Ciro Gomes leads the race for governor of Ceará, according to a new poll from AtlasIntel released on Wednesday, 12 August 2026. The survey gives him 49.3% against 44.6% for the sitting governor, Elmano de Freitas of the Workers’ Party.

AtlasIntel tested how people in Ceará would vote if the election were held now. It found Ciro Gomes on 49.3% and Elmano de Freitas on 44.6%.

AtlasIntel interviewed 1,774 voters across Ceará. The fieldwork ran between 6 and 11 August 2026.

The company works online, recruiting the people it surveys through digital methods. It reported a confidence level of 95%.

The survey was registered with Brazil’s electoral authorities under the number CE-02777/2026. Registration is required for any poll released during a campaign.

What Happens in a Runoff

The same poll also tested a second round. Under Brazilian rules, a governor race goes to a runoff if no one wins more than half the valid votes.

In that head-to-head test, Ciro reached 53.4%. Elmano stood at 44.8%.

That would hand Ciro a clearer win than the first-round numbers suggest. It also assumes the smaller candidates’ voters break his way.

Who Is Ciro Gomes?

Ciro Gomes is one of the best-known politicians in Ceará. He served as the state’s governor in the 1990s and later held posts in the federal government.

On the national stage, he ran for president several times. His blunt, combative style made him a familiar face well beyond the northeast.

For years he was the leading figure of the PDT in Ceará. In 2025 he left that party and joined the PSDB, which now backs his run for governor.

Who Is Elmano de Freitas?

Elmano de Freitas is the current governor of Ceará. He has held the office since 2023, elected on the ticket of the Workers’ Party, known as the PT.

He is closely tied to President Lula and to Camilo Santana, the former governor who left the Education Ministry in 2026 and now sits as a senator for Ceará and PT leader in the Senate. That network has run Ceará for more than a decade.

As the incumbent, Elmano is campaigning on his record in office. The poll suggests that record faces a strong challenge.

Two Old Allies, Now Rivals

For much of the 2010s, Ciro’s group and the PT governed Ceará together. The alliance made the state a rare stronghold shared by two camps.

A Genial/Quaest survey in late July put Ciro on 43% and Elmano on 33%. An earlier AtlasIntel poll had them closer, at 46.2% and 42.6%.

Different pollsters use different methods, so their numbers rarely match exactly. Taken together, they point to Ciro leading a competitive race.

The campaign still has weeks to run before voters decide. Polls can move as debates, alliances and advertising take hold.

Turnout among the smaller candidates’ supporters could tip a close runoff. So could the choices of voters who are still undecided.
