Sunday, 29 November 2026, moved up from February 2027.
  • Hours: 7 a.m. to 5 p.m. Ecuador time, the same as US Eastern Time that day.
  • Abroad: More than 486,000 Ecuadorians living overseas can vote, from 9 a.m. to 7 p.m. local time.

Who Gets the Credentials

The CNE delivered 56,553 credentials to National Police personnel and 57,279 to members of the Armed Forces. Together that is 113,832 people who can vote while on duty.

The CNE is led by president José Cabrera Zurita, who took the post in June 2026. Its latest records show routine preparation, not a new poll, a candidate ranking or a security incident.

What Ecuadorians Will Choose

Voters will pick prefects and vice-prefects (provincial governors), mayors, urban and rural councillors, and rural parish-board members. They will also choose seven members of the Citizen Participation and Social Control Council (CPCCS), a body that appoints key oversight officials.

The winners serve from 2027 to 2031. That is why the process is called the “Seccionales 2027” (local elections 2027) even though voting takes place in 2026.

Why the Date Moved

The CNE brought the vote forward from Sunday, 14 February 2027 to Sunday, 29 November 2026, citing the risk of El Niño rain and flooding. Ecuadorians abroad can vote from 9 a.m. to 7 p.m. in each country’s time zone.

The CNE says more than 486,000 Ecuadorians abroad are eligible, a figure it reported on 21 October.

What It Means for You

If you travel in Ecuador around 29 November, expect crowded polling stations and tighter security around them. Check official CNE channels for any change to the calendar.

For US readers, the vote is a first test of public mood across Ecuador’s provinces and cities. Local results shape how smoothly central policy is carried out, from security to public works.

What Is Not Known

We found no recent poll by a named institute and no prediction-market odds, so we cannot say who leads in any race. Turnout forecasts and any change to election-day hours have not been announced.
