What the West-East Highway Project Entails

The Angolan government formalised the launch on 27 July 2026, when the National Roads Institute (INEA) signed a US$21 million agreement with the construction firm GAV Construções (Grupo Ana Vany). The package covers economic, financial and traffic feasibility studies and engineering design, under a phased plan in which the government will set the implementation model once the studies are complete.

Public documents describe the route as anchored at Lobito on the Atlantic coast. It will shadow the existing Lobito rail corridor eastward toward the interior, eventually linking to Zambia and the Democratic Republic of Congo.

Luanda frames the highway as the “true road corridor of Lobito.” It is designed as a road complement to the railway, creating dual-mode connectivity for mining output, agricultural goods and regional trade.

How the West-East Highway Fits Angola’s Corridor Strategy

Angola is simultaneously pursuing a North-South motorway of roughly 1,400 kilometres, for which China Road and Bridge Corporation has been linked to feasibility studies. Costs and a construction timeline for that route have not been firmly established.

Together the two highways would form a cross-shaped national backbone. They would connect Namibia in the south to the DRC in the north, and the Atlantic port of Lobito to inland Copperbelt markets.

The road programme sits alongside the flagship Lobito rail corridor. Identified investment for the rail and associated logistics alone exceeds $8 billion, roughly 60 percent of Angola’s total tracked transport investments.

How Angola Is Funding Its Corridor Push

The US$21 million contract for the studies went to the construction firm GAV Construções (Grupo Ana Vany), which will carry out the feasibility and engineering work for INEA. How the highway’s construction is ultimately financed has yet to be decided, but any package is likely to fit Angola’s shift toward blended finance involving development banks, export-credit agencies and sovereign funds.

Angola’s sovereign wealth fund FSDEA has already committed $1 billion to Lobito Corridor development. A separate Strategic Financial Oil Reserve created a $1.1 billion infrastructure fund focused on energy, transport and industrial projects.

The Banco de Desenvolvimento de Angola receives five percent of government oil income and two percent of diamond revenues. These funds are earmarked for non-extractive sectors, including transport infrastructure.

The Great-Power Contest Around the Lobito Corridor

The West-East highway lands in the middle of a strategic competition. The United States International Development Finance Corporation has committed $553 million to the Lobito rail corridor, part of over $560 million in total US corridor funding under the Biden administration.

The African Development Bank has allocated more than $500 million for a Zambia greenfield rail link into the Lobito system. The Development Bank of Southern Africa added $200 million, while the World Bank’s MIGA proposed $180 million in political risk guarantees.

China remains Angola’s largest lender, with total development finance commitments estimated at $68.64 billion. Chinese entities have built 2,800 kilometres of railways and 20,000 kilometres of roads in Angola since 2002, largely through oil-backed credit lines.

Why the West-East Highway Matters for Minerals and Trade

The Lobito Corridor offers a westward Atlantic export route for Zambian and Congolese copper. This competes directly with traditional eastward routes via Durban or Beira, which are longer and more congested.

A road parallel to the railway adds redundancy and flexibility for mining operators. It also opens agricultural zones and hydropower assets like the Caculo-Cabaça dam to faster logistics connections.

Western governments explicitly frame Lobito investments as part of supply-chain diversification away from Chinese-dominated routes. China meanwhile continues financing strategic assets including the new Luanda airport, the Caculo-Cabaça hydropower plant and the Caio port in Cabinda.

Domestic Politics and the Road Ahead

Roads are politically visible in a country where infrastructure spending has historically concentrated on the coast. A 1,300-kilometre highway across the interior integrates historically marginalised provinces and supports rural development.

President João Lourenço’s government has pursued IMF reforms and greater transparency since taking office. The shift toward multilateral and blended finance for projects like the West-East highway reflects a deliberate move away from opaque oil-for-infrastructure deals.

The long-term viability of the corridor depends on maintenance funding and governance. Angola is accessing climate funds for water and resilience projects, and could seek green financing for low-carbon corridor infrastructure.

Who is carrying out the West-East highway studies?

Angola’s National Roads Institute (INEA) signed the US$21 million study contract with the construction firm GAV Construções (Grupo Ana Vany). How the highway’s construction will be financed has not been set, but Luanda increasingly favours blended finance involving development banks, export-credit agencies and sovereign wealth funds.

How does the West-East highway relate to US-China competition?

The highway strengthens the Lobito Corridor, where the US DFC and Western development banks have committed over $1.4 billion to challenge two decades of Chinese infrastructure dominance. Angola is using offers from both sides to improve its bargaining power and financing terms.
