A sovereign root of trust goes live

The National Agency for Information Systems Security of Côte d’Ivoire (ANSSI-CI) announced the commissioning of the national public key infrastructure on 23 July 2026 in Abidjan. The new PKI now sits at the top of the certification tree for all electronic certificates recognised internationally on Ivorian territory.

It becomes the trust foundation for every certification authority operating in the country. ANSSI-CI said the system guarantees authenticity, integrity and non-repudiation of electronic exchanges between the administration, businesses and citizens.

The agency described the launch as a structuring milestone in the National Cybersecurity Strategy and the 2026–2028 roadmap of the Ministry of Digital Transition and Digitalisation. ANSSI-CI is already recognised by the International Telecommunication Union and the International Organization for Standardization as the national registration authority for object identifiers, a technical prerequisite for running a sovereign PKI.

The legal architecture behind the digital-trust PKI

The PKI does not float in a legal vacuum. It rests on a stack of laws and decrees built over more than a decade, starting with Law No. 2013-546 of 30 July 2013 on electronic transactions, which gave legal value to electronic signatures meeting security and reliability requirements.

Decrees in 2014 and 2016 added rules on cryptology services, electronic signatures and electronic archiving. A parallel data-protection law from June 2013 created obligations enforced by the telecoms regulator ARTCI.

The most consequential recent change came with Ordinance No. 2024-950 of 30 October 2024, ratified unanimously by the National Assembly on 24 April 2025. It repealed the article that had given ARTCI responsibility for network security, audits and electronic certificate issuance, transferring all those powers to ANSSI-CI and consolidating cybersecurity and trust-service authority in a single specialised agency.

Where the PKI plugs into the digital economy

The national digital-trust PKI is not a standalone project. It is the cryptographic backbone for several flagship programmes that together aim to double the digital sector’s contribution to GDP by 2030, a target set by President Alassane Ouattara.

The Electronic Administration Support Project (PARAE), backed by a 49 billion CFA franc (about US$80 million) investment from the African Development Bank Group, explicitly couples a government Security Operations Centre with the PKI to ensure the reliability of digital transactions. The Public Administration Interoperability Platform, launched in October 2025 and built on Estonia’s X-Road model via Cybernetica’s Unified eXchange Platform, relies on the same trust layer to connect tax, civil-status, social-security and trade-court systems securely.

In the justice sector, the e-Justice platform went live in January 2025 in pilot jurisdictions. It uses a cryptographically signed Visible Digital Seal that citizens can verify worldwide through the AIGCEV/VDSIC global trust network, and since September 2025 only nationality certificates obtained online through e-Justice are accepted for national ID card applications.

Digital identity and the great-power contest over trust

Côte d’Ivoire is rolling out a foundational digital ID system, including the ECOWAS National Biometric ID Card, designed to be interoperable across services and payments. At the ID4Africa 2026 General Assembly in Abidjan, Interior Minister Vagondo Diomandé called digital identity a strategic infrastructure for reducing inequalities in access to finance, healthcare and social programmes.

The PKI is what makes such identity systems cryptographically secure and legally enforceable. ANSSI-CI’s Director General, Guelpétchin Moussa Ouattara, has compared PKI’s importance for digital identity to that of roads for an economy, an analogy that underscores why control over the trust layer is control over the country’s digital traffic.

The vendor landscape reveals a clear alignment with European technical ecosystems. Estonia’s Cybernetica supplies the interoperability platform, Entrust and Semlex handle biometric eID production with embedded PKI, and the Visible Digital Seal standard ties into a European-centric trust network. This configuration places Abidjan firmly inside Western-aligned digital-governance norms, even as Chinese firms dominate other layers of African telecoms infrastructure—a pattern explored in our pillar on Africa: The New Scramble.

Money, markets and the regional play

Beyond the AfDB’s US$80 million PARAE commitment, the government has projected a digital-strategy budget exceeding 1 trillion CFA francs (about US$1.8 billion) through 2030. World Bank diagnostics have flagged PKI deployment as essential for strengthening digital financial services, including the TreasorPay government-payment platform and customer identification for mobile money.
