China pecan tariffs now threaten one of Mexico’s most export-focused crops. China’s Ministry of Commerce (MOFCOM) has imposed preliminary anti-dumping duties on pecans from Mexico and the United States.

With provisional cash-deposit measures taking effect on 11 August 2026.

What China Did and Why

China’s MOFCOM issued a preliminary anti-dumping determination on 10 August 2026. The agency found that dumped pecan imports caused material injury to China’s domestic industry.

The investigation began on 25 September 2025, following a complaint from local growers. MOFCOM acted under China’s Anti-Dumping Regulations and in line with WTO rules.

The provisional measures require importers to pay cash deposits on fresh or dried pecans. These pecans fall under Chinese tariff heading 08029990.

The deposits apply to shipments from both Mexico and the United States. This action is preliminary, not final, and a final determination will come later.

MOFCOM stated there is a causal relationship between the dumped imports and the injury. The agency will continue its investigation before issuing a final ruling.

The Cash Deposit Rates, Firm by Firm

US exporters face a uniform 54.3% cash deposit rate. No US company participated in the investigation, so all received the same rate.

Mexican exporters face rates ranging from 17.8% to 51.6%. The rates depend on whether companies cooperated with MOFCOM’s investigation.

San Enrique Agricultural Enterprises received a 23.0% rate. Alta Vineyards received the lowest rate at 17.8%.

Four other cooperating Mexican companies received a 22.2% rate. Non-cooperating Mexican companies face the highest rate of 51.6%.

These rates are provisional and could change after the final determination. Importers must pay the deposits when bringing pecans into China.

What the China Pecan Tariffs Mean for Mexico

Mexico is a major pecan exporter, and China is a key market. The new tariffs will make Mexican pecans more expensive for Chinese buyers.

An anti-dumping duty is a tax on imports sold below fair market value. A cash deposit is money importers must pay upfront, which may be refunded later.

The 17.8% to 51.6% range means some Mexican exporters will face significant cost increases. This could reduce their competitiveness in the Chinese market.

Mexico’s pecan sector is export-led and highly concentrated in northern states. Growers may need to find alternative markets or absorb the higher costs.

However, China was reported as the second-largest destination for Mexican pecans.

Chihuahua and the Growers on the Front Line

Chihuahua is Mexico’s leading pecan-producing state, accounting for 59.7% of national output in 2024. The state’s growers will feel the impact of these tariffs most directly.

Other major producing states include Sonora, Coahuila, Nuevo León, and Durango. These five states concentrate more than 97% of Mexico’s planted pecan area.

Mexico produced 167,777 tonnes of pecans in 2024, ranking as the fifth-largest producer worldwide. The United States is the world’s largest producer.

Chihuahua’s growers have relied heavily on exports, with the United States as the top destination. China has been the second-largest market for Mexican pecans.

The new tariffs could force Chihuahua’s growers to seek new buyers or negotiate better prices. Local agricultural authorities have not yet issued public statements on the tariffs.

The US Angle and What Comes Next

US pecan exporters face the highest rate at 54.3%, with no exceptions. This is because no US company participated in China’s investigation.

The tariffs come amid ongoing trade tensions between Washington and Beijing. The timing suggests a possible link to broader trade negotiations.

MOFCOM’s action covers both Mexico and the United States in a single determination. This is unusual, as most anti-dumping cases target one country.

The preliminary measures take effect on 11 August 2026, one day after the announcement. Importers must comply immediately with the new cash deposit requirements.

A final determination is expected later, which could adjust the rates. US and Mexican exporters may still have opportunities to present their case to MOFCOM.
