That leaves Jair Bolsonaro’s allies leaning on street pressure and legal maneuvering to change the narrative.

The short-term stagecraft is clear: pro-Bolsonaro figures are promoting a “Walk for Amnesty” in Brasília, aiming to project momentum and box lawmakers into action, with Michelle Bolsonaro billed to attend.

But the numbers are unforgiving. Without the Senate, no amnesty advances, and even in the lower house the center-right bloc is split over how far to go.

In the courts, Bolsonaro’s camp points to a fresh precedent: in May, the Supreme Federal Court allowed former president Fernando Collor to serve his sentence at home on humanitarian grounds due to serious illness.

Bolsonaro’s lawyers cite his health to argue for similar leniency. The hurdle is timing and posture. Justices have privately signaled they expect visible compliance before revisiting the severity of his confinement.

Those facts harden Senate resistance to a sweeping rescue and intensify a tactical split inside his own camp: Senator Flávio Bolsonaro has engaged with sentence-reduction talks, while his brother Eduardo pushes an all-or-nothing line from abroad.

Relations with the Court have also soured after public attacks on Justice Alexandre de Moraes, and U.S. measures involving figures around him have added diplomatic friction rather than relief.
