Brazilian Supreme Court forms majority for its Justices to have a R$46,300 monthly salary

Brazil’s  Supreme Federal Court (STF) has decided by majority vote to increase the salaries of Justices (themselves) and other Court employees by 18% starting in 2023. The proposal is to raise the salary of Supreme Court judges from R$39,200 to R$46,300 (US$9,000).

That may not sound like much to your U.S. and European ears, but it’s a fortune in Brazil. As the overview below from PageGroup shows, Justices are in the absolute highest salary category of all salary earners in Brazil. And that was true even before the 18% salary increase.

Under the project, the increase will be gradual, in four installments to be paid between April 2023 and July of the following year. Read the calendar:

1st installment – April 2023;
2nd tranche – August 2023;
3rd installment – January 2024;
4th tranche – July 2024.

The text proposes to reallocate the spending of the judiciary itself to allow for the adjustment. This would mean no new transfers would be needed.

The vote will take place by 3 p.m. in the 2nd administrative session of 2022 via the internal virtual system. The following items will also be voted on

STF 2023 Budget Proposal:

  • Submission to the College of the representative associations’ proposal for the recomposition of judges’ salaries;
  • Submission of the representative associations’ proposal to adjust the salaries of civil servants to the College.

FEDERAL EMPLOYEES

Since January, federal civil servants have been demanding compensation for the inflation accumulated during the conservative government of President Jair Bolsonaro, which amounts to 19.99%.

In 2020, Bolsonaro approved a project to pay R$60 (US$12) billion to states for the pandemic period but vetoed the part that provided salary adjustments for civil servants.

The federal government spent R$157.5 billion in the first half of this year to pay personnel and social security contributions. This figure represents a decrease of 12.2% compared to the previous year when inflation was considered.

The executive branch has considered a 5% increase for all federal employees. However, it has decided not to grant the adjustment in 2022.

PODERDATA

The PoderData survey, conducted April 24-26, 2022, found that 46% of the Brazilian population opposes an adjustment in civil servants’ salaries this year. Those in favor amount to 40%, while 14% could not give an answer.
